Implementation of an Agro-Tourism Park in the Upper Section of the Soufriere Watershed ? Phase 1
This is the Phase 1 of a two Phased project which will introduce the concept of an Agro-Tourism Park to the Upper Watershed of the Soufriere Watershed. The goal is to: to complete the foundational work for establishing an Agro Tourism Park at Fond St. Jacques in Saint Lucia and the specific objectives are to: (i) To undertake and complete a cost-benefit analysis of the Agro-Tourism Park as the basis for continued development of the park by the third month of the project; (ii) To negotiate and sign a MOU between the Fond St. Jacques Development Committee and the Owners of Grand Eden Estate; (iii) To conduct a capacity needs assessment of the Landscape and the grantee and to design implement a training plan; (iv) To develop and establish the Grand Eden Estate as a model natural heritage site providing a diversity of outdoor activities for visitors; and (v) To design and implement a monitoring and evaluation system which will provide periodic state of the park report as the basis for continued planning and park development. By the end of the project the following outputs will be achieved: (i) The sustainability of the park is known and forms the basis for attracting investment; (ii) Legal partnership ratified and the basis for the investment and benefit sharing at the Grand Eden Site is agreed and operational; (iii) Capacity developed in at least three areas: (a) Customer Relations; (b) Tour Guiding; and (c) Communications and advocacy; (iv) a multi-experience site completed and open to receiving visitors; and (v) Monitoring indicators approved and the first Annual State of the Park Report published.

Project Characteristics and Results
Emphasis on Sustainable Livelihoods
A full cost-benefit study will be undertaken to determine the long term viability of the park. Within that context new livelihoods will be tested.
Capacity - Building Component
A needs assessment will be undertaken as part of the project and a planning programme designed and implemented to address deficits.
