The project site is located in Chengdong District, Xining City, Qinghai Province, at the lower reaches of the Huangshui River section, and the ecological environment around the section is fragile. The total population of the area is about 15,000 people, more than 4,300 households. The per capita annual income of the project site is about 4000 us dollars. Qinghai Province has invested heavily in green construction, however, the "environmental quality" and "ecological protection" indexes in Xining are ranking at the bottom, which reflects the imperfect ecological civilization construction system.

Main problems:

1. Incomplete garbage sorting facilities, imperfect garbage sorting management system, inconvenient output of garbage sorting knowledge, and large amounts of domestic garbage generated by residents have led to insufficient capacity for the community to deal with garbage.
2. The community facilities are seriously aging, and there is a large amount of electricity consumption, water consumption and even water leakage. Residents lack the understanding of clean energy, electricity and water-saving equipment, and sustainable development.
3. The community is located next to the lower reaches of the Huangshui River. The unreasonable lifestyle of residents is one of the reasons for the water pollution of the Huangshui River.
4. The community still lacks sufficient self-development ability to explore sustainable development, and a single governance model is not enough to deal with the problems that arise in the community.
5. Residents' behavioral habits are still in a "passive mode", and there is no policy for restricting environmental and civilized behaviors of community residents.

Solutions and activities:

1. Create models for environmental protetction and procure community equipment for garbage classification, recycling, and energy-saving.
2. Open sustainable development knowledge courses for residents, set up community action workshops for advanced environmental protection.
3. Through interventions such as presentations and on-site visits, to raise the attention of community residents to ecological and environmental protection.
4. Build partnerships among local governments, communities, schools, and NGO organizations.
5. Establish an effective rewarding mechanism and restraint mechanism to promote the improvement and implementation of local ecological and environmental protection regulations.

Anticipated results:

1. Establish a community sustainable development demonstration base, build a "sharing + training + activity" functional demonstration base, add energy storage glass, household kitchen waste aerobic composting and other new energy-saving equipment to the community, and create 20 model households (including 3 households with energy storage glass equipment), carbon emissions to be reduced by 36.1 kg per person per day. Establish an exchange platform for long-term residents' daily life, to develop the residents' sustainable consumption concept, and effectively increase the utilization rate of discarded and second-hand items. The number of participants in the exchange is expected to reach more than 300;
2. Develop 4 phases of flexible residential courses and training systems that combine theory and cases to promote the concept learning and capacity improvement of public welfare organizations and communities, covering 30 communities and public welfare organizations, and promote other communities to promote themselves through demonstration during the implementation period Carry out the establishment of 4-8 courses on the sustainable development of the community.
3. Through the launch of four publicity seminars, raise residents' awareness of sustainable communities and the importance of ecological and environmental protection

Through the sustainable development community workshop, encourage community leaders and establish a spontaneous environmental protection organization in the community to provide an organization model that can be used for reference and replicated in the later period to extend the model to other urban areas and radiate surrounding cities.
5. Establish a dialogue with the government and carry out at least two seminars on "Promoting Sustainable Community Policies". Promote the formation of a long-term bottom-up community sustainable development policy document. Maintain and expand the sustainable development network in communities, and encourage mutual visits, exchanges, dialogue and cooperation among stakeholders such as governments, communities, and public welfare organizations. Among them, online media publicity covers Sina Weibo, Tencent Video, Phoenix.com and other media organizations in and outside the province. The number of online topic discussions is expected to reach 30,000, and the number of participants reach 20,000.
