Improving community preparedness and response to disasters due to the impact of climate change in Palau; Developing and testing a community-based Early Warning System
The Palau Red Cross Society, a humanitarian organization which was established in 1995 and
currently has over 500 members, proposes to help the people on the island of Kayangel by
Complimenting and strengthening the Community Based Risk Reduction (CDBRR) training and
testing Community Disaster Response Plan(CDRP) that was recently done by the National Emergency
Management Office (NEMO). Partners will assist the community with the design and installation of
an Early Warning System (EWS). Along with implementation of the EWS, we will conduct First
Aid/CPR trainings and reviews of the systems. PRCS will also be actively recruiting for Emergency
Response Teams. These teams will be used as trained responders and also points of contact during
emergencies. We will also conduct a drill which will test the community disaster plan. We will know
we have achieved success when we have the EWS systems in place in Kayangel and have the
emergency response team trained and ready to respond. We believe this will lead to reduced
vulnerabilities in the community and a more resilient population during disaster.
