The project involved one of 100 villages in Albania that are selected to undergo infrastructure upgrades. The upgrade of the public street lighting was one of activities in the standard package of interventions planned by the Governmental program for each of the 100 villages, hence a successful demonstration project strategically placed in the early implementation stages of the program had a good chance of replication and scaling up.
