The Environmental and Energy Efficiency Council established under the project is an institutional mechanism for citizen involvement at the local level, which helps to ensure sustainable citizen involvement mechanisms in the development of the SEAP plan.

The following types of capacity building activities will be implemented within the project: ? Training for community leaders and business representatives on energy efficiency and energy management; ? Training for self-government officials and public building managers;

The project aims to raise awareness and active involvement of the Lagodekhi municipality representatives, especially women, young people, ethnic minorities (23% of the population) and the business sector in the decision-making processes on the Sustainable Energy Action Plan (SEAP / SEAP), its development and practical implementation. To achieve this goal, the knowledge and skills of community leaders will be strengthened, through meetings and awareness-raising campaigns, with the local population and youth. In addition, the Council for Energy Efficiency and Sustainable Development of the Lagodekhi Municipality will be created from the public, business sector and civil servants. The project will be co-financed by Lagodekhi Municipality and will introduce energy-efficient systems in public buildings. It is important to ensure the involvement of women at all stages of the project implementation, especially at public level, as the decision-makers in the municipalities are mainly men, and the main users of energy are women. In addition, since Lagodekhi is populated by ethnic minorities, information campaigns should be provided in a language understandable and accessible to all women. Also, as women?s gender role is connected to stereotypical views, it is important to support their involvement in public activities.
