Strengthening forest protection and improving livelihoods for Thai ethnic communities in Que Phong district, Nghe An province (West Nghe An Biospheer Reserve & Pu Hoat Nature Reserve).
The project is implemented by the Nghe An Centre of Consultation on Forestry Development, in Que Phong district, Nghe An province, during 24 months from March 2018.

The project's overall objective is "Capacity of the Thai ethnic community has been strengthened to implement the effective management and protection of forests in association with livelihood and cultural improvement in Que Phong District, Nghe An province".

The project is aimed at, specifically the following:
(i) Strengthening capacity of and knowledge about forest protection and management in linkage with improving livelihood and cultural life for Thai ethnic people;
(ii) arrangement of land and forest allocation to the local community;
(iii) promoting cooperation in forest protection between the community and the Natural Reserved Area Management Unit;
(iv) upholding and promoting cultural norms and good practices in forest protection and management among Thai ethnic people;
(v) scaling up the model of Bon Bo tree cultivation to promote added value chain, employment creation and income generating along with forest protection and management.

In order to achieve the above objectives, the project will implement the following activities:
1. Capacity enhancement activities:
- Organize four village-level seminars on the improvement of capacity in forest protection and management associated with local livelihoods and religious forests for communities in four villages of Nam Giai commune.
- Organize the project inception ceremony, and preliminary and final project performance progress review meetings.
- Construct a bulletin board to disseminate information about the project at the center of Nam Giai commune. Compile and publish 600 booklets on community?s forest management and protection associated with the development of Bon Bo plants and religious forests through a value chain. Advise on a regulation on the propaganda of forest protection and management to be as a major task of the Que Phong district political system and its implementation arrangements.
2. Activities to strengthen the linkage between forest protection and management and livelihoods and culture:
- Allocate 400 ha of land and forest to local communities at the villages of Nam Giai commune with land and forest use right certificates granted.
- Develop and implement a regulation on the strengthening of cooperation in forest protection between Nam Giai communal communities and the Pu Hoat NRMU.
- Promulgate and implement regulations on the preservation and promotion of the Thai ethnic people?s valued cultural taboos in forest protection and management in Nam Giai commune.
- Protect, tend and grow Bon Bo plants in an area of 200 ha (with 200 plants each) in association with forest protection and management.
- Establish two cooperative groups for sales of Bon Bo seeds in the first year of the project, which shall be scaled up to the Bon Bo seed sales cooperatives in the second year in Nam Nhoong and Nam Giai communes.
- Construct two kilns for drying Bon Bo seeds and then hand them on to the two cooperatives in Nam Nhoong and Nam Giai communes for operation.
- Organize two study-visits to share results, success, and lessons learned from forest protection and management, Bon Bo plant development between Nam Nhoong, Chau Thon and Nam Giai communes.

Policy Influence
A regulation shall be issued to recognize the activities of propaganda about forest protection and management as a major task of the Que Phong DPC political system for implementation; a regulation shall be issued to promote cooperation in forest protection and management between Nam Giai communities and the Pu Hoat NRMU for implementation. And regulations on the preservation and promotion of the Thai ethnic people?s valued cultural taboos in forest protection and management in Nam Giai commune shall be issued and implemented.
Significant Participation of Indigenous Peoples
All the participants/beneficiaries are ethnic minority people, of which at least 50% are women, specifically: 200 households be involved in the Bon Bo plant development model; 200 people participating in four seminars on forest management and protection-livelihoods-culture; 40 participants attending two workshops held in two implementing communes.
