Qingdao Langya Township Offshore Community Conserved Area Management and Fishery Sustainable Development Project
Intro: Xiyangjiawa Village is located in Hangdao District, Qingdao. The residents mainly rely on agriculture, forestry, animal husbandry and most importantly, marine fishing. Around one-sixth of the residents are engaged in fishing. The annual average income is around $5,000 USD.
Main problems:
1) The COVID-19 pandemic prevention policy has significantly shortened the effective marine fishing period for local fishermen and limited their patrolling on marine conserved area, which directly reduced their income and motivation of patrolling.
2) In the post- COVID era, the livelihood of local fishermen has been continuously impacted. COVID cases reported in seafood cold chain industry generated negative impact for workers in aquatic products industry, which further pull down local livelihood and income.
3) Boat is the key tool for marine conserved area patrolling. However, due to threatened livelihood, many local fishermen in project site chose to sell their boats and seek opportunities in cities. This reduced the participation of fishermen in marine CCA protection.
Activities:
1) Support improvement of the institutional governance system for local fisherman marine conservation association and enhance the fishermen volunteers management capability.
2) Cooperate with experts to demarcate the marine CCA and develop a management plan for it.
3) Design a pilot program on sustainable marine fishing with marine experts and experienced fishermen.
4) Assist local fishermen in developing a marketing strategy to promote an environmentally friendly Langya Seafood Brand.
5) Record local culture and promote the sustainable fishery through mini- documentary.

Anticipated outcomes:
1) Build 1 standardized training package and run 2 training sessions for 100 local fishermen on offshore conservation and sustainable fishery.
2) Draft 1 feasible management plan for community offshore conserved areas.
3) Conduct analysis and complete 1 assessment report on the sustainable fishery based on the pilot program.
4) Promote offshore conservation and sustainable fishery, and develop 1 marketing strategy for local brand.
5) Build 1 database based on the daily patrolling as well as data from the 2 boats for sustainable fishing pilot project.
6) Complete 1 eco-friendly offshore fishery proposal for CPPCC committee/ People's Congress for corresponding policy to gain support from top-down channel.

Gender Focus
The patrol team at Langya Community are mainly male, meanwhile the Community has more female residents. Therefore the project will encourage more women to participate to realize inclusiveness and diversity.
Policy Impact
The project plan to draft a proposal on eco-friendly offshore fishery for CPPCC committee/ People's Congress. Hopefully this proposal will create a top-down channel for offshore conserved area management.
