The planning grant will enable the organisation to develop a full project proposal application.

This project opportunity is to enhance the existing community in the following ways:
1. Solar Energy: The solar energy provides lighting for the eco-enterprise kiosks and the piped music (This music will be censored to ensure that there are no anti-social and negative messages while encouraging songs that reflect a positive message on the environment). There will also be the encouragement of eco-friendly outdoor theatre. The 15 KWp sized solar system will result in 1,800 KWh being sold to the grid with an expected revenue of Barbados $720/month. This will be used to pay for the lighting (the Feed-in Tariff is a buy all sell all where although the community will be using the solar electricity, financially it will be selling it to the utility and buying it back).

2.Paved Area: The paved area allows for the locating of micro-enterprises during the Eco-Flea Market events while at the same time creating the opportunity for sports activities such as road tennis and dominoes creating a culturally positive alternative to unproductive lifestyles for the youth and the marginalized. All of the paved areas will be wheelchair accessible with handrails and braille signage for the differently abled.

3.The covered area/Kiosk: The covered area and kiosks provide a location for solar panels, house micro-enterprises, and enhances the spectator comfort creating revenue from the rental of the kiosk.

4.Micro-Enterprise: The micro-enterprise supports the community economic development. The micro-businesses are provided accommodation in the kiosks and have their sale opportunities enhanced through events supported by the entertainment and lighting provided from revenue from the solar. There will be a small fee for using the covered kiosks and a fee for using the paved area by micro-enterprises during the Eco-Flea Market. Micro-enterprises operated by the members of the Silver Sands community will have zero or vastly reduced costs. Micro enterprises owned by the youth and disadvantaged persons from the Silver Sands community will have free access. Efforts will be made to ensure that there is gender equity in the micro-enterprise access and underrepresented groups will be assisted.

5. Revenue: A revenue of $720/ month from the sale of solar electricity is expected. In addition, there will be a small income from the rental of spaces during the Eco-Flea Market. This will be used for electricity costs and the provision of DJ entertainment on a monthly basis.

6. Bio-Diesel for a portable diesel electricity generator: Although eco-kiosks will have lighting provided by the electricity from solar energy, there may be a need for additional electricity for functions. Rather than use additional electricity from the grid in excess of that produced by the solar system, additional electricity will be offered from a portable diesel generator which will be ?serviced? to use bio-diesel available in Barbados.
