Energy Efficiency of the Gymnasium "Vasile Moga" from Festelita village, Stefan Voda district
The problem of climate change has become one of the most important that humanity faces in the 21st century. The countries' commitments under the Paris Agreement of 2015, set out in the National Determined Contributions (CND), provide the necessary framework for orienting actions at national level to mitigate and adapt to climate change.
LPA from Fe?teli?a intends to integrate the goals of reducing emissions and climate resistance into development policies and local action plans, as well as to further promote economic diversification and ecological growth, thus accelerating structural transformations through more efficient governance systems. In order to facilitate this process, the Sustainable Energy Action Plan (SEAP) and the Strategic Plan for Socio-economic Development (SPSD) for the period 2017-2022 have been elaborated, and the mayor of Fe?teli?a commune, Mr. Nicolae Tudoreanu, signed the Mayors' Convention for Climate and Energy. Thus, Fe?teli?a was officially committed to reducing CO2 emissions by 2020 by at least 20% compared to the reference year 2011. The target of reducing the greenhouse gas emissions that follows to be achieved (according to SEAP) in Festelita village was set at 172.7 tonnes of CO2.
The building of the gymnasium in Fe?teli?a village is a typical one. The exterior walls of the building are constructed of small limestone blocks without thermal insulation. The building, its construction elements and its energy system need improvement in terms of the efficiency of the use of energy resources and bringing it to modern standards. Currently, 286 pupils are studying at the gymnasium and in order to maintain the technical status of the building and the educational process of the students, a total of 26 teachers and 16 technical staff workers are active. The gymnasium building is connected to the aqueduct and the sewerage system. The thermal agent in the building is supplied during the cold period of the year from the autonomous boiler based on natural gas.
The purpose of the project "Energy efficiency of the gymnasium in Fe?teli?a village, rn. ?tefan Vod?? is to contribute to the realization of the local sustainable energy policy, allowing LPA from the village of Fe?teli?a to implement some investment sub-projects incorporated in SEAP and SPSD, as well as to the development of economies with low emissions and resilient to climate change at local level.
To achieve these results, within the proposed project will be implemented 2 Energy Efficiency measures in the gymnasium, namely:
Activity 1 - Thermal insulation of the gymnasium building in Fe?teli?a village (co-financed by GEF SGP)
Activity 2 - Installing the biomass boiler with the power of about 200 kW (co-financed by other donors);
Thus, at the local level, the proposed set of energy efficiency measures will contribute to:
? decrease in energy dependence;
? generation of revenues and savings in the LPA Fe?teli?a?s budget due to thermal insulation, efficient use of RES;
? Reduction of CO2 emissions into the atmosphere;
The proposed project is relevant to the objectives of the Country Strategy of GEF SGP, directly targets the component no. 3 OS 6 SGP: Co-benefits of access to the low carbon energy system, namely:
? at least 2 innovations of solutions adapted locally, demonstrated and documented
? at least 20 insured households with access to electricity or heat from renewable sources;
? at least 10 ha of viable energy plantations created.
? at least 1 project using biomass to produce energy is implemented
The other components of the OS 6 SGP are targeted tangentially, because the Project is implemented in a participatory manner with the LPA of 1st and 2nd levels, the population of the village Fe?teli?a and other national donors.
