The project site is located in Yangyuan county of Hebei province. It is the biggest deep poverty county in Hebei. The village has 2345 permanent resident population with 737 households. Among them, 721 people of 356 households are poor households identified by the government. The main income comes from agriculture such as planting maize, Chinese sorghum, rice and sunflower.

Main problems:
The weather of project site is relatively cold. Heating period lasts 5 months from Nov. to Mar. of the following year. The average coal consumption for heating is 3 tons per household, equal to 1.8tons standard coal. The entire village with 727 households consume 1308.6 tons of standard coal, which emit 3272tons of GHG per year. The other energy sources include firewood, agricultural waste and electricity. Few people utilize renewable energy in this village.

Solutions/activities:
1. conduct survey on household energy consumption, heating system, adjacent forestry and agricultural waste resources and local policy on clean energy
2. Consult with local villagers, village committee, designing institute, local government and equipment supplier to call for clean heating scheme and select suitable scheme
3. Conduct clean heating system designing and construction
4. Organize workshop on clean heating policy
5. Develop clean heating technology guideline
6. Submit clean heating policy recommendation and hold experiences sharing symposium

Anticipated results/outcomes:
1. Quchangcheng Village Winter Heating and Household Energy Consumption report and Clean Heating Recommendation completed
2. 3 clean heating schemes collected and one best scheme identified
3. coal replaced by clean heating system and about 1000tons of GHG reduced
4. Over 20 governmental officials informed by project results
5. about 200 Clean Heating Technology Guideline disseminated to stakeholders
6. Policy recommendation submitted to Hebei Energy Bureau and Hebei Agriculture Bureau and 200 people impacted
