Project of Fishery Community-Oriented Zhubujiang Estuary Wetland Conservation in Danzhou City, Hainan
The coastal wetland at the mouth of the Zhubijiang River is located on the west side of Hainan Island and at the junction of Danzhou and Changjiang. Its central geographic location coordinates are 18 19' 24 "north latitude and 108 57' 9" east longitude. Zhubijiang River joins Beibu Gulf here. The project site is Nangang Community, Haitou Town, Danzhou City, located at the mouth of the Pearl River into the sea. Fishery is a pillar industry of the local area, but it is mainly small-scale fishery and has a high dependency on the surrounding resources. Changes in the ecological environment of the estuarine coastal wetland have a direct and critical impact on the local economy and society. Nangang community has 600 residents, a population of about 8,000, nearly 100 large and small boats and 224 aquaculture households. Their annual income is 2,040 dollar per capita.

Main problems:
1. Due to the lack of systematic investigation, the ecological environment background of coastal wetlands is unclear.
2. The disorderly discharge of aquaculture wastewater is one of the main threats to the ecology of estuarine coastal wetlands. Without identifying key risk points for grouper seedling process and its environmental impact, both the government and farmers lack effective management methods.
3. Farmers are mostly self-employed, accustomed to working alone and relying on experience to produce. An effective communication and dialogue mechanism, which enables them to participate in public affairs such as wetland ecological environment protection does not exist.

Solutions and activities:
1. Collect and sort out the ecological and socio-economic investigation data of the project area, and carry out necessary estuary coastal wetland investigation according to the assessment needs.
2. Work with breeders and technicians to identify key environmental risk points, and jointly create environment-friendly operation rules for breeding of groupers.
3. Through the establishment of communication and coordination mechanisms among various stakeholders, provide channels and platforms for communities to strengthen self-management and participate in public affairs.

Anticipated results/outcomes:
1. an ecological environment assessment report of coastal wetland at the mouth of Zhubijiang River will be produced.
2. A set of environmental-friendly operating rules for grouper breeding will be designed and implemented by 20 households of farmers, reducing pollution by 10%.
3. Guidelines for aquaculture approval will be disseminated to 100 households. 30 working groups will be organized between farmers and community delegates.
