Mainstreaming gender in development through strengthening local institutions in gender and environment responsive planning and designing
1. Socialization of gender and sustainable environment for the community, especially farmers, PKK and youth groups
The activity begins with an explanation of a simple description of the sustainable environment, its impacts and how humans should play a role in promoting it. The next material, the participants were invited to have a closer look at examples of sustainable environmental processing and how to solve environmental problems. Participants were invited to see concrete examples that were carried out in various regions including Surabaya, Bandung and Bali. The next material the participants explained about gender and its relationship with the role of sustainable environmental management.
2. Gender basic training
The activity begins with the introduction of the participants. after that the facilitator asks participants to write down in the metaplan the differences between men and women. All participants enthusiastically wrote down the differences starting from physical characteristics, occupation, roles and occupations between women and men. After that the participants were asked to paste what was written on the flipchart which had been differentiated between men and women. after that the facilitator begins to guide the participants to qualify what natural and gender differences are. After seeing these differences, the participants began to understand what is meant by gender, namely the social construction related to roles, functions and responsibilities between men and women that can be exchanged. The facilitator continues by explaining about gender and its actualization in everyday life.
3. Participatory village planning training for Karang Taruna and Juriya Village women's groups
The participatory planning training activity was opened by the Juriya Village parat by providing motivation to participants to take the training seriously and pay attention to the entire activity process. The next material is related to village planning which includes the flow, stages, and types of village planning documents. After the participants understand about village planning, participants receive material on participatory village planning. This material was well received by all participants, so that the question and answer process was communicative. One of the participants asked about the voting rights of civil society in every village planning process, and the resource / facilitator responded that every citizen has the right to information and contribute aspirations to village documents as part of transparency. The activity was closed by Juriya Village officials with the hope that the material received by the participants could be implemented in every activity in the village
4. Training on Preparation of PPRG Documents
Activities focused on how the process of preparing village documents by looking at parts of the document that could be integrated with gender issues in Juriya Village. Participants were enthusiastic in mentioning issues related to gender issues and trying to include them in the Juriya village document item. Participants can see a clear difference between village documents in general (before being integrated with gender issues) and gender responsive documents.
5. Assistance with village planning and budgeting documents
Assistance begins with discussions with the village head and village secretary regarding the results of potential and problem screening through community deliberations. Several important points that were captured by the team were related to gender and environmental issues which were accommodated in the jury's village planning. The Head of Juriya Village is committed to following up on this in the 2021 RKPDes to the 2021 APBDes. In addition, the team has seen and deepened Juriya's RPJMDes Documents which in the preparation process and substance have paid attention to gender aspects such as disaggregated data. The results of the identification of programs / activities that support gender and environmental issues will be escorted to the budgeting process because it is the commitment of the village head of Juriya to mainstream gender and environmental issues in Juriya Village.
6. Village discussions (serial) for women's groups and youth groups
This activity is carried out simultaneously with women's group mentoring activities which are routinely carried out by the program implementation team, especially field assistants. This activity begins with sharing experiences from the participants which are then developed by the facilitator, in this case the field facilitator becomes an issue that is discussed at every meeting. In this session they began to practice communicating, sharing ideas, experiences and hopes. Some of the problems / challenges faced were discussed through this meeting, including discussing priority needs that would be channeled through the Juriya Village planning meeting. Various topics were discussed including issues of gender, environment, and business development run by women's groups. The efforts and initiatives of youth youth organizations that will be included in the program are also discussed through this forum.
Improving the quality of the environment and natural resources through sustainable agriculture
1. Socialization of Sustainable Agriculture
The activity begins with the introduction of the participants, after which the facilitator asks participants to describe the agricultural conditions in Juriya Village. After receiving feedback from participants, the facilitator explains what is meant by sustainable agriculture. Then ask the participants whether the agricultural conditions in the Juriya are sustainable or not. After knowing the concept of sustainable agriculture, the participants began to understand what is meant by sustainable agriculture. The facilitator continues by explaining how the agricultural concept should be so that it has a positive impact and is not dependent on it.
2. Sustainable Agriculture FGD
The activity began with the socialization of sustainable agriculture. After the participants had a general understanding of sustainable agriculture, participants were divided into 3 groups and began to discuss agricultural conditions in Juriya Village. Some of the identification results in each group illustrate that it is very important that a sustainable agricultural pattern be applied in Juriya Village in relation to the impact of environmental pollution. The results of the identification of each of these groups also resulted in recommendations to be followed up, especially conveyed to the farmer groups in Juriya Village.
3. Sustainable Agricultural Extension
The activity begins with the introduction of the participants, after which the facilitator asks participants to describe how much agricultural produce in the Juriya and how their agricultural portraits are. After receiving feedback from the participants, the facilitator explains what is meant by sustainable agriculture, how the portrait of the agricultural system in Indonesia and Gorontalo in general. The facilitator explains the mechanism of the capitalist economy agricultural circle system. After knowing the concept of sustainable agriculture, the participants began to understand what is meant by sustainable agriculture. The facilitator continues by explaining how the agricultural concept should be so that it has a positive impact and is not dependent on it.
4. Demonstration Plots: Energy Garden for Youth Organization and Living Pharmacy for Juriya Village Women's Group
The demonstration plot is located in Hamlet 3, Juriya Village. The area of ??the yaotu demonstration plot is 8 x 6 meters, which is planted with plants in the form of ginger, ginger, turmeric, thick basil leaves, cayenne pepper, purple eggplant tomatoes, and local corn around the fence area. The demonstration plot works in stages, starting from land cultivation, cleaning, making shade to on plant care. All planting and maintenance activities are the active participation of members of the Juriya Village women's group. Apart from the demonstration plot, the activities of women's groups and youth groups were also carried out by embroidering annual plants that had been planted and cared for by them.
Community empowerment (especially women) based on local agricultural production
1. Training on processing of local agricultural products (corn sticks and banana chips) in Juriya Village
The activity was opened by the Head of Juriya Village by providing motivation to the participants to seriously and diligently follow the training process. Furthermore, the instructor conducted a demonstration of processing corn chips made from young corn. Each group member tries to practice how to make by paying attention to the stages of making corn chips. The activity was closed by tasting the results of the corn chips from each group and being given input on the taste and shape.
2. Business Analysis and value chain training for the Juriya Village women's group and youth organizations
The activity begins with the presentation of material about the value chain to provide understanding to members of the Juriya Village women's group about a simple mapping of the types of business being run, starting from selecting the type of commodity to be analyzed, supply and demand, process and product costs to market share. After receiving the value chain analysis material, the participants tried to make a simple mapping, which is related to the commodities that will be processed into food that will be produced by each women's group. They begin to identify opportunities and challenges as well as possibilities that will occur when marketing their processed food products.
3. Training on local product promotion strategies for Juriya Village women's groups
This activity will be carried out to increase the business income of the Juriya Village Women's Group in terms of promotion related to local products that are the business of each women's group in Juriya Village.
4. Assistance in processing local food-based products in Juriya Village: Corn sticks, village coconut oil
This activity begins with the introduction and purpose of assisting women's groups. The mentor conveyed that in carrying out good business management activities and can be understood by all parties, a simple management and financial system must be used. Then continue with a discussion of how the ideal group. Followed by the identification of the problem and its solution. This activity is routinely carried out once a month with the program implementation team, and once every 2 weeks by the group independently. This activity is very useful for monitoring and evaluating the progress of women's group business products.
5. Revolving Fund for Women's Groups
This activity is a follow-up to the training activities conducted for the Juriya women's group. From the results of the training conducted, as a follow-up to group business development, a number of budgets were provided as a revolving fund for the development and sustainability of the business of processing corn sticks, village coconut oil and other processed products of women's groups.
This revolving fund is given to 3 groups that have been mentored and their capacity has been increased. Operations and management are left to the group. The handover of revolving funds is carried out in front of all group members and represented by the group coordinator with the program coordinator as the party that delivers the revolving fund as evidenced by an official memorandum of understanding.
6. Local Food Week
This activity is in series with the Gorontalo District Anniversary event. At the event, the government provided a stand for SMEs and other business groups to carry out business promotions and sales in the form of product exhibitions for SMEs and other businesses. The product of the Juriya Village women's group was one that was promoted in this event. Given the busy visitors and marketing and sales opportunities, the program implementation team scheduled this activity so that buyers of women's group products came from all over and could be promoted through this exhibition. Many buyers come from ASN circles and entrepreneurs so that the opportunities for promotion are greater. Through this event, there was also an opportunity for the juryya village women's group to get business capital assistance from the government as part of the development of small and medium enterprises in Gorontalo District.
1. PROJECT IMPACT
a) Gender issues
Top Down and Bottom Up is our policy approach. We provide an understanding of gender mainstreaming and also inclusive development, not only to the village government, BPD, and other local institutions but also to residents, namely women's groups and village youth. This has a positive impact, for example on the planning process that involves all elements, and explores problems from the hamlet level. Other positive impacts include:
- Women who were previously involved in activities in the village only during outreach, competitions / assessments held by PKK in both sub-districts and districts, now share their aspirations in formal forums and take part in decision making. The same is the case with youth who only attended ceremonies and sports activities on independence day, but now they are directly involved in every stage of development, for example becoming Team 11 which was formed by the Village Government in the preparation of the Village RPJM.
- The implementation of activities that have been guarded since the planning stage since November 2019- March 2020 cannot be measured in terms of the quality of the program / activity because it will only be implemented in 2021, however accommodating the needs of women, children, the elderly, and other vulnerable groups is a great opportunity for residents to continue to carry out escort and supervision.
b) Increasing the quality of natural resources in the location of activities
Some of the activities that technically improve the quality of natural resources in the program locations are: annual tree planting (jabon, mahogany, tamarind) and Kaliandra. The residents have not directly felt this planting in a location with a slope of + 15%, but it has become their effort to prevent landslides when rainfall increases.
Another effort that is being carried out is that Karang Taruna is encouraging the village government to immediately communicate persuasively with the village government of Totopo, because some Totopo villagers are known to be planning to clear land in their village and this will have an impact on the springs used by Juriya residents . In addition, the institution also communicates this with the agricultural extension agents in Bilato District so that they can participate in providing the same understanding to Totopo villagers.
c) Increasing public awareness of the issues being worked on
To increase public awareness and at the same time as an environmental campaign, we screened GEF SGP partners' best practice films or short videos at other program locations and also from various sources. This activity is very effective, because it is carried out casually, the residents mingle with each other. Several residents along the river participated. This activity is directly driven by Karang Taruna, because they are aware that this small action can have a big impact on their environment. Youth organizations carry out planting and maintenance before and / or before they play soccer in the afternoon.
Another awareness came from several residents who have corn plantations on sloping land who finally decided to join in planting trees in their gardens. The first stage is around 14 farmers submitting tree requests, and the second stage - + 33 farmers with an average land area of ??½ h / a
d) Increasing community welfare
Increased welfare, economically, has been felt by women's groups. From the processing of local agricultural products, namely local varieties of corn sticks which are also planted by female farmers. Apart from being the value of a product because it uses local maize as the main raw material, this cottage industry also participates in keeping local varieties of maize available. For marketing, the agency helps promote through social media, friends networks, and several coffee shops.
Apart from local corn sticks, other women's groups also felt an increase in income. Apart from processing copra they also used coconut into village oil. In Gorontalo, kampung oil is very popular, especially for making sambal matah or dabu-dabu. In the city area, it is very difficult to find authentic village oil because most of what is sold in the market is not fresh and some has even been mixed with factory oil. Most of the village oil demand received from restaurants in Telaga District (RM Goropa, RM Ullan, RM Pangkep, and Simple Restaurant) as well as in the city area.
e) Capacity building of local institutions (KSM, KUD, Farmers' Group, etc.)
In terms of capacity, the increase that can be felt is when a member of the women's group is appointed as a Village Government Staff (in the Data Processing Section), namely Ms. Karlin Ongi. In our opinion, this is an appreciation for the village government to see Mrs. Karlin's achievements, which is of course good for this position. In addition, there is Mrs. Riana Iti (group leader) who has been invited by the Pilomonu Village government, Kec. Tolangohula to train the women's groups there. Mrs. Riana Iti has been able to share her stories and experiences in managing the home industry in Juriya with others in formal forums.
f) Exchange of information / cooperation with other institutions
The Juriya Village women's group has collaborated with the Gorontalo District Women's Empowerment and Child Protection Agency and the Provincial Government's Job Training Center (BLK). Gorontalo in terms of product marketing.
g) Government policy
Government policies, especially the village government, in this case the Village planning document have accommodated the interests / needs of women and youth groups voiced through village development planning deliberations. Some group members who have received training through the program can communicate well and try to defend the proposals that really come to their aspirations.
h) Increasing cooperation with other related institutions
At the end of December, the village government received a request for cooperation with the Gorontalo Nahdlatul Ulama University regarding the Legal Assistance Village which would later become the work locus for LKBH UNUGO.

1. PROJECT / ACTIVITIES SUSTAINABILITY
a. Project Management
- At the musrenbang which was held until the end of March 2020, out of 13 proposals in the field of empowerment, there were 3 specific proposals for women's groups, 2 proposals from Youth Organization, and procurement of annual plant seeds. Proposals related to the environment are accommodated in 2021
- Production of local agricultural products, namely Corn Sticks (local corn raw material) and Kampung Coconut Oil will become business units in Village-Owned Enterprises. The Village Government also donated 1 building which will later become a production house so that if market demand increases production remains stable
- Yard farming has become the focus of the PKK Driving Team in the Village and in the future it will become a center for organic plant seedlings
- The management of clean water will be maximized by the village government considering the condition of the spring reservoir has been neglected and this is a suggestion from the women's group
- Following up on the collective agreement, in 2021 the PEMDES is committed to drafting a Village Regulation related to the Management of Natural Resources and Environment so that all elements in the village have guidance in such management
b. Business plan
Stick Jagung as the superior product of the Juriya village women's group is still waiting for the PIRT arrangement as its formal legality. However, coordination with the local village head has reached the point of thinking about the potential sales of this product which will be pursued through the BUMDes Juriya.
c. The form of division of responsibilities
Accountability is carried out by both parties, both by the Institution and by the community. As much as possible, the Institution trains group independence by dividing the responsibilities of the group in terms of financial management of production, but still through monitoring by the program implementation team. In addition, the responsibility of the group is also in accordance with the collective agreement, namely preserving the environment by planting, caring for and replanting annual plants around the slopes of the mountains.
