The scope of this proposed pilot project is within the geographical boundaries of the Titivakeka Puna (district or defined as a parliamentary electoral district) that includes the Tapaere (sub areas) of Tikioki, Akapuao Ngatapere, Turoa and Vaima?anga).
In the absence of a cohesive waste management strategy to address this issue, the disposal of solid waste is the financial burden of households with limited finances sometimes leading to inappropriate methods of disposal such as dumping in unused areas, by public roads or on someone else?s vacant property. The need to dispose of old vehicles is one part of a wider problem of the disposal of municipal waste in the oire whereby solid waste is commonly thrown in the open dumpsites, illegally disposed of in the sea or on unused land, on the side of the road or being burnt in piles in backyards. problem resulting from toxins released when burning refuse that then persist in the environment and is often carcinogenic.

With lessons learned from recent similar oire projects undertaken in the Takuvaine and Ruatonga, this pilot project proposal seeks to remove old vehicles from the residences of vulnerable within the community of Titikaveka coordinated by and using existing volunteer systems in the oire and co-funding both in-kind and other funds to support the grant application.
Based on a commercial quote from the single transport business on the island it is proposed that an initial exercise will be undertaken to remove some of the old vehicles from the homes of older people in the oire of Titikaveka. As a pilot project this will allow an assessment of the extent of the problem of unwanted old vehicles and other solid waste and to trial run the logistics and resources required to coordinate the exercise. Lastly, by documenting outcomes based on both the experiences and the collected data, it is anticipated that a series of recommendations can be made to address and mitigate the wider problem of accumulating solid waste and its disposal at its root cause through regulation and cost recovery.
