Piloting Community-Based Adaptation Models in Xe-Champhone Wetland Complex and Improving Community Resilience (PCBA+)
The Xe Champhone (XCP) Wetlands are in Savannakhet province. The site covers an area of 12,400 hectares (ha) in Champhone, Xonnabuly, Atsphone and Atsaphanthong districts. The wetland supports livelihood of local people who live surrounding the area of 20,000 people from more than 40 villages by fish, livestock grazing, and traditional rice cultivation take place in and all around the wetlands. Xe-Champhone was suffering with climate impact every year like flood every year, with varying levels of intensity. Drought is also serious, as the river dries down and the parts of the wetland dry out every year. Diversifying livelihood systems and creating alternative income opportunities are commonly accepted options, which include shifting from annual rice?based rotation to perennial and more diversified integrated farming systems. Underlying causes of poverty include social exclusion, lack of governance and lack of civil society voice. Women, whose traditional role and responsibility is to feed their families, suffer the most from this gap. Lowland communities, women and ethnic groups, need increased capacity to plan and implement community-level adaptation strategies. The project aims to improved resilience of remote ethnic women, their families and communities increasing their adaptive capacity with the support of capable local authorities and the application of sustainable adaptation models.
