Expanding access to affordable and clean energy in Talin

The project objective is to introduce innovative low-carbon energy solutions to enhance energy security of Talin community. It aims at utilizing the high solar energy potential in Aragatsotn region to create enabling conditions for diffusion and commercialization of low-carbon technology in the community and beyond.
This initiative, developed by ?SEMANT? community-based NGO in cooperation with Talin community administration, plans to install micro PV systems in the community pre-school, sports school and cultural center, as well as implement EE measures in the community music school and upgrade the street lighting. It is expected that the overall saving from the PV systems will make up around 110,000 kWh energy, whereas the upgraded street lighting with 450 LED lamps will ensure at least 50,000 kWh. Moreover, a knowledge center for clean energy solutions will be established in the community college to promote interest towards energy conservation and use of renewables among young practitioners.

Project Characteristics and Results

Gender Focus

?SEMANT? NGO is a women-led organization, ensuring that gender aspects are duly incorporated in all project activities. The project beneficiaries are 140 municipal employees, with women comprising 65%. The NGO will create equal opportunities for involvement of men and women in knowledge building on low-carbon technological solutions.

Emphasis on Sustainable Livelihoods

Armenia is highly dependent on imported fossil fuel for energy production, which has a negative influence on the environment and local livelihoods. It is estimated that as a result of the project activities, around US$ 8,200 will be saved annually, which will be directed to cover the essential community needs, such as insulation and heating of the public buildings and increasing the number of LED lights for street lighting.

Promoting Public Awareness of Global Environment

Different awareness raising activities are planned within the project implementation, including meetings, discussions and trainings, aiming to inform a broader audience about the benefits of alternative green energy solutions and associated co-benefits. These events will be covered by regional media (Talin Ashkrar and Aragatsotn TV companies) and posted on ?SEMANT? NGO and Talin community website.

Capacity - Building Component

Having previous successful experience in mobilizing the community for educational and cultural activities, ?SEMANT? NGO is planning to implement this initiative in close collaboration with and through comprehensive support from the Armenian Green Technologies Center (http://agtc.am). Within the project framework, different capacity building and outreach activities are planned. In particular, a knowledge center for clean energy solutions will be established in Talin college to enhance ?green? employment and entrepreneurship opportunities for young practitioners.

Project sustainability

It is envisaged that the lab on energy-efficient solutions established in Talin college within the project framework, will provide employment opportunities for local youth, thus ensuring sustainability of the initiative. Moreover, money saved from the operation of the systems will be directed to solve the local social problems and increase the energy efficiency of the buildings. Particularly, kindergarten and sports school will either do not charge children from socially vulnerable families or, use savings for improving the energy performance of public buildings and spaces.

Savings ensured through the low-carbon technological solutions within the project will be used by the community administration to further enhance energy security of Talin by scaling-up the use of micro solar systems and improvement of energy performance of public buildings and spaces. This, in turn, will also motivate the community members to use solar potential for energy and heating in their houses. It is anticipated that this approach will be used by the project as an influence mechanism for development and formulation of energy policies at local and central levels.

Replication of project activities

Taking into account the fact that the energy conservation problems are typical for the communities in Armenia and, that the project activities are in line with the national energy policies and strategies, the proposed solutions have great replication and scaling-up potential throughout the country. This can be reached through sharing the project results and gained experience with key stakeholders at the regional and local levels. The analysis of the achieved results will not only help to evaluate the effectiveness of the grant investment, but also to develop more efficient and locally adapted low-carbon technological solution in future. This approach will make investment in green energy solutions more evident and understandable for others, as well as raise interest among businesses and individuals.

Inovative Financial Mechanisms

The knowledge management strategy of the project will be focused on dissemination of information about the experience gained, lessons learned as well as environmental and socio-economic benefits produced by the project with the local, regional and national-level stakeholders, including private sector and international organizations. Knowledge and experience about low-carbon technological solutions introduced by the project will be collected and consolidated in fact-sheets and video materials.

Notable Community Participation

Within the project activities active involvement of youth is planned, taking into account the fact that most of the members and volunteers of "SEMANT" Social-Educational NGO, are aged 16-18 years. The youth will be involved particularly in the solar systems assembling and installation works. It is also envisaged to promote knowledge transfer and practical education on RES and EE for youth, students and other stakeholders through the Clean Energy Solutions Knowledge Center to be established in Talin community college

Project Results

The project will produce the following results:

1. Grid-tied PV micro-stations with 65 kWh total capacity installed in 4 sites: community kindergarten (10kWh), sports school (5kWh), street lighting (30kWh), culture house (20kWh);
2. Around US$ 8,200 saved annually through operation of solar systems and energy insulation directed to further improve energy performance of the community;
3. A set of energy-efficiency measures are introduced at kindergarten and municipality buildings (replacement of windows, improvement of lighting system, roof insulation, etc.);
4. Additional 450 LED lamps for street lighting installed;
5. Clean Energy Solutions Knowledge Center established in Talin community college.
