Clean Energy Demonstration and Community Development in Rural Area of North Shaanxi
The project site Nangoumen village is located in the hills and gully area of North Shannxi province of loess plateau? It's a typical agriculture area and the average local income is 9250CNY ($1341). Coal and firewood are main energy source for heating in winter. The local government has enacted 'Shannxi Province Clean Heating in Winter Implementation Plan (2017-2021)' and set the target that rural area clean heating reach 40% by 2021.
Main problems:
1. The local villagers utilize the traditional kitchen combining Kang facility to meet the need of cooking and heating in winter. The fuel is agriculture waste, firewood and coal, which causes indoor air pollution and respiratory disease and increase green house gas emission.
2. There are 1500tons of maize straw generated from farming in this village. Open burning straw will cause air pollution; returning straw to farmland takes long time and costs labour force and money. Villagers want to process agriculture waste to briquettes fuel for heating.
3. Community is lacking of financial support to expand production and develop economy
4. Waste jeopardize community environment and community's environmental protection awareness needs to be enhanced
Anticipated results/solutions:
1. Develop suitable clean heating scheme for Nanmengou village through investigation and survey, environmental monitoring and clean heating technology collection and evaluation
2. Select 6 demonstration households and demonstrate 3 types of clean heating technologies including solar photovoltaics+photo-thermal+electricity as backup heat source, photo-thermal+electricity as backup heat source and biomass stove+biomass briquettes fuel.
3. Mobilize private sectors funding, government investment and villagers co-financing to promote 45 households utilizing clean heating system and facilitate local policy planning.
4. Establish community development fund and build the capacity of community fund management committee
5. Community development fund provide agricultural technology training to community and develop environmentally friendly livelihood.
6. Support community to establish environmental protection group and learn how to use kitchen waste in compost and reduce waste generation.
7. Community environmental protection group conduct regular outreach and environmental education and 'recyclable waste for goods' activity.
8. Promote clean energy and community climate change knowledge through social media, climate change conferences and project brochures.
Anticipated results/outcomes:
1. A clean heating technology report and pilot scheme completed
2. About 60tons of CO2 reduced per year through clean heating technology demonstration and submit 1-2 policy recommendations
3. About 135 people adopted clean heating technology and 500tons of CO2 reduced per year and a local governmental policy planning enacted
4. A community development fund established and 5 key members' capacity developed
5. About 100 people trained and their agricultural technical level enhanced, among them, 50% are women; 70% families' income increased 5% and 40% families' assets and productive investment increased.
6. 3-5 community environmental protection groups established and 10 key members trained, among them, 1/3 are women
7. 70% community members' environmental protection awareness enhanced and total waste reduced 30%
8. 100 articles published on social media and 10 news coverage reported; participated in 2 climate change conferences; 400 project brochures disseminated
