CAPACITY DEVELOPMENT FOR GEF SGP GRANTEES IN THE SGP PRIORITY LANDSCAPE FOR OPERATIONAL PHASE SIX AND SEVEN (OP6 & OP7)

GROW requests financial support to undertake Capacity Development for GEF-SGP Grantees in the SGP Priority Landscape for Operational Phase Six and Operational Phase Seven (OP6 and OP7). This proposal recognizes that mountain communities are among the most disadvantaged of the world despite their important role in the sustainable development of our planet. The GEF SGP interventions in Lesotho for OP6 are focusing in the mountain region. As a result this region is inhabited by and large by rural communities with relatively low literacy rates and low capacities to implement and manage projects. The purpose of this Capacity Development project, in line with the objectives of SGP country programs which is to help build the capacity of the civil society to engage and respond to key environmental challenges; will provide trainings, supervision, mentoring and facilitate mobilization and networking for learning exchange, therefore ensuring greater impact through innovative ways. The Project has three specific objectives:

Specific Objective one: To build grantees capacity on Project and Financial Management, organizational development to ensure quality and compliant projects implementation.

Specific Objective two: To build grantees ability to undertake and participate in projects monitoring and ensure delivery of good quality projects

Specific Objective three: To improve GEF-SGP grantees networking and knowledge sharing capacity for improved response to environmental challenges

Replication of project activities

Promoting Public Awareness of Global Environment

GROW has intensive experience in community mobilization and accountability work. Through community gatherings and target groups meetings; the organization will work with the targeted civil society organizations key ministries relevant to their projects to disseminate project achievements and facilitate dissemination information on good practices. Key national platforms and GROW?s own online platforms will be used to communicate the project information to multiple audiences. This will enable the replication of results to future target areas of GEF-SGP and of other national programs on environmental management.

Project sustainability

Most activities, particularly trainings, joint planning and reporting sessions and exchange visits were done jointly with key government officers, notably departments of Environment, Range Resources management and Agriculture and Food Security. These entities continue to engage with the grantees as part of their routine work thus contributing to the sustainability of the achieved results over the long term.

Policy Influence

One of the strategic objectives of the National Strategic Development II, under Sustainable Commercial Agriculture and Food security is to "Improve management of Range Resources;" with range governance improvement as one of the interventions. Through leadership and conflict resolution trainings held for 14 community-based associations, majority grazing associations, a huge contribution has been made towards improving the governance of range resources in the project areas of the 14 grantees.

Emphasis on Sustainable Livelihoods

Sustainable Livelihoods is one of the two key components of GEF SGP programming and this project seeks to promote the organisations? focus in delivering projects that address the livelihoods component as adequately as it does the environmental management component

Gender Focus

The organizations implementing GEF SGP funded projects have mainly been constituted by women and this project will ensure that their representation is adequate during the trainings and other key project activities implementation. The proposed Capacity Development Project will ensure that the targeted Civil Society Organizations are represented by both sexes during its implementation. This will also be mainstreamed in their projects activities. The community mobilization will be undertaken to intentionally ensure that both males and females are equally represented in all the activities in the communities.

Significant Participation of Indigenous Peoples

The participation of indigenous people has been pursued through such innovations as the Green a Cattle Post Campaign where the herdboys are the focal group and the project will continue to strengthen the organisations capacity to implement that campaign better. All workshops, mentorship sessions and all platforms will be done in the local language.

Policy Impact

The project seeks to build the capacity of the grassroots organisations working in environmental initiatives and this enhances their participation to implement the Government of Lesotho policies on environment (NAPA) where it intends to improve the participation of local communities to redress their environmental challenges and improve their livelihoods. The OP6 &7 implementers are also focused on addressing the effects of climate change and this project capacitate them to better respond

Capacity - Building Component

This project?s main objective is capacity building of the OP6 and 7 implementing organizations and through various and innovative means, it will ensure that the level of capacity is improved.

Inovative Financial Mechanisms

Through the use of various knowledge sharing mechanisms; physical and electronic platforms that capture direct interaction with the OP 6 and OP7 implementing communities, the project will intensify dissemination of information and lessons learned. Through Knowledge Fairs that are planned under specific objective 3, the project will ensure that the good practices are documented and widely showcased.

Project Results

*Through this capacity development project, 14 CBOs in the districts of Thaba Tseka and Qacha?s Nek received mentorship and supervision. The priority landscape for OP6 &7, Orange/Senqu River Catchment, is a vast area covering both the foothills and mountain regions where most of the OP6 and OP7 grantees are located, some in hard-to-reach areas with limited connectivity and livelihood options.

*Through collaboration with government Departments of Agriculture, Environment, Forestry and Range Resources Management and Cooperatives, mountain grantees have been empowered to implement and manage natural resources management projects including rangelands, wetlands, and protection of natural habitats of bees and tourist attraction sites, resources that sustain livelihoods of local communities.

*This GROW achieved through workshops and training in project management, leadership and conflict resolution and planning and budget tracking among other topics. Because of this intervention, grantees can develop workplans to guide implementation of project activities and to track and account for allocated resources.

*More than 150 grantee members and local authorities benefitted from the trainings conducted. Some grantees, depending on their inherent capacities are doing better than others.

Through joint planning and reporting sessions organized by GROW and per-to-peer exchange visits, there is a healthy competition among grantees that has resulted in improving performance. There is notable improvement in the quality of progress and expenditure reports prepared by grantees and engagement with key government departments.
