Demonstration Project on Mitigating Climate Change and Promoting Clean Heating in Sanjiangyuan Area
The project sites are located in Three Parallel Rivers area. The average altitude is from 3500m to 4800m. Long sunshine duration, strong solar radiation and large temperature difference between day and night are the climate characters in this area. Due to cold and lengthy winter, the heating period lasts 200 to 300 days per year. 90% of population are Tibetan ethnic minority people.
Main problems:
1. The main energy source is coal. Due to high altitude and complex topography, coal-to-gas switch and centralized heating system cannot be widely utilized here, especially the vast agricultural and pastoral area because of the insufficient pipeline network coverage.
2. Direct heating electric boilers and ordinary electric boilers transformation is proved to demanding high operating cost for heating and the users cannot afford.
3. Due to high altitude, rarefied air, extremely cold weather in this area, air source heat pumps designed and produced for plain area cannot be operated normally and the heating effect and energy efficiency is unsatisfactory.
4. Users don't know how to implement energy conservation transformation and which technology should be utilized. Some are lacking of facility procurement fund.
Solutions/activities:
1. Investigate and select demonstration sites
2. Conduct energy audit for selected sites
3. Decide energy conservation transformation scheme and design based on the result of energy audit
4. Demonstrate 2 energy conservation heating system transformation with reasonable operating cost
5. Conduct project acceptance inspection and evaluate GHS emission reduction
6. Provide training to users regarding equipment operating and management
7. Submit Sanjiangyuan area clean heating policy recommendation to local government
Anticipated results/outcomes:
1. Through energy conservation heating system transformation, 4000-8000 tons of coal replaced and about 5500-11000tons of CO2 emission reduced
2. 10 project operation and management people trained
3. About 800 people impacted by project
4. A policy recommendation on clean heating system in Sanjiangyuan area submitted to local government
