Expost Impacts:

· The workshop was the only major activity undertaken during the implementation of the project, it did have a positive impact on the thinking of those who attended this event. The important aspect was that it provided an impetus and made available some of the key information on the convention in the form of Proceedings.

· The issues of wildlife Research and Management were discussed at the workshop all right, but the exercise did not establish national priorities. The exercise did not take into account the fact that wildlife agencies lack capacity and funding for undertaking research projects. However, it did suggest holding further meetings to establish research and management priorities. To date such a meeting has yet to happen.

· So far as the NCCW team was concerned, the workshop did move them to considerably increase interaction with provincial wildlife departments. Information, particularly regarding CITES, CMS and Ramsar conventions, was given special attention by them whenever the were invited to workshops and seminars in the provinces.

· Interviews with senior wildlife managers in the four provinces showed that the state of knowledge among wildlife managers is relatively better than 1997. Indeed some officers are now remarkably clued up and constantly updating their knowledge through Internet ? a fact that can be attributed to their personal interest. At the same level in Balochistan, however, there is a clear dearth of understanding of the conventions and Pakistan?s obligations thereunder. This may have something to do with the fact that the province does not have an independent Wildlife Department like the other provinces.
· One thing that the workshop did achieve was raising the state of knowledge and focusing attention of wildlife managers (both provincial and federal) on implementation of the country?s obligations. Prior to the workshop, it was largely up to individuals and their own notions of the conventions.
· NCCW comes across as the agency to gain the most from the workshop as it now regularly consults the provinces on convention related issues. As a matter of practice it now disseminates to the provinces important material related to three conventions, that is, CITES, CMS and Ramsar. Key decisions of the periodic CoP, particularly those concerning Pakistan, are also similarly passed on.
· Since the workshop, wildlife related conventions to which Pakistan is a signatory are part of the wildlife syllabi at Pakistan Forest Institute, Peshawar. They are now also covered in wildlife related workshops at PFI and elsewhere in the country.
