Context:
OLENGAPA grazing area is managed by the OLENGAPA Livestock Keepers Association (OLKA) as well as the traditional systems whereas the traditional leaders play their roles whenever there is disputes among members or the association and members. If they fail to resolve such misunderstandings then the normal legal cause applies such as going to court or to the land tribunals, Up to moment the role of traditional systems which is also cheap seems to effective and there is only one case was taken to the District Land Tribunal whereby some villages wanted to have other uses in the grazing areas and the lost the case. That is to say most of the disputes at OLENGAPA are solved in traditional means. OLENGAPA is a pioneer joint land use plan. The joint land use planning process in Kiteto District began in November 2013, and included the villages of Lerug, Ngapapa and Orkitkit. The three villages share boundaries and grazing resources, and to illustrate a single shared identity across the village boundaries the name OLENGAPA was chosen, incorporating part of each village's name. And in 2017 OLENGAPA grazing area was expanded by adding the fourth Village of Engang'uengare hence having more than 30,000 hectares. In all the four villages there are also grazing areas for calves and sick livestock which are traditionally protected and in Maa they are called 'Alaliliis' In these Alaliliisthere is guidance on how to graze and there are penalties for those who do not follow the guidance such as paying cattle (Bulls) which are slaughtered and the meat is divided among the villagers.

This project focus to support communities? efforts in improving sustainable conservation and Gender Equality and Women Empowerment through the following areas of intervention; capacity building in income generating activities, promote the preservation of indigenous tradition and cultural best practice for the future generation, promote environmental conservation and protection, promoting the use of Indigenous knowledge and the KINNAPA organizational capacity development.

About the organization:

KINNAPA Development Programme is a community based, non-profit making, Non-Government Organization (It was set up in the early 1990s by six villages to deal with land encroachment issues facing pastoralists and peasants in the district of Kiteto. It was officially registered on 31st January 1992 See attached, KINNAPA constitution and Certificate of registration). Its success was based on people?s solidarity to protect their land rights in order to improve their standards of living. During the last 27 years KINNAPA has implemented a wide range of projects to address the felt needs of its constituency in the areas of gender and children affairs particularly early childhood development (early stimulation for children from 0-8 years of age), Women Socio-economic Empowerment, Food Security for the Akie (most vulnerable community), Water, Hygiene and Sanitation, Environmental Management, Advocacy on Education and Health Improvement, Good governance, Land Use Planning and Land Rights, Nutrition and many others.
