SECTION A: PROJECT RATIONALE AND APPROACH
1.1. Project Summary
The ASSOCIATION DES ARTISANTS ET PLANTEURS DE PANDNUS DU SUD EST,
(AAPPSE) has a project of Revamping the Social Enterprise of Pandanus Craftswomen through:
1. Innovation of the design, marketing and branding of the Pandanus Crafts.
2. Embellishment and modernizing of the Museum of Pandanus Leaves, (Annex 4).
3. Upgrading the working conditions of the female workers in the Workshop.
4. Construction of a Kiosk to give more visibility to the craft produced at the Workshop and this increase marketing and income.
5. Construction of a Nursery to grow Pandanus utliis plants, which are native to Mauritius and endemic to the Mascarene region and which are essential to the craft.
6. Registration of one member of the association as a professional trainer with the MQA so that she can train youths who want to go into this craft and thus perpetuate the traditional weaving.
7. Community project for youths: free crafts courses for beginners. 20 sessions on ?How to work with Pandanus leaves?. This course will be open for boys and girls of 12 to 25 years old ending with a certificate.
8. Provision of lean management training for production unit through the NPCC.
9. Establishment of the label, ?Made in Moris?.
10. A study tour for at least one of its members to go on a study tour in one of the countries of the region where crafts are produced
11. A study tour for all members in one or more hotels in Mauritius to understand the needs of tourists.
Background
Pandanus utilis is native plant to Mauritius and the Mascarenes. 9 of the 20 recorded native Mauritian Pandanus species have already been driven to extinction by human activities. The Pandanus leaves have been used for the last 200 years in the field of basketwork in Mauritius. In 1996, the GEF Small Grants Programme funded a first project on ?A Socio Economic, Consumer & Ecological Study of the Use of Pandanus Utilis Leaves in Mauritius? which resulted in a workshop in Vieux Grand Port, where weavers in the region could collectively practice their craft. There were growing concerns about the increased use of plastic bags to the detriment of ?tentes vacoas? or ?tentes bazar? (literally shopping bag) but also the dramatic decrease in the population of the remaining species, which were found to be vulnerable, or critically endangered.
The history of the coastal village of Vieux Grand Port and the history of this tree are intimately linked. In 1829, era of the British colonization, sugar from Mauritius was conveyed in Pandanus bags known as ?tente vacoas?. For several years, basket-making was widely spread in this southern village of the island, bringing much needed income, but in three decades, with growing industrialization and use of plastic bags, this craft had almost disappeared. Fifteen weavers of Vieux Grand Port, fourteen of whom are women, were weaving the leaves individually at home and trying to sell their products as a group. Their products were not of good quality, not well calibrated and they had no idea what was their real production cost. The first GEFSGP funded project helped them to cross this hurdle and today their new project will help them to revamp their social enterprise.
Global benefits: The project includes a propagation unit at the centre and this has the strategic role to ensure that Pandanus Utilis population in the South East are increased and that sufficient raw materials (leaves) are available to weavers to meet demands with development in the sector. During the cultivation process focus is laid on establishing plant cultural practices necessary for the production of quality leaves on which are hinged quality products. The propagation and planting of Pandanus Utilis plants in the region would moreover contribute to prevent of soil erosion and land degradation of the sloppy lands in the region during flooding periods. The centre also includes a small museum to relate the 200 years of South East weavers? history to local and foreign visitors.
This project will grow the business in terms of sales and revenue as (i) a sales kiosk will be set up to increase visibility of products to passers-by, (ii) the weavers will hire a consultant to help them with new and trendy designs for their products, (iii) the products will be labelled ?Made in Morris? and thus contribute to circular economy, (iv) cakes will be produced from the Pandanus fruits to sell to visitors, bringing in additional income, and most importantly (v) there is great interest from the Espace Maison shops (IBL Together) to order specific products for sales in their showrooms .
1.2. Organizational Background and Capacity to implement the Project
The « ASSOCIATION DES ARTISANTS ET PLANTEURS DE PANDNUS DU SUD
EST, » (AAPPSE) began after a study made in 1998-2000 concerning craftspeople who are using Pandanus leaves, for their livelihood. From 2002-2005, there was an endeavor to gather the craftspeople working with Pandanus leaves together and
create an association, so that they can be economically self-supported. In September 20, 2005, AAPPSE was registered with the Registrar of Association of Mauritius. (Annex 6)
Some projects which were realized successfully since the AAPPSE was created:
- In 2007, with support of GEF-SGP, we realized a project up to Rs 1.6 million for the erection of a building which is used as the Workshop for AAPPSE. (Annex 3)
- Mauritius commercial Bank (LTD), and Eclosia financed the tiles for the whole building, the lavatory and other commodities in the Workshop.
- Emtel provided a lorry for Rs 600,000. This Lorry is used to collect the Pandanus leaves, and to take their products on the market, (Annex 2)
- ABC helped for the purchase of a computer worth Rs 50,000.
- HSBC provided funding up to RS 162,000. This was for the purchase of a sewing machine, a parking in front of the Workshop, a ladder, raw materials, and a machine to cut leaves and cloth.
1.3. Project Objectives and Expected Results
AAPPSE is now an existing successful woman led organization which is ready to scale up and is constantly finding ways to improve. Now, considering the experience that they have as an Association, and the facilities that are at their disposal, and the fact that plastics are more and more banned in the country, there are many avenues that the association can take advantage of. The endeavor of AAPPSE is to revive the handicraft in the Southern part of the Island, especially those who use the Pandanus leaves and to ensure that the craftspeople could earn a living from their craft. AAPPSE hopes that the craftswomen could earn much more that the minimum basic salary which is Rs 10,200 MRU. With the implementation of this project, AAPPSE hopes to become more professional, better equipped to provide better services to its clients and their partners in general. AAPPSE also wants to train new people, especially the youth, on a yearly basis with a new program to increase the number of craftspeople as most of them are aging.
The problem statement or challenge the project intends to address
AAPPSE, since its existence, has done a lot for craftspeople in the South East of the Island. The association wants to be more visible so that to reach the 300,000 and more tourists who travel the South Est costal route to reach their hotels; and many others who are on special trips throughout the Island. Therefore, the association needs
to improve its visibility as it is targeting these tourists which, in fact represent a big market. The association wants to improve the working condition of its craftswomen and give them better facilities. As the Association is on a continuous growth and is focusing on innovation, thus it has its future development in focus; therefore, the Association wants to create its own nursery and to become self-sustainable for its supply of the native Pandanus leaves. The crafts produced can be trendier and customized to the taste of tourists and youths. Also, the crafts should be branded and labelled ?Made in Moris.? This will give the product a new dimension.
The primary objective and specific objectives of the proposed project
Firstly, as Ferney is a historical site, it is the place where first Dutch settlers landed in Mauritius. The association is situated less than fifty meters to two of these historical sites: A tower and the remain of a few existing buildings of these first settlers.
Secondly there is an eco- touristic site: The Valley of Ferney, which is situated 2 kilometers from the Association. Thirdly, the AAPPSE is situated on the South East costal route, estimated 300,000 to 400,000 tourists taking this route yearly, and without mentioning the local people who travel on this route too. The Association wants to improve its visibility to attract these people.
This is done through innovation of the design, marketing and branding of the Pandanus Crafts. By erecting a Kiosk in front of the building near the main road, it will enable the Association to display their products and at the same time diversifying their products with small souvenirs with the label,? Made in Moris?. Actually, because of lack of visibility, tourists are not aware of the existence of the association and the great varieties of products which are available in the shop. Secondly, the AAPPSE has a museum which shows the history of Pandanus or ?vacoas?. It is also where currently their products are displayed and at the same time it serves as a shop. Now, as AAPPSE is moving towards modernization, the craft shop museum should have a better look, and be more attractive to tourists and the local people.
Therefore, the Association is creating more space by putting additional shelves where they could display their products. Hence, tourists and the local people will be able to have a look of what is been made by AAPPSE. This will enable Tourists and the local people to purchase, and this will give opportunity to private firms, companies and owners of Tourists? shop to place orders. The Association wants to have a desk for its Computer, and a drawer to keep legal documents and its records. The Museum needs
badly to be relooked, for this reason, the Association will paint the place and will apply a special wax on the woods as a protection against pests.
The AAPPSE would like to bring a human touch for its craftswomen? by adding a few essential accommodations. As Vieux Grand Port, where the Association is situated, is on the coastal region, they have a warm climate. AAPPSE would like to provide: a refrigerator so that they can have cool drinks and keep their food which they prepared in the morning before the workers leave to work, until they warm it for lunch. A Microwave to warm their food. An oven so that they can prepare cakes made with Pandanus fruits, where clients can taste on the spot. A kettle to make tea or coffee in the afternoon. A fire extinguisher, as there are a lot of dry leaves and crafts product in the shop and Museum.
Another aspect of human touch which the AAPPSE would like to address is improving water facilities for its craftswomen?. The Association is planning to put a water Tank to store water and a water pump. A water filter for access to cleaner water. As there are places where there is frequent cut in water supply on the Island, therefore, Association is making a provision to avoid any water supply shortage to it craftswomen?, or Tourists who would like to use the building facilities such as, the lavatories.
AAPPSE wants to build a shelter with sharlon cloth so that it can host its own nursery for the Pandanus plants on the top of their building. The plants will then be transferred on a plot of land, and in a near future will provide the Pandanus leaves for their craft. In the first place, AAPPSE will buy the plants with the Ministry of Agro- Industry.
Lastly, AAPPSE would like to offer free craft course for beginners for 10 boys and girls from 12 to 25 years old. This is 20 courses of three hours during the school holidays. AAPPSE will proceed in this way: One full week in April, 6 courses over two weeks in August and 9 courses during November. AAPPSE would like to register at least one craftswoman Mrs. Fabiola Marius with the MQA as a professional trainer; hence she will be the lecturer for these courses and at the end of these courses a certificate will be given to each candidate.
1.4. Description of Project Activities Projects:
A. The association requests support to upscale the design, branding and marketing of the Pandanus Crafts: Rs 100,000. This will be contracted out to a professional designer. On it may be the support from IBL Together.
B. Support Museum: The Association wants to put additional shelves to display their products. Tourist and local people can see them and eventually buy them. Cost Rs unity Rs 500 x 6 = Rs 3000. Fittings: support for the shelves unity Rs 25 x 18 = Rs
450. Total cost: Rs 3450.
C. Desk for a Computer with drawers. As the Association is relooking the Museum, it will put a desk for the computer. Cost Rs 4500. At the same time, drawers will be used to keep documents. A safe place, indeed, is needed to keep all legal documents, as well as the records of the Association. As these documents should be kept in a place that only authorized people can access them.
D. Workshop: A working Desk with incorporate shelves. where they can work on top and keep tools on shelves? which are underneath the working desk. Rs 10,500. The work will begin on the 3rd of February and will take 3 weeks of working to finish the job. The desk is custom made so AAPPSE has to order from a local carpenter at Vieux Grand Port.
E. An Air cooler. As it is quite hot in the Workshop, this will alleviate the temperature and making it more bearable for the craftswomen. Rs 10000 x 2
F. AAPPSE will register with the label: ?Made in Mauritius.? Rs 30,000.
G. Raw materials:
i) leaves Unity Rs 1.00 x 5000 = Rs 5000
ii) Tissues: Unity Rs 1,500 x 3 Rs 4500 a roll.
iii) Carton unity Rs 15.00 x 50 = Rs 750 and others
H. Kitchen:
i) A refrigerator Rs 8500. A refrigerator so that they can have cool drinks and keep their food which they prepared in the morning
ii) kettle: To make tea and coffee in the afternoon. 1.5 L Rs 1000
iii) An oven Rs 8,500. To bake cakes made with Pandanus fruits.
iv) Water filter Rs 2500. So that the craftswomen may have safe water to drink throughout the day.
v) Microwave: Rs 4000. This will enable the craftswomen to warm their food for lunch.
vi) Fire extinguisher Rs 2500. As there is a lot of dry leaves and products made with the Pandanus leaves, the Fire extinguisher is a necessity.
I. Building and yard activities
i) Water tank with a capacity of 750 liters: Rs 6500. As there are frequent water cut, the Tank will ensure that craftswomen and the clients may have access to water throughout the day. The installation will start on the same day. The installation process can take one or two days to be completed.
ii) Water-pump Rs 3500, fittings Rs 2500. The installation cost for the water tank and the water pump Rs 2000. The installation will start and be completed on the same day.
iii) Building: Museum Painting, Gallon unity Rs 950x 2 = RS 1900
one day labour: Rs 1000. It is a one-day work, that mean it will be completed on the same day.
iv) 5 liters of Wax for the protection of wood against pests Rs 1125. This work will take almost two days, this is due to wood surface needed to cover. It is Rs 700 per day x 3 days = Rs 2100.
v) Kiosk Balao Wood treated (Rs 148,104.50): AAPPSE wants to construct a Kiosk in the yard in front of its building. This will give more visibility to the AAPPSE products. Otherwise, Tourists and local people who travel on this route might not stop and have a look of all the products and articles which are produced by the Association. The time frame for this construction is three weeks. The Kiosk is 3.5 meters from ground level and 2 meters large, with six opening shutters and a door.
J. Construction of a Nursery with galvanized iron tubes. AAPPSE will at first buy buying plants of Pandanus which they will put in the Nursery. The Nursery will serve as a place where plants will be grown in pots; later on, these plants will be transferred on a plot of land nearby.

K. Sharlon net to cover the Nursery: 1meter Rs 60 x 15 meters = Rs 900.

L. Buying 250 Pandanus plants with Ministry of Agro-Industry. Unity Rs 25 x 250 = Rs 6250.
M. Free tuition. AAPPSE would like to offer free craft course for beginners for 10 boys and girls from 12 to 25 years old. This is 20 courses of three hours during the school holidays. It will be like this. One full week in April, 6 courses over two weeks in August and 9 courses during November. The lecturer for these courses will be Mrs. Fabiola Marius. At the end of these courses a certificate will be given to each candidate.
Usually when someone wants to receive training from AAPPSE, that person pays Rs 150 a day. Now these courses will be given free to 10 persons. We are targeting school students, specially those who like craftswork.
Tuition 1 person is Rs 150 a day x 10 = Rs 1500 x 20 sessions = Rs 30,000. Materials for these 20 sessions is Rs 10,000. The total amounts to Rs 40,000 and will be the contribution of the association
N. The association requests support to receive training on lean management for the production unit. This may be support from the National Productivity and Competitiveness Council, (and IBL Together)
O. The association requests support for a study tour for at least one member of the team in one of the countries of the region where crafts are produced. Rs 50,000
P. A study tour for all the members in one or more hotels in Mauritius to understand the needs of tourists. Rs 5000 for the transport van.
1.5 Implementation Plan and Time Frame Refer to Table 1 below.
1.6 Plan to Ensure Community Participation
AAPPSE is not only an association which is trying to help a few women to have a livelihood, but it wants to play a more preponderant role in the village. AAPPSE wants to be the milestone in the region, to give more women access to job opportunities in a near future.
Therefore, a meeting is needed with Village comittee as soon as possible between AAPPSE and the NGO?s who are operating in the village, so that they too can be part of the developments which are to come and invite them to be a partner with AAPPSE in creating business opportunities in the region.
Recently, the HSBC financed AAPPSE up to Rs 162,000 to create a parking facility for six vehicles, to purchase a sewing machine which can sew Pandanus leaves and tissues, this are hard materials which the other sewing machines cannot sew, ladder to collect Pandanus leaves that are on the top of the plants, and dynamos to replace old ones on its machines.
We are requesting supports from National Productivity and Competitiveness Council, IBL Together also for lean management, marketing, and study tours on the other Island where crafts are designed and produced for one of the craftswoman, or a visit to the hotels to get more insight about the needs of the tourists.
Once the parking is functional, with this present project, AAPPSE will add the Kiosk and uplift its crafts shop museum. The kiosk will give more visibility to the crafts products, the association hope that more and more tourists will stop and visit the crafts shop.
To be more successful, the association will need support to design flyers and pamphlets to do its marketing on a large scale among tours operators, tourists? shop and hotels.
In the long run, AAPPSE projects to have trained personnel which is approved by MQA, and when the session will begin, the trainees will receive a recognized certificate.
1.7 Knowledge Management
The vision that the association will share with its members and craftswomen is that AAPPSE is not thinking of a livelihood for its workers, but the association wants to grow and employ more men and women. By the presence of tourists in the village, more women will get the opportunity to have a livelihood in other small businesses.
By being exposed to crafts which are designed and produced one the other islands, this will be shared among the other craftswomen. Though that not all of them will travel on the other Island right now, but if the association get support, the knowledge will be shared with all of them.
The association will not produce a few crafts product to be sold here and there, but it wants to get access to forum where many small and medium enterprises have the opportunity to expose their products and be known. As the association wants to touch the tourists and the public in general, it is right time to think of a uniform for the craftswomen; this will give more prestige to these workers. Time has come also for AAPPSE to have a Logo, having a web site, and pamphlets and flyers to be distributed.
1.8 Gender Mainstreaming
In order to promote gender equality, both men and women will be actively involved in the major decision-taking, project implementation and management. The association is composed of 2 men and 12 women and collectively they have the responsibility of waeving. However the men are also more involved in the plucking the leaves. Responsibilities will be shared as can be seen in the project workplan. The women will take part in their empowerment process and the socio-economic development of their area. All capacity- building programs will involve boys and girls, men and women to improve their knowledge and practical skills in view to achieve the set goals and objectives.
Through this project we are considering the working conditions of the craftswomen by bringing an air cooler to reduce the temperature. A microwave so that these women can warm their food. The association is considering of a study tours for its members and the female workers on one of the Island or in the hotels around the Island so that to equip them and expose them to crafts arts. There are many households where AAPPSE?s Workshop is
situated, if there is an afflux of tourists in the region, this will give more opportunities, especially for these women, to develop more crafts and other kind of small business enterprises. As the association is requesting support so that one of its members is trained and certified by MQA, that person will be qualified to train and give a recognized certificate to boys and girls who are looking for livelihood.
1.9 Communication and Replication of Project Results
This project will be like a Manna for the region. Once the project is implemented, there will be a Kiosk in front of the building, near the road where the crafts products will be exposed. This will give more visibility to what is being done here. With the support on which the association hope to get from stakeholders in lean management and marketing, and visiting tours operators so that those who are working in the regions will inform them about the activities that is being done by AAPPSE, and the association hope not only to create an awareness among them, but to have more partners behind them to give them a push. The association hopes to see more tourists to stop by AAPPSE Workshop and buy gifts and crafts products. Once the association is fully registered with the label ?Made in Mauritius,? we hope that this will be beneficial for the association, the craftswomen and the village itself.
E.g., tourists? shops, restaurants, hawkers and guests house, excursion on boats to some of the attractive islands in the southern regions.
AAPSSE by his endeavor to visit tours operators and hotels for its operations, this can, in a near future transform the village into a touristic village and create more job opportunities in the region. When more boys and girls will be trained yearly, with the increasing numbers of craftspeople, we would expect more associations like AAPPSE show up.
SECTION B:
PROJECT RISKS, MONITORING & EVALUATION
2.0 Risks to Successful Implementation
AAPPSE is targeting the 400,000 tourists and local people that travel along the costal region. The association assumes that: 1) Not all of the tourists will stop by the Workshop to visit shop and buy their products. 2)The product that AAPPSE produces may not be what the tourists are looking for as gifts or for personal use. The Government may decide to withdraw the lease of land on which, AAPPSE wants to grow the Pandanus plants. This will affect directly the turn over of the association, which will cause the craftswomen to rely on the minimum salary of Rs 10,200.
These are the measures that AAPPSE will put forward to address these potential risks:1) visit the nearby hotels, the tours operators and taxis operating on the costal region of the South East and inform them about the association; and leave flyers and pamphlets concerning the crafts which are produced by the association. The association will have to invest more improve the way they are marketing their products. 2) AAPPSE will have to innovates it product by diversifying it according to what the tourists are looking for. Study tours on the Islands of the Indian Ocean or visiting the hotels can contribute largely to
acquire more knowledge in the field of crafts making. 3) AAPPSE should find more lands where they can grow Pandanus plants. 4) Now if items 1 and 2 are implemented, this will have a positive impact on the turnover of the association, and for the craftswomen too.

2.2 Sustainability of Results Achieved
The workshop where AAPPSE meets is equipped with the Mauritius standard relating to electricity, the building is equipped with Breakers so that electrical appliances are not damaged if there is an overcharge in electric power.
AAPPSE will make its Nursery to grow Pandanus plants with charlan. As the WORKSHOP of AAPPSE is situated near the Sea Side, salt water make iron rust easily; therefore, AAPPSE to ensure that the materials used for the construction that will host the Nursery are made with galvanized iron bar. The Nursery project is expected to last over 20 years.
One of the major projects of the association is the: Kiosk. The contractor, Mr. Kovilen Ruthnum, (He works with Hotels and undertake renovations for the Theaters on the Island), with his many years of experience, has proposed to use one of the best woods to be used for the Kiosk, Balao Wood, again this is to ensure that the project last for years. The Balao wood is most suitable for this construction. AAPSE will ensure that there is a continuity in the original design of the building and the kiosk to uphold the aesthetic of the building.
In order to thrive on the business level and to maintain financial sustainability, AAPSE will upscale the existing designs of the products to be more appealing to the youth and tourists. The study tour mentioned earlier will also help the members of the association to better understand the needs of the customers and to better respond to those.

SECTION A: PROJECT RATIONALE AND APPROACH
1.1. Project Summary
The ASSOCIATION DES ARTISANTS ET PLANTEURS DE PANDNUS DU SUD EST,
(AAPPSE) has a project of Revamping the Social Enterprise of Pandanus Craftswomen through:
1. Innovation of the design, marketing and branding of the Pandanus Crafts.
2. Embellishment and modernizing of the Museum of Pandanus Leaves, (Annex 4).
3. Upgrading the working conditions of the female workers in the Workshop.
4. Construction of a Kiosk to give more visibility to the craft produced at the Workshop and this increase marketing and income.
5. Construction of a Nursery to grow Pandanus utliis plants, which are native to Mauritius and endemic to the Mascarene region and which are essential to the craft.
6. Registration of one member of the association as a professional trainer with the MQA so that she can train youths who want to go into this craft and thus perpetuate the traditional weaving.
7. Community project for youths: free crafts courses for beginners. 20 sessions on ?How to work with Pandanus leaves?. This course will be open for boys and girls of 12 to 25 years old ending with a certificate.
8. Provision of lean management training for production unit through the NPCC.
9. Establishment of the label, ?Made in Moris?.
10. A study tour for at least one of its members to go on a study tour in one of the countries of the region where crafts are produced
11. A study tour for all members in one or more hotels in Mauritius to understand the needs of tourists.
Background
Pandanus utilis is native plant to Mauritius and the Mascarenes. 9 of the 20 recorded native Mauritian Pandanus species have already been driven to extinction by human activities. The Pandanus leaves have been used for the last 200 years in the field of basketwork in Mauritius. In 1996, the GEF Small Grants Programme funded a first project on ?A Socio Economic, Consumer & Ecological Study of the Use of Pandanus Utilis Leaves in Mauritius? which resulted in a workshop in Vieux Grand Port, where weavers in the region could collectively practice their craft. There were growing concerns about the increased use of plastic bags to the detriment of ?tentes vacoas? or ?tentes bazar? (literally shopping bag) but also the dramatic decrease in the population of the remaining species, which were found to be vulnerable, or critically endangered.
The history of the coastal village of Vieux Grand Port and the history of this tree are intimately linked. In 1829, era of the British colonization, sugar from Mauritius was conveyed in Pandanus bags known as ?tente vacoas?. For several years, basket-making was widely spread in this southern village of the island, bringing much needed income, but in three decades, with growing industrialization and use of plastic bags, this craft had almost disappeared. Fifteen weavers of Vieux Grand Port, fourteen of whom are women, were weaving the leaves individually at home and trying to sell their products as a group. Their products were not of good quality, not well calibrated and they had no idea what was their real production cost. The first GEFSGP funded project helped them to cross this hurdle and today their new project will help them to revamp their social enterprise.
Global benefits: The project includes a propagation unit at the centre and this has the strategic role to ensure that Pandanus Utilis population in the South East are increased and that sufficient raw materials (leaves) are available to weavers to meet demands with development in the sector. During the cultivation process focus is laid on establishing plant cultural practices necessary for the production of quality leaves on which are hinged quality products. The propagation and planting of Pandanus Utilis plants in the region would moreover contribute to prevent of soil erosion and land degradation of the sloppy lands in the region during flooding periods. The centre also includes a small museum to relate the 200 years of South East weavers? history to local and foreign visitors.
This project will grow the business in terms of sales and revenue as (i) a sales kiosk will be set up to increase visibility of products to passers-by, (ii) the weavers will hire a consultant to help them with new and trendy designs for their products, (iii) the products will be labelled ?Made in Morris? and thus contribute to circular economy, (iv) cakes will be produced from the Pandanus fruits to sell to visitors, bringing in additional income, and most importantly (v) there is great interest from the Espace Maison shops (IBL Together) to order specific products for sales in their showrooms .
1.2. Organizational Background and Capacity to implement the Project
The « ASSOCIATION DES ARTISANTS ET PLANTEURS DE PANDNUS DU SUD
EST, » (AAPPSE) began after a study made in 1998-2000 concerning craftspeople who are using Pandanus leaves, for their livelihood. From 2002-2005, there was an endeavor to gather the craftspeople working with Pandanus leaves together and
create an association, so that they can be economically self-supported. In September 20, 2005, AAPPSE was registered with the Registrar of Association of Mauritius. (Annex 6)
Some projects which were realized successfully since the AAPPSE was created:
- In 2007, with support of GEF-SGP, we realized a project up to Rs 1.6 million for the erection of a building which is used as the Workshop for AAPPSE. (Annex 3)
- Mauritius commercial Bank (LTD), and Eclosia financed the tiles for the whole building, the lavatory and other commodities in the Workshop.
- Emtel provided a lorry for Rs 600,000. This Lorry is used to collect the Pandanus leaves, and to take their products on the market, (Annex 2)
- ABC helped for the purchase of a computer worth Rs 50,000.
- HSBC provided funding up to RS 162,000. This was for the purchase of a sewing machine, a parking in front of the Workshop, a ladder, raw materials, and a machine to cut leaves and cloth.
1.3. Project Objectives and Expected Results
AAPPSE is now an existing successful woman led organization which is ready to scale up and is constantly finding ways to improve. Now, considering the experience that they have as an Association, and the facilities that are at their disposal, and the fact that plastics are more and more banned in the country, there are many avenues that the association can take advantage of. The endeavor of AAPPSE is to revive the handicraft in the Southern part of the Island, especially those who use the Pandanus leaves and to ensure that the craftspeople could earn a living from their craft. AAPPSE hopes that the craftswomen could earn much more that the minimum basic salary which is Rs 10,200 MRU. With the implementation of this project, AAPPSE hopes to become more professional, better equipped to provide better services to its clients and their partners in general. AAPPSE also wants to train new people, especially the youth, on a yearly basis with a new program to increase the number of craftspeople as most of them are aging.
The problem statement or challenge the project intends to address
AAPPSE, since its existence, has done a lot for craftspeople in the South East of the Island. The association wants to be more visible so that to reach the 300,000 and more tourists who travel the South Est costal route to reach their hotels; and many others who are on special trips throughout the Island. Therefore, the association needs
to improve its visibility as it is targeting these tourists which, in fact represent a big market. The association wants to improve the working condition of its craftswomen and give them better facilities. As the Association is on a continuous growth and is focusing on innovation, thus it has its future development in focus; therefore, the Association wants to create its own nursery and to become self-sustainable for its supply of the native Pandanus leaves. The crafts produced can be trendier and customized to the taste of tourists and youths. Also, the crafts should be branded and labelled ?Made in Moris.? This will give the product a new dimension.
The primary objective and specific objectives of the proposed project
Firstly, as Ferney is a historical site, it is the place where first Dutch settlers landed in Mauritius. The association is situated less than fifty meters to two of these historical sites: A tower and the remain of a few existing buildings of these first settlers.
Secondly there is an eco- touristic site: The Valley of Ferney, which is situated 2 kilometers from the Association. Thirdly, the AAPPSE is situated on the South East costal route, estimated 300,000 to 400,000 tourists taking this route yearly, and without mentioning the local people who travel on this route too. The Association wants to improve its visibility to attract these people.
This is done through innovation of the design, marketing and branding of the Pandanus Crafts. By erecting a Kiosk in front of the building near the main road, it will enable the Association to display their products and at the same time diversifying their products with small souvenirs with the label,? Made in Moris?. Actually, because of lack of visibility, tourists are not aware of the existence of the association and the great varieties of products which are available in the shop. Secondly, the AAPPSE has a museum which shows the history of Pandanus or ?vacoas?. It is also where currently their products are displayed and at the same time it serves as a shop. Now, as AAPPSE is moving towards modernization, the craft shop museum should have a better look, and be more attractive to tourists and the local people.
Therefore, the Association is creating more space by putting additional shelves where they could display their products. Hence, tourists and the local people will be able to have a look of what is been made by AAPPSE. This will enable Tourists and the local people to purchase, and this will give opportunity to private firms, companies and owners of Tourists? shop to place orders. The Association wants to have a desk for its Computer, and a drawer to keep legal documents and its records. The Museum needs
badly to be relooked, for this reason, the Association will paint the place and will apply a special wax on the woods as a protection against pests.
The AAPPSE would like to bring a human touch for its craftswomen? by adding a few essential accommodations. As Vieux Grand Port, where the Association is situated, is on the coastal region, they have a warm climate. AAPPSE would like to provide: a refrigerator so that they can have cool drinks and keep their food which they prepared in the morning before the workers leave to work, until they warm it for lunch. A Microwave to warm their food. An oven so that they can prepare cakes made with Pandanus fruits, where clients can taste on the spot. A kettle to make tea or coffee in the afternoon. A fire extinguisher, as there are a lot of dry leaves and crafts product in the shop and Museum.
Another aspect of human touch which the AAPPSE would like to address is improving water facilities for its craftswomen?. The Association is planning to put a water Tank to store water and a water pump. A water filter for access to cleaner water. As there are places where there is frequent cut in water supply on the Island, therefore, Association is making a provision to avoid any water supply shortage to it craftswomen?, or Tourists who would like to use the building facilities such as, the lavatories.
AAPPSE wants to build a shelter with sharlon cloth so that it can host its own nursery for the Pandanus plants on the top of their building. The plants will then be transferred on a plot of land, and in a near future will provide the Pandanus leaves for their craft. In the first place, AAPPSE will buy the plants with the Ministry of Agro- Industry.
Lastly, AAPPSE would like to offer free craft course for beginners for 10 boys and girls from 12 to 25 years old. This is 20 courses of three hours during the school holidays. AAPPSE will proceed in this way: One full week in April, 6 courses over two weeks in August and 9 courses during November. AAPPSE would like to register at least one craftswoman Mrs. Fabiola Marius with the MQA as a professional trainer; hence she will be the lecturer for these courses and at the end of these courses a certificate will be given to each candidate.
1.4. Description of Project Activities Projects:
A. The association requests support to upscale the design, branding and marketing of the Pandanus Crafts: Rs 100,000. This will be contracted out to a professional designer. On it may be the support from IBL Together.
B. Support Museum: The Association wants to put additional shelves to display their products. Tourist and local people can see them and eventually buy them. Cost Rs unity Rs 500 x 6 = Rs 3000. Fittings: support for the shelves unity Rs 25 x 18 = Rs
450. Total cost: Rs 3450.
C. Desk for a Computer with drawers. As the Association is relooking the Museum, it will put a desk for the computer. Cost Rs 4500. At the same time, drawers will be used to keep documents. A safe place, indeed, is needed to keep all legal documents, as well as the records of the Association. As these documents should be kept in a place that only authorized people can access them.
D. Workshop: A working Desk with incorporate shelves. where they can work on top and keep tools on shelves? which are underneath the working desk. Rs 10,500. The work will begin on the 3rd of February and will take 3 weeks of working to finish the job. The desk is custom made so AAPPSE has to order from a local carpenter at Vieux Grand Port.
E. An Air cooler. As it is quite hot in the Workshop, this will alleviate the temperature and making it more bearable for the craftswomen. Rs 10000 x 2
F. AAPPSE will register with the label: ?Made in Mauritius.? Rs 30,000.
G. Raw materials:
i) leaves Unity Rs 1.00 x 5000 = Rs 5000
ii) Tissues: Unity Rs 1,500 x 3 Rs 4500 a roll.

H. Kitchen:
i) A refrigerator Rs 8500. A refrigerator so that they can have cool drinks and keep their food which they prepared in the morning
ii) kettle: To make tea and coffee in the afternoon. 1.5 L Rs 1000
iii) An oven Rs 8,500. To bake cakes made with Pandanus fruits.
iv) Water filter Rs 2500. So that the craftswomen may have safe water to drink throughout the day.
v) Microwave: Rs 4000. This will enable the craftswomen to warm their food for lunch.
vi) Fire extinguisher Rs 2500. As there is a lot of dry leaves and products made with the Pandanus leaves, the Fire extinguisher is a necessity.
I. Building and yard activities
i) Water tank with a capacity of 750 liters: Rs 6500. As there are frequent water cut, the Tank will ensure that craftswomen and the clients may have access to water throughout the day. The installation will start on the same day. The installation process can take one or two days to be completed.
ii) Water-pump Rs 3500, fittings Rs 2500. The installation cost for the water tank and the water pump Rs 2000. The installation will start and be completed on the same day.
iii) Building: Museum Painting, Gallon unity Rs 950x 2 = RS 1900
one day labour: Rs 1000. It is a one-day work, that mean it will be completed on the same day.
iv) 5 liters of Wax for the protection of wood against pests Rs 1125. This work will take almost two days, this is due to wood surface needed to cover. It is Rs 700 per day x 3 days = Rs 2100.
v) Kiosk Balao Wood treated (Rs 148,104.50): AAPPSE wants to construct a Kiosk in the yard in front of its building. This will give more visibility to the AAPPSE products. Otherwise, Tourists and local people who travel on this route might not stop and have a look of all the products and articles which are produced by the Association. The time frame for this construction is three weeks. The Kiosk is 3.5 meters from ground level and 2 meters large, with six opening shutters and a door.
J. Construction of a Nursery with galvanized iron tubes. AAPPSE will at first buy buying plants of Pandanus which they will put in the Nursery. The Nursery will serve as a place where plants will be grown in pots; later on, these plants will be transferred on a plot of land nearby.

M. Free tuition. AAPPSE would like to offer free craft course for beginners for 10 boys and girls from 12 to 25 years old. This is 20 courses of three hours during the school holidays. It will be like this. One full week in April, 6 courses over two weeks in August and 9 courses during November. The lecturer for these courses will be Mrs. Fabiola Marius. At the end of these courses a certificate will be given to each candidate.
Usually when someone wants to receive training from AAPPSE, that person pays Rs 150 a day. Now these courses will be given free to 10 persons. We are targeting school students, specially those who like craftswork.
Tuition 1 person is Rs 150 a day x 10 = Rs 1500 x 20 sessions = Rs 30,000. Materials for these 20 sessions is Rs 10,000. The total amounts to Rs 40,000 and will be the contribution of the association
N. The association requests support to receive training on lean management for the production unit. This may be support from the National Productivity and Competitiveness Council, (and IBL Together)
O. The association requests support for a study tour for at least one member of the team in one of the countries of the region where crafts are produced. Rs 50,000

1.5 Implementation Plan and Time Frame Refer to Table 1 below.
1.6 Plan to Ensure Community Participation
AAPPSE is not only an association which is trying to help a few women to have a livelihood, but it wants to play a more preponderant role in the village. AAPPSE wants to be the milestone in the region, to give more women access to job opportunities in a near future.
Therefore, a meeting is needed with Village comittee as soon as possible between AAPPSE and the NGO?s who are operating in the village, so that they too can be part of the developments which are to come and invite them to be a partner with AAPPSE in creating business opportunities in the region.
Recently, the HSBC financed AAPPSE up to Rs 162,000 to create a parking facility for six vehicles, to purchase a sewing machine which can sew Pandanus leaves and tissues, this are hard materials which the other sewing machines cannot sew, ladder to collect Pandanus leaves that are on the top of the plants, and dynamos to replace old ones on its machines.
We are requesting supports from National Productivity and Competitiveness Council, IBL Together also for lean management, marketing, and study tours on the other Island where crafts are designed and produced for one of the craftswoman, or a visit to the hotels to get more insight about the needs of the tourists.
Once the parking is functional, with this present project, AAPPSE will add the Kiosk and uplift its crafts shop museum. The kiosk will give more visibility to the crafts products, the association hope that more and more tourists will stop and visit the crafts shop.
To be more successful, the association will need support to design flyers and pamphlets to do its marketing on a large scale among tours operators, tourists? shop and hotels.
In the long run, AAPPSE projects to have trained personnel which is approved by MQA, and when the session will begin, the trainees will receive a recognized certificate.
1.7 Knowledge Management
The vision that the association will share with its members and craftswomen is that AAPPSE is not thinking of a livelihood for its workers, but the association wants to grow and employ more men and women. By the presence of tourists in the village, more women will get the opportunity to have a livelihood in other small businesses.
By being exposed to crafts which are designed and produced one the other islands, this will be shared among the other craftswomen. Though that not all of them will travel on the other Island right now, but if the association get support, the knowledge will be shared with all of them.
The association will not produce a few crafts product to be sold here and there, but it wants to get access to forum where many small and medium enterprises have the opportunity to expose their products and be known. As the association wants to touch the tourists and the public in general, it is right time to think of a uniform for the craftswomen; this will give more prestige to these workers. Time has come also for AAPPSE to have a Logo, having a web site, and pamphlets and flyers to be distributed.
1.8 Gender Mainstreaming
In order to promote gender equality, both men and women will be actively involved in the major decision-taking, project implementation and management. The association is composed of 2 men and 12 women and collectively they have the responsibility of waeving. However the men are also more involved in the plucking the leaves. Responsibilities will be shared as can be seen in the project workplan. The women will take part in their empowerment process and the socio-economic development of their area. All capacity- building programs will involve boys and girls, men and women to improve their knowledge and practical skills in view to achieve the set goals and objectives.
Through this project we are considering the working conditions of the craftswomen by bringing an air cooler to reduce the temperature. A microwave so that these women can warm their food. The association is considering of a study tours for its members and the female workers on one of the Island or in the hotels around the Island so that to equip them and expose them to crafts arts. There are many households where AAPPSE?s Workshop is
situated, if there is an afflux of tourists in the region, this will give more opportunities, especially for these women, to develop more crafts and other kind of small business enterprises. As the association is requesting support so that one of its members is trained and certified by MQA, that person will be qualified to train and give a recognized certificate to boys and girls who are looking for livelihood.
1.9 Communication and Replication of Project Results
This project will be like a Manna for the region. Once the project is implemented, there will be a Kiosk in front of the building, near the road where the crafts products will be exposed. This will give more visibility to what is being done here. With the support on which the association hope to get from stakeholders in lean management and marketing, and visiting tours operators so that those who are working in the regions will inform them about the activities that is being done by AAPPSE, and the association hope not only to create an awareness among them, but to have more partners behind them to give them a push. The association hopes to see more tourists to stop by AAPPSE Workshop and buy gifts and crafts products. Once the association is fully registered with the label ?Made in Mauritius,? we hope that this will be beneficial for the association, the craftswomen and the village itself.
E.g., tourists? shops, restaurants, hawkers and guests house, excursion on boats to some of the attractive islands in the southern regions.
AAPSSE by his endeavor to visit tours operators and hotels for its operations, this can, in a near future transform the village into a touristic village and create more job opportunities in the region. When more boys and girls will be trained yearly, with the increasing numbers of craftspeople, we would expect more associations like AAPPSE show up.
SECTION B:
PROJECT RISKS, MONITORING & EVALUATION
2.0 Risks to Successful Implementation
AAPPSE is targeting the 400,000 tourists and local people that travel along the costal region. The association assumes that: 1) Not all of the tourists will stop by the Workshop to visit shop and buy their products. 2)The product that AAPPSE produces may not be what the tourists are looking for as gifts or for personal use. The Government may decide to withdraw the lease of land on which, AAPPSE wants to grow the Pandanus plants. This will affect directly the turn over of the association, which will cause the craftswomen to rely on the minimum salary of Rs 10,200.
These are the measures that AAPPSE will put forward to address these potential risks:1) visit the nearby hotels, the tours operators and taxis operating on the costal region of the South East and inform them about the association; and leave flyers and pamphlets concerning the crafts which are produced by the association. The association will have to invest more improve the way they are marketing their products. 2) AAPPSE will have to innovates it product by diversifying it according to what the tourists are looking for. Study tours on the Islands of the Indian Ocean or visiting the hotels can contribute largely to
acquire more knowledge in the field of crafts making. 3) AAPPSE should find more lands where they can grow Pandanus plants. 4) Now if items 1 and 2 are implemented, this will have a positive impact on the turnover of the association, and for the craftswomen too.

2.2 Sustainability of Results Achieved
The workshop where AAPPSE meets is equipped with the Mauritius standard relating to electricity, the building is equipped with Breakers so that electrical appliances are not damaged if there is an overcharge in electric power.
AAPPSE will make its Nursery to grow Pandanus plants with charlan. As the WORKSHOP of AAPPSE is situated near the Sea Side, salt water make iron rust easily; therefore, AAPPSE to ensure that the materials used for the construction that will host the Nursery are made with galvanized iron bar. The Nursery project is expected to last over 20 years.
One of the major projects of the association is the: Kiosk. The contractor, Mr. Kovilen Ruthnum, (He works with Hotels and undertake renovations for the Theaters on the Island), with his many years of experience, has proposed to use one of the best woods to be used for the Kiosk, Balao Wood, again this is to ensure that the project last for years. The Balao wood is most suitable for this construction. AAPSE will ensure that there is a continuity in the original design of the building and the kiosk to uphold the aesthetic of the building.
In order to thrive on the business level and to maintain financial sustainability, AAPSE will upscale the existing designs of the products to be more appealing to the youth and tourists. The study tour mentioned earlier will also help the members of the association to better understand the needs of the customers and to better respond to those.

Project Characteristics and Results
Capacity - Building Component
- Grantee needs to innovate the design of their products. A lack of exposure has been identified as an issue - they are not well aware of what is trendy. Hence, a study tour will be organised in Mauritius and they will visit different hotels and meet with concerned parties to get to know more about the trends, and see how they can better respond to the market's needs. It is also planned to have a study tour for at least one of its members to go on a study tour in one of the countries of the region (Reunion Island or Madagascar) where crafts are produced.
- Marketing need for these types of products; including a brand and online presence on social media.
- Our partner, IBL Together, will also be assisting to help them visit their different hotels and their boutiques so that the grantee can understand how they arrange the shops a certain way and how they curate and create the products.
- Help them to pitch ideas to the higher authorities so that their products can be chosen above all the other pitches.
- IBL Together will try and be the bridge between them and international brands so that their product can be exported.
- Provision of lean management training for production unit to enhance efficiency and productivity through the National Productivity and Competitiveness Council.
- The products marketed do not have a label, hence there will be the establishment of the label, in collaboration with the local platform ?Made in Moris?.
Emphasis on Sustainable Livelihoods
- Innovation of the design, marketing and branding of the Pandanus Crafts.
- Embellishment and modernizing of the Museum of Pandanus Leaves.
- Construction of a Kiosk to give more visibility to the craft produced at the Workshop and this increase marketing and income.
