Application of regulatory provisions on packaging and packaging waste
Focusing on the need for sustainable practices, this project is dedicated to creating new value chains in waste management, with a focus on promoting the benefits of recycling and environmentally friendly approaches to the management of materials and chemicals, through the inclusive participation of drivers to reduce waste storage or discharge.
This project aims at Strategic Initiative 3 of the GEF SGP Program, From local to global coalitions for chemicals management and waste management, but also indirectly Strategic Initiative 4, Catalysing sustainable urban solutions by encouraging partnerships for sustainable production and consumption, correct management of substances and reducing their impact on environmental components, communities and human health.
This project comes to meet the requirements of the new waste law no. 209/2016, which introduces the Extended Producer Responsibility (REP) instrument, being part of the circular economy approaches in the waste treatment process and focuses on materials recovery and pollution prevention.
Thus, the general objective of the project is to increase the share of recycled waste by developing and implementing the model of Extended Producer Responsibility (REP) for packaging waste in the Republic of Moldova. Thus, in order to increase the share of recycled packaging waste, there is a need to lay the foundations for the operation of the extended producer responsibility principle, which consists in: creating a collective waste management system (OTR) by concluding agreements between OTRs and packaging waste producers; creation of the information system for collecting and reporting data on packaging waste, operated by OTR; drawing up the package of legal agreements between packaging manufacturers and OTRs and between OTRs and recyclers; the development and adopting of coercive measures for packaging waste producers, which would stimulate their openness to comply with the REP principle; the permanent development of an extensive communication campaign with consumers, in order to get them to participate in the process of separate collection of packaging waste. Thus, this project comes to carry out activities that lay the foundations for the operation of the principle of extended responsibility of the producer for packaging waste.
However, in the Republic of Moldova, this instrument is only at an early stage and to put it into operation, it is necessary to develop the financial mechanism, the coercion mechanism, develop and implement the collective waste collection system (OTR), which will be responsible for logistical management of the waste collection, transport and recycling process, as well as reporting to the authorities and its members (producers) the share of recovered waste.
The project proposal reinforces previous initiatives for environmental education and sustainable waste management. The vision of the project team is in correlation with the national and international strategic objectives, promoting environmental protection and reduction of pollution with waste and chemicals, based on the hierarchy mentioned in the pyramid of priorities.
The beneficiaries of the project are the citizens of the Republic of Moldova (business environment, LPAs, Educational Institutions), but especially Chisinau and the Center area, as the main development pole but also the largest source of waste generation.
Now, with the approval of the Regulation on packaging and packaging waste, we aim to involve more and more businesses through environmental information and education activities to reduce the impact of packaging waste on the environment.
Together with the project partners we previously managed to create a network of nets for the selective collection of plastic, which is a successful project, plastic waste being collected, sorted on various types (PET, LDPE, HDPE, PVC, etc.) and recycled. In addition, we were part of the working groups that contributed to the creation of the waste sorting facility, establishing partnerships to reduce storage by sorting mixed waste and recyclables, target community: Chisinau.
