Demonstration Project on Volunteers- Communities Linkage Mechanism for Snow Leopard Conservation in East Mt. Tianshan, Xinjiang
The project site is located in the east of Mt. Tianshan and 100km from Urumqi, the capital of Xinjiang Uighur Autonomous Region. No.1 Glacier is located in this area, which is the source of Urumqi River that nurtures 4million urban population in the downstream. It belongs to temperate continental climate with the characters of drought and less precipitation. 990 vascular plant species and 36 key animals are recorded in this area. From 2014 to 2018, the applicant NGO has monitored and recorded 60 individual snow leopard in this area.

Main problems:
1. fast increasing road construction and tourism causes illegal poaching and habitat threats
2. intensified human-animal conflict causes threats of revenge killing
3. there is no protected area covering this snow leopard habitat, local government and communities are lacking of communication and understanding
4. community livelihood relies on single source- livestock farming; it lacks of incentive for community participation in snow leopard conservation

Solutions/activities:
1. facilitate to establish community conservation volunteers team; provide training to the volunteers team and conduct regular patrolling and monitoring; help local community to set up snow leopard database
2. conduct community indoor interview; organize 'community snow leopard day' activities; hold wildlife picture exhibition and snow leopard conservation class to community school students
3. develop and communicate conservation stories; pairs urban public with community members to assist community's green livelihood development such as training on breed improvement, livestock fattening and epidemic prevention and yak meat products development; organize natural education to bring urban volunteers and public to the local community
4. hold regular joint meeting involved local government, communities and NGOs to establish evaluation mechanism for patrolling and monitoring, violation process mechanism and community patrol incentive mechanism; organize project wrap-up meeting to commend excellent community conservators

Anticipated results/outcomes:
1. a community patrolling team established and annual patrolling distance reached 3000km; monitoring activity covered 600km2 snow leopard habitat; snow leopard database include 40 individual snow leopard
2. 150 community people participated in snow leopard day activities, 80% of community people have positive attitude to snow leopard conservation; 300 students have the knowledge of snow leopard
3. 500,000 people influenced by mainstream media report and social media outreach; 10 household benefited from paring with urban public and their income increased 5000CNY ($725)per year; 5 households benefited from natural education activity and their income increased 10000CNY($1450) per year
4. community participatory conservation mechanism recognized by the local government and incorporated into East Mr. Tianshan Forestry Bureau's annual work plan and annual work summary.

Project Characteristics and Results
Policy Impact
The project will facilitate a joint meeting of local forestry bureau, local communities and NGOs to establish community c-management mechanism on snow leopard habitats. This will be incorporated into local forestry bureau's annual work plan and annual work summary.
Emphasis on Sustainable Livelihoods
The project will pair urban public with community members to assist community's green livelihood development such as training on breed improvement, livestock fattening and epidemic prevention and yak meat products development, which expects to bring 5000CNY income increase per year to each demonstration household. The project will also organize natural education to bring urban volunteers and public to the local community, which will increase 10000CNY of each demonstration household's income.
