Cities on Bikes, Izmir Pilot Project
City of Izmir, whose population exceeds four million, is the center of the Aegean Region and the third biggest city of Turkey. There is a concern about the increasing air pollution rate that is observed from the periphery to the city center. This rise in air pollution rate has negative effects on health- particularly on children. Air pollution is also the primary cause of climate change. The fossil fuel consumption is labelled as the major reason of this problem. Innovative and environmentally friendly transportation solutions need to be put into practice. Cycling is encouraged and supported by governing bodies -both local and national- among European cities. Seville-Spain and Amsterdam-Holland are two important examples for the cities that achieved progress in this field. To develop an environmentally friendly transport plan, Izmir Metropolitan Municipality has set the goal in 2015-2016 as Izmir Main Transport Plan (UPI 2030). In the mentioned report, the aims are identified clearly as "proficiency capacity building" and transition to "land use planning and areal implementation" in terms of cycling transport facilites. The project "Cities on Bikes" states its main goal as" to make rational and innovative transport facilities prevalent".The project aims for "capacity building for the proficiency about cycling" , working hand in hand with the governing bodies and planners of municipalities in thirty districts of Izmir. The project will provide know-how to the mentioned bodies to develop standards and codes about cycling, will support the development of draft plans, will guide and encourage them to use this knowledge in their planning stages and through implementation on site. The project will establish a cooperation network between the administrators, planners and specialists and will empower the communication,knowledge and proficiency through the city. The project emphasizes the plans and decisions to be human-oriented and suited to conditions of Izmir. It will support the practices of cycling transport on site in two or three of the most populated districts of Izmir. A local-adaptive taxi-bike system to provide integration between broken transport lines will be designed, a prototype will be manufactured, the management plan will be generated and a model will be set to be run in a "municipality approved line". The project will also get in touch with the Municipality about the adaptation of this system to the line of horse-drawn coaches. The project aims to generate the future steps of the subject; by organising seminars to reach the new generation planners, by making related activities to raise awareness among stakeholders - NGOs, women and children and to increase the population that cycles and/or supports cycling as a transport vehicle. The project will generate cooperation that supports community institutions to empower the research studies on cycle transport technologies.
