Strengthening the role of CSOs in decision-making through advocacy for establishment of Fund for Environment
According to the third environmental performance review prepared by the The United Nations Economic Commission for Europe (UNECE) in 2019, the RSM Budget in the period between 2014 and 2016 on the basis of environmental fees entered between 144 and 178 million euros per year. , which represented between 1.71 and 1.87% of the national gross domestic product (GDP) and between 6.23 and 6.61% of the national budget. At the same time, the review report the Government expenditures for environment which for the same period are between 0.20 and 0.15% of GDP and between 0.77 and 0.53% of the Government expenditures for the mentioned years. The review also notes that there is no Environmental Fund in which funds would correspond for environmental costs.
On the other hand, according to the same review, the National Strategy for Environmental Approximation for the period 2007-2014 forecast expenditures of 2.3 billion euros for adjustment of the environmental sector with the law of the European Union (EU). In addition, the costs arising from the transposition of the Water Framework Directive, amounting between EUR 500 and 600 million, should be taken into account.
Despite the contradiction between the funds that enter into the national budget on the basis of environmental fees and expenditures for environmental protection, separate fund for environment ( Environmental Fund), which would address the lack of funds to solve environmental problems, currently does not exists.
The civil society sector has initiated the establishment of such a fund several times in the past, but without coordinated action, as well as adequate profound analysis was unsuccessful.

The overall goal of the project is to contribute to strengthening the voice of civil society organizations (CSOs) operating in the environmental sector and strengthening their impact on the work of national environmental bodies and policy planning through advocacy for the establishment of an Environmental Fund.

Specific objectives of the project are:
1. Informing and advocating in front of the regulatory authorities for establishing an Environmental Fund in the Republic of North Macedonia.
2. Informing the public about the needs of the Environmental Fund and the possibilities for its establishment in the Republic of North Macedonia

As an outcome of the first specific goal, the representatives of the Coordination Body of CSOs for cooperation with the institutions use the data from the analysis of the possibilities for establishing an Environmental Fund to cooperate with the competent institutions to open the debate on establishing an Environmental Fund.
As a result of the second specific goal, the public supports the establishment of an Environmental Fund.
