SPECIFIC PURPOSES I
Integration of Traditional Conservancy "Lubuk Larangan" in the regional planning as acknowledgement of community wisdom.
1. Documenting and mapping the Lubuk Larangan area.
2. Facilitating the traditional leaders in the discussion of the RAPBDes to involve "Lubuk Larangan" as the village customary annual agenda. (Regarding on the dealing of assistence community, this activity was changed to a higher level, namely making a Charter of Collective Agreements followed by traditional Institutions, Village Heads and the Ulama toward the determination protection and management Ulayat Region in which the Lubuk Larangan River has been arranged.
3. Facilitating the customary leaders to initiate the acknowledging agenda of Lubuk Larangan to be discussed in related institutions in the Regency as a wealth of traditional traditions of Kampar Kiri / Identifying the distribution and social data of Lubuk Larangan all over Subayang rivers to be pushed into / accommodated in the Regional Regulation Plan RTRW Kampar Regency which is currently in the verification process at the provincial working group level.
Specific purposes II
?Maintain environmental ecology, traditional regulations and local wisdom?
1. Diffusing fish seeds into Lubuk Larangan.
Lubuk Larangan in Subayang River was a local wisdom formed as a conservation indigenous peoples that has been practiced hereditary in preserving the river and fish species in it. But for last few years, there have been a number of species / fish that began to decrease due to pollution and delinquency by irresponsible persons. Therefore, a nursery is needed to enrich the speciment all over Lubuk Larangan, especially for villages in Subayang Riverbanks, both on Batu Sanggan and Gajah Bertalut.
2. Forming a river cares centre that aims to strengthen the security and management role in Lubuk Larangan Region. ?In this activity, the community agreed to form a management group in a broader scope, not only concerned with rivers, but also expanded to publish the Datuk Khalifah Decree on the management team of customary rights and forests, it was also including Lubuk Larangan regulation which was as a part of the system of customary land.
3. Publications about the Subayang indigenous community groups who was identical with Lubuk Larangan as evidence of the role in indigenous peoples to protect the Subayang River ecosystem
4. Training on the development and management of local products for indigenous women / based on the agreement of the assisted communities, this program not only limited to women , but also in a broader scope. However, this program was replaced by a village meeting in the Batu Sanggan neighboring. It have been formed a cooperative unit toward indigenous community called Independence Indigenous Peoples Economic Reservoir "LEMARI" (lumbung ekonomi masyarakat adat mandiri), and was supported with initial capital as a revolving fund.
Generally, the role of women in Batu Sanggan was not prioritized because of customary regulation that has governed so. (number of participants 31 people) (22 September 2018).
Result :
Explain the extent to which the Agreement objectives were reached.
1. Documented the extent of Lubuk Larangan through the ICCAS form, and the agreement of traditional leaders (document attached).
2. Map of Lubuk Larangan in Batu Sanggan Region and Gajah Bertalut (document attached).
3. Map of the sub-area Lubuk Larangan and social data in ICCAS form have been registered directly by WGII ??to be designated as an AKKM area in Subayang River (Batu Sanggan and Gajah Bertalut)
4. Socio-Economic matrix data and population data toward Indigenous Peoples in Batu Sanggan and Gajah Bertalut Region.
5. kinds of fish identified in Subayang River which were a part of upstream of the Kampar watershed.
6. Identified the distribution in Lubuk Larangan and the management group in Kampar Kiri Hulu DAS Kampar.
7. Charter of collective agreement "Tali Bapilin Tigo " Determination related to the sequel community of "Protection and Management of Customary Rights" (including the Lubuk Larangan regulation).
8. Documentary film about the wisdom of Lubuk Larangan regarding to indigenous people in Batu Sanggan and Gajah Bertalut Region.
9. Regional Goverment called Bappeda in Kampar has received input draft related to the issue of Lubuk Larangan to be included / accommodated in the Regional Regulation Plan of Kampar District RTRW which is currently in the process of discussion and evaluation at the provincial level. Regarding to the proposal Notes in which submitted to the Bappeda in Kampar, most issue appeared about Belida species, based on the findings of AMAN Kampar in the field, Lubuk Larangan on Subayang river was an area where belida species was the most critical number decreased. 10. Protection of Lubuk Larangan as a local wisdom of indigenous peoples with the conservation roles included in RTRW draft of Kampar Regency (article 36 concerning fishing areas, point D "Local wisdom-based community management areas that support sustainability of fish resources").
Specific purposes II
1. Mutual agreement with community elements for seeding fish in Lubuk Larangan Region, at the same time carried out traditional rituals ?Semah Rantau? by sloughtering a bufallo then bufallo?s head drowned under the borders of customary territories followed by neighboring customary territories.
2. Sowing Baung fish seeds under the Lubuk Larangan both regions as many as 15,000 fish seeds.
3. Forming river care centre in which have been decreed by villages leader followed by Pucuk Rantau (Ninik Mamak who has an authority in this river).
4. the wisdom of Lubuk Larangan now has became a widespread issue of indigenous people either provincial or central regions. (goverment or ungoverment) has been discussed by the Kampar goverment regency and Riau province in apart of tourism sector. Lubuk Larangan also was a strategic issue in Kampar regent?s Decree toward the recognition of customary rights and indigenous people for both 2 regions in Kampar Regency. There have been referred to as the zoning of indigenous peoples? management space in preserving the Sebayang River whithout eliminating the fucntion of conservation it selft. (frequently promoted in Mahony shows given by Green Radio, Pekanbaru).
5. Forming an economic unit of indigenous people regarding to cooperative development and marketing on indigenous non-timber forest product handicrafts to improve the community?s economy as well as reducing the number of indigenous people dependence on middlemen who push down the selling price of rubber produced by the mutual community in Batu Sanggan Region.
Regarding to some achievement indicators above stated that 90% of the existing goals in this agreement has been achieved well.
Explained the direct benefits received by the respondents and/or the community recipients :
1. The advantages received by the community in this programs, produced a map of the area Lubuk Larangan and social data on the regulation and management, moreover in Lubuk Larangan Area.
2. The fish seeds assistance directy received by the community and sown under the Lubuk Larangan.
3. Assisted financial of LEMARI
explaining the long-term andvantages,
1. by supported of capital financial, it would be managed for the long-term roles to restore community economy through the management and marketing of ocal non-timber forest products and other communities? handicrafts.
2. The fish seed sown onto Lubuk Larangan would be breeding and restoring increase population of extinct Baung Species.
New developments and unexpected problems and difficulties,
1. New developments and unexpected problems and difficulties during project implemented.
The community offers activities in a broader scope, in which previously planned only focus on the Lubuk Larangan area, after running programs, the community recommends documenting all over territorial areas (customary areas) despite the limitation of budget.
2. Limited access for women to be involved in this forum.
Action taken to solve the problem:
1. Encouraging self-support and community cooperation to support the programs and village participates by allocating a village budget to support the programs.
2. Conducting informal interviews toward women community by visiting their homes.
Information/ lesson to be learned
1. The occurancing of some activities that were changed from the activities that had been planned regarding to the proposal according to the results of community deliberation gave us lessons that the analysis makes on the submission of proposals to donors as references and background in programs palnning. It needed basic consolidation in community level and agreements for both parties between the facilitators and the assisted community to test the implementation extended the concept of FPIC itself would be apply in making some programs.
2. These programs still focused on both villages in subdistric of Kampar Kiri Hulu. These programs have significant effect toward community as mediator to neutralize existing social conflicts in community and accomodating the wisdom issues that were maintaining by the community for generations into RT/RW regional planning of Kampar Regency. Kampar Kiri Hulu has 24 deffinitive villages and 13 traditional territories in which protecting and caring local wisdom for their customary territories.
If there were some supporting programs for the future, the similar programs wi be carried out for other villages that have not been served and improved, then continuing the existing programs currently for both villages in development and management of containers that have been formed in these villages.
