Planning Grant to Develop Proposal titled: "Empowerment of the National Garifuna Council towards Landscape and Seascape Stewardship"
The planning grant will facilitate the participatory dialogue process required for proposal development and will allow for a consultant to write a full proposal for the National Garifuna Council.
The project is expected to address problems of deficiency in administrative and financial capacity of the Council and its branches for long-term stability; lack of policy on economic development and sustainability strategy, ability to sought economic development projects; deficiency in monitoring and evaluation system that validate the organizational projects, activities and goals; security of Garifuna culture preservation and promotion; deficiency in advocacy and community outreach in Garifuna communities, lack of awareness in Climate Change and its effects to the Garifuna communities and deficiency in youth participation in cultural development. It is hoped that these will be addressed on a phased basis by order of priority. The project will seek to address these on a phased in bases starting with awareness of climate change and its effect on the Garifuna community since most of our communities are near the coastline with fishing and farming as their main source of livelihood.
This will also serve as a poverty alleviation project, which is a high priority area set by the Government of Belize. It is expected to build the administrative and financial capacity of the Board of Directors and branch members. It will also increase the financial sustainability of the council through income generating ventures. Increased transparency and accountability measures will be implemented by the council.
The capacity building program will involve the Board of Directors and branch executives. It will focus on computer literacy, financial and administrative instruments used daily and basics project management.
The main activities that the project will involve are:
1) PROVIDE BASIC TRAINING IN COMPUTER LITERACY, TO BE FACILITATE BY COMPETENT INDIVIDUALS. AT THE END OF THE TRAINING AT LEAST 80% OF BOARD MEMBERS WILL BE COMPUTER LITERATE.
2) PROVIDE TRAINING IN PRINCIPLES OF FINANCIAL MANAGEMENT TO THE MEMBERS OF THE FINANCE COMMITTEE BY TRAINED PROFESSIONALS. THE PARTICIPANTS WILL BE ABLE TO UNDERSTAND AND INTERPRET FINANCIAL STATEMENTS; RECORD REVENUE AND EXPENDITURE IN ACCOUNTING RECORDS.
3) PROVIDE TRAINING IN AWARENESS AND EFFECTS OF CLIMATE CHANGE IN GARIFUNA COMMUNITIES, TO BE CONDUCTED A QUALIFIED PERSON ON THE SUBJECT. THIS WILL BRING AWARENESS TO THE COMMUNITIES AND PROVIDE THEM WITH ALTERNATIVES IN DEALING WITH CLIMATE CHANGE ISSUES AS IT RELATES TO OUR WAY OF LIFE.
4) PROVIDE TRAINING IN PRINCIPLES OF PROJECT MANAGEMENT, TO UNDERSTAND AND APPLY PROJECT MANAGEMENT SKILLS. THIS WILL BE CONDUCTED BY A CONSULTANT EXPERIENCED IN PROJECT MANAGEMENT.
5) PROVIDE TRAINING IN MONITORING AND EVALUATION BY AN EXPERIENCED CONSULTANT. PARTICIPANTS WILL BE ABLE TO MONITOR AND EVALUATE PROJECTS MANAGED BY NGC.
6) PURCHASE OF TRAINING EQUIPMENT AND MATERIALS, FROM THE MOST ECONOMICAL AND RELIABLE SOURCE. TO FACILITATE THE SMOOTH DELIVERY OF TRAINING.
7) AID IN THE REHABILITATION OF A STRUCTURE FOR THE PUNTA GORDA YOUTHS TO SERVE AS A MEETING PLACE A GIFT SHOP TO GENERATE REVENUE FOR THE BRANCH. THIS WILL ENCOURAGE THE YOUTHS? INVOLVEMENT IN THE ACTIVITIES OF THE COUNCIL.
All the Garifuna communities will be involved in the Climate Change awareness training. They will be informed at board meetings; the president and other officers will visit the respective communities to hold community meetings emphasizing the importance of their participation among other things. The training will be open to all Garinagu not only NGC members. Community participation is very important, this will be explained at the community meetings since they will be main the stakeholders, along with the members of the Village Council, parents, staff and students of the schools in the area

Capacity - Building Component
The National Garifuna Council (NGC) is a cultural, Non-governmental Organization (NGO) founded in 1981 and registered at the Company?s Registry in 1987. It is community based serving the Garinigu who are indigenous people in Belize. There are branches throughout Belize where a significant number of Garinagu can be found. Approximately 6% of the population are Garinagu. The main office is located at 59 Commerce Street, Pablo Lambey Cultural Center, Dangriga. Its main objective is to advocate and secure the rights, development, and culture of the Garifuna in Belize, while promoting economic sustainability, interracial harmony and maintaining traditional respect for the protection of the environment. The council is managed voluntarily by a Board of Directors, whose overall role is the administration of the organization?s assets, formulation of policies and procedures, as well as cultural activities in the communities where Garinagu reside. There are two paid full-time employees, the museum curator and an administrator at the main office in Dangriga.
Promoting Public Awareness of Global Environment
The planning grant will be meeting with various stakeholders and community leaders to ensure inclusion during the consultation process.
