Social and Technical Study of Renewable Energy in Gorontalo
This project will be run for 10 months, starts from October 2018 to July 2019. Technical feasibility study to implement renewable energy plant will be conducted along with social and organizational study. By doing the proposed program, the most sustainable renewable energy will be selected to implement, and local community (sample households)/organization should be ready to operate and maintain the system.
Technical feasibility of RET measured not only by production capacity and technical aspect of the technology but also considering economic cost and environment condition, as shown in Table 1. Data will be collected by field visit and literature review. All potential RET, e.g. solar energy, micro-hydro, and so on, will be assessed using all of the indicators. Selected technology is the one with high performance in most of the indicators. Detail engineering design of the selected RET then will be developed according to local data and condition.

In social assessment, first step that should be done is establishment of organization to maintain RET in community level. Second, mapping of potential stakeholder or person who can be agent of RET utilization. Last, initiative to maintain RET in forms of value, norms, formal-legal, and responsibility of each stakeholder. Those approach would not be conduct linearly considering dynamics of social, cultural, politic and economic condition of the community. Modification on which approach to do first might happen.
To address aforementioned dynamics, community development should be constructed by bottom-up approach. By using bottom-up approach, need, demand and social feasibility of affected community can be identified. The feasibility study is needed to engage the locals to think critically on their household, quality of life and properity. Social assessment will be delivered to the locals to maintain community development. The assessment will be about energy demand, energy alternative, renewable energy, preparation for operation and maintenance, business potential and supports from regional/local government.
Social assessment in this study focus on mezzo analysis based on local households. The assessment will use quantitative-qualitative descriptive approach. Data for social assessment are collected by using questionnaire to investigate socio-economic condition of beneficiary candidates and other stakeholders. Respondents for this study is head of households or their partner. Social parameters to be collected are age, gender and entrepreneurial activities of the household. Qualitative approach to local community (sample households) also be run to get in-depth understanding regarding partnership potential and consensus. Data collection conduct during need assessment (see Annex 1) and then it is followed with technical assistance.
Findings in need assessment will show social dynamics within the community, which requires intervention, adaptation and planning to prepare for implementation of RET. Intervention deals with vulnerable member of community, such as women, old people, disable person and so forth. Then, adaptation with local organizations, for example, koperasi, BUMDES, Karang Taruna, etc. Last, planning for household adaptation towards operation and maintenance of RET. Additionally, the proposed program will do intervention by integrating local norms and value in RET organizational and cooperation rule.
