Empowering local community in conservation and sustainable use of Nya Palm ecosystem in Cam Thanh commune, Hoi An city, Quang Nam province (Hoi An and Cham Island Biosphere Reserve, WHS) (VNM/ICCA-GSI/2017/3).
The project will be implemented within 24 months, by the Women's Union of Cam Thanh commune, Hoi An city, Quang Nam province.

The project is aimed at promoting conservation and sustanable use of natural resources, the community-based culture in Cam Thanh commune. The project specific objectives include:
(i) local community?s capacity for sustainable natural resource and environmental management in Cam Thanh village has been improved.
(ii) the Cam Thanh nipa palm forest ecosystem has been protected, restored and developed sustainably through the allocation of forests to local communities.
(iii) sustainable livelihoods are better developed for local community in the nipa palm forest area through the Dinh river accountable eco-tourism model.

In order to achieve the above objectives, the project will implement the following activities:
i. Launch communication campaigns and provide thematic training courses on the conservation of nipa palm ecosystems, estuaries, and biosphere reserve (8 courses for 8 villages, 8 days each).
ii. Conduct accountable eco-tourism training courses (6 courses in 6 villages, 8 days each).
iii. Organize a workshop involving local community, businesses, scientists, and managers to discuss the process of establishing and developing two models for accountable tourism and local aquatic fishery resource protection based on the empowerment of local communities in sustainable natural ecosystem and environmental protection and utilization (01 workshop, 4 dialogues, 01 navigation trip and 1 sight-seeing).
iv. Provide an experimental education facility and a learning and research environment for students, local residents and visitors.
v. Allocate 50 ha of community managed forests in Thanh Dong village
vi. Create and develop livelihoods to generate income by participation in the conservation and protection of aquatic fishery resources under forest canopies within nipa palm ecosystems.
vii. Operate, maintain and replicate a model for co-managing the fishery resource protection in Cam Thanh nipa palm forest ecosystem.
viii. Establish a community-based cooperative with the rights granted to protect and use landscapes of Song Dinh village (with an area of about 80 ha)
ix. Create and develop livelihoods to generate income from the participation in landscape and environmental protection for accountable eco-tourism activities in Song Dinh area.
x. Operate, maintain and replicate the model for accountable eco-tourism to protect landscapes and the environmental in Song Dinh area.

Project Characteristics and Results
Emphasis on Sustainable Livelihoods
Forms of the livelihood shall be tailored to livelihoods of the local people being closely attached to local nipa palm forest: including craft villages, bamboo basket boats, fishing, folk song singing, smart farming activities such as organic vegetable garden, visit-tours to rice fields for ?acting as a farmer to plough fields with buffalo? through the Song Dinh models for responsible tourism integrated with aquatic fishery resources protection and biodiversity conservation as well; the model for the allocation of forest ecosystems to local community for management and the model for aquatic fishery resources co-management in nipa palm forest. Outcomes produced from the project shall enable local people to gradually improve their livelihoods and create stable jobs, and at the same time, when local people shall have mastered their business activities and various types of their services in the locals, the enterprises will have to cooperate and share benefits with local people.
Policy Influence
Local people shall be directly empowered to participate in the management of natural resources and environment with specific work plans. The Song Dinh community based tourism co-operative shall be established with the participation of all villages being engaged in tourism activities, and a mechanism for the sharing of responsibilities and benefits shall be developed and agreed by all parties. Ecotourism criteria and local community?s responsibility will be discussed and committed along with an integrated nipa palm forest ecosystem management plan be implemented effectively in the Cam Thanh commune.
