The environment poses the greatest challenge to most rural communities in Nigeria. Doka and Tofa towns in Kano State are no exceptions. The two are the biggest towns in Tofa Local Government Area, contributing about 70% of the estimated population of 116,292 in the LGA (NBS, 2011). These communities depend almost entirely on the environment for sustenance as the main occupations in the towns are farming and agro-processing while also losing to challenges posed by climate change, flooding and drought due to poor environment and waste management techniques
WOFAN proposes the ICON project as the solution to problems identified above. Instead of focusing entirely on providing direct services to tackle the challenges, ICON will focus on the communities with special attention to women and youths, strengthening community structures which will in turn build resilience amongst the disadvantaged, create economic opportunities and protect the environment.
By empowering vulnerable groups to become sufficiently strong and able to meet their most basic needs, ICON will be stimulating sustainable environmental management which can be maintained and replicated beyond the lifespan of the intervention.

The main strategy of the project is to encourage ownership by benefiting communities with the introduction of community self-help concepts. For instance, mobilization will be led by community and religious leaders as well as other stakeholders with WOFAN providing oversight.
Community members will form part of planning and contribute labor during the construction of boreholes thereby giving them basic skills which can be used to rehabilitate non- functional boreholes in their communities and neighborhood
Groups formed will be strengthened to carry out monitoring and track their project activities and maintain group records to track their progress beyond project lifespan.
