Demonstration Project of Multi-governance and Co-construction of Sustainable Community in Lijiang City
Demonstration Project of Multi-governance and Co-construction of Sustainable Community in Lijiang City
The project is located in Yangjiang Community, Huangshan Town, Yulong County, Lijiang City. So far, there are nearly 30 residential compound in this community, which is the most densely populated area in Yulong County, gathering a variety of living facilities such as schools, living quarters, and farmers? markets.

Main Problems:
1. The classification of domestic waste in the residential compound has not been effectively implemented.
? The solid waste (such as online shopping and express packaging) generated by residents is increasing.
? Many residents have no environmental awareness of classification and reuse, and do not pay attention to environmental problems related to domestic waste and solutions.
? There is no supporting garbage sorting facility in the residential area.
? Government departments and property companies lack relevant domestic waste classification training to popularize and disseminate relevant knowledge and methods.
? The disposal of kitchen waste and hazardous waste (energy-saving lamps, thermometers, expired medicines and expired cosmetics, etc.) has not been paid attention to. It is often mixed with other wastes, which also affects the air quality and health in the residential compound.

2. There is unreasonable use of chemicals in the prevention and control of plant pests in the residential compound. There are many green plants in the residential compound, and insect pests (caterpillars, etc.) often occur during the dry season in spring each year. However, the management of pests by property companies is mainly by direct spraying of chemicals. Most of these chemicals are not used rationally, which not only in invalid for pest problem solving, but also affects the air quality, biodiversity and the human health of residents in the compound.

Activities:
1. Through exchanges and learning held by social organizations, improve the environmental awareness of the government, enterprises, owners' committees and residents, and promote their behavior changes in the classification of domestic waste and the control and use of chemicals;
2. Establish a multi-participation mechanism for the government, enterprises, owners' committees, residents and social organizations to jointly build a suitable local domestic waste classification plan and sustainable community, and solve the linkage of the various links in the process of domestic waste classification and resource reuse from the mechanism problem;
3. Promote more residents to actively participate in the construction of waste classification and sustainable community through the organization methods and service functions of the residents' voluntary service group and the owners' committee;
4. Introduce biotechnology (or non-chemical technology), waste sorting equipment and resource recycling technology or mode to provide support for the classification and recycling of domestic waste, and chemical control;

Anticipated Result:
Environment indicators: Reduce the use of chemicals by at least 50% every year, with a total reduction of not less than 50 kg in 2 years. About 400 households participate in the automatic sorting and placement of recyclables, and establish cooperation with 5-10 garbage processing staff, and recycle 3000 kilograms of resources for reuse every year.

Indigenous engagement: The number of participating households will not be less than 80, and the annual reduction of external food waste by 24,000 kg (1 kg/day/household*80 households*300 days/year); establishment of a volunteer service team for residents, 10-20 people (including 8 women), clearly defined responsibilities, division of labor and plans.

Technical support: Set up 2-3 recycling equipment in each living quarter, collect 1,000 kilograms of hazardous waste every year, and transfer them to Lijiang Urban Comprehensive Service Co., Ltd. on a regular basis.

Political impact: Submit a summary report of the seminar, which establish the multiple participation mechanisms of government support, the participation of business committees and residents, the daily services of property companies, and the supervision of social organizations.

Project Characteristics and Results
Gender Focus
In most families, women are the people who manage the economy at home. Food, clothing, consumption and other matters are directly related to the environment. By influencing women, or letting women assume the responsibility of the project, such as the residents' volunteer service team, the effect of the project will be greatly guaranteed. At the same time, the exchanges and learning, food waste composting, etc. in the project will enrich women's interactions in daily life and promote communication among residents. Women's participation in community public affairs and external communication is also a good development of women's own personality.
Emphasis on Sustainable Livelihoods
Reducing unreasonable consumption and reducing solid waste will help reduce residents' unreasonable expenditures in terms of "cutting expenditures". Under the situation of weak overall economic development and latent crisis, it will help households to balance their income and expenditures. And welfare stability. At the same time, the composting of kitchen waste can facilitate the development and utilization of space for residents to grow vegetables and fruits and horticulture, self-sufficient ecological food, and improve residents' dietary health and quality of life.
