Capacity Building and Network Development for NGOs on Chemical Management
Main problems
1) Chemical pollution such as dioxins and lead have been a main challenge in China. If there is no strong regulatory means such as sound standard, technology policy and public monitoring, POPs pollution and their adverse impact in China will be out of control.
2) There is no relatively sound governance mechanism for mainstreaming POPs management.
3) There is cognitive barrier on POPs issue since POPs pollution is invisible.
4) There are knowledge and technical barriers to monitor and quantitatively and qualitatively analyze POPs pollution.

Solutions/activities:
1) Build a network by gathering key stakeholders in this field for learning, information sharing and case discussions and mutual support.
2) Organize two chemicals management workshops each year by inviting training instructors from government departments, technology centers, scientific research institutions, and enterprises.
3) Conduct research on chemical environmental management policies and form policy recommendations.
4) Produce POPs knowledge products including publishing popular science articles, translating POPs videos and organizing media report.

Anticipated results:
1) At least 12 of the network member institutions have signed a network Agreement during inaugural meeting.
2) 120 people trained on POPs issue and at least 2 NOGs design 4 POPs projects.
3) 5 topic research report formulated and 3 policy suggestions submitted through National People's Congress and Chinese People's Political Consultative Conference.
4) 104 popular science articles published and 5 media reports published.
