Re-greening the Urban Green Spaces in Harare (RGUGS)
Silveira House Jesuit Social Justice and Development Centre is a Catholic Organization with the following vision: ?Silveira House envisages a peaceful and just Zimbabwean society where there are fewer poor marginalized and oppressed citizens excluded from the economic or political systems, where all citizens (poor or rich) feel proud to be citizens of a free and ever developing Zimbabwe?. Silveira House has 4 thematic areas according to its Strategic Plan (2020-2024) namely: i)
Governance and Inclusive Political Participation ii) Peace, Security and Sustainable Development iii) Domestic Resource Mobilisation and iv) Climate Justice and Food Security
Silveria House is a Catholic non-profit organization founded in 1964 and registered under Prestage Trust with registration number MA39/63. Silveira House has a board of ten members with backgrounds in theology, law, philosophy, development and finance. The organization employs a total of 25 people in program work, administration, and finance. Volunteers also work for SH from time to time. SH's financial activities are documented by modern financial software in the sense of double-entry bookkeeping and are regularly audited by various internal and external bodies.
Four project coordinators are assigned to each of the organization's strategic focus areas of community development, advocacy/peacebuilding, vocational training, and communications/research and are responsible for implementing activities and liaising with relevant stakeholders. They are also responsible for data collection and training, as well as process monitoring and beneficiary follow-up. Project coordinators are supported by project officers in the field. These are responsible for the planning, implementation, process monitoring, and evaluation of projects under their respective programs.

This project will be implemented by Silveira House in conjunction with the Harare Residents Association and Harare City Council. Silveira House is the leading implementor providing the services of the Executive Director, Programmes Manager, Finance Officer, Monitoring and Evaluation and Project Management Officials. It will be managing the financing and co-implementing with the chosen members from resident associations, council officials and citizens (youth, women and persons with disabilities included). The role of the other partners is basically to facilitate implementation and monitoring and evaluation of the whole project. They will also provide key resources such as labour in the form of technical expertise and personnel, financial resources and, materials and social support.

1. Building Resilience through improving the Absorptive and Adaptive Capacity for Transformation (BRACT) of at-risk communities in Mutoko and Mudzi districts of Zimbabwe. Silveira House is specifically building people?s adaptive capacity and resilience to climate change through the provision of vocational skills training. The project has been running since 1 October 2017 up to date with a total funding of US$ 600 000. The project is funded by the European Union, Swedish Government, UK Aid, and UNDP (technical partner). The project has reached out to 1300 out of school youths equipping them with technical skills, starter packs and entrepreneurial skills to build their absorptive and adaptive capacities in the face of Climate Change. The layering of interventions has immensely contributed to building the above mentioned capacities.
2. Strengthening transparency and accountability in the natural resources governance sector (STA-NRG) focusing on mineral rich communities. The mineral rich sector is shrouded in poor transparency and accountability leading to corruption, citizen displacements and poor corporate social responsibility. Through this project, Silveira House developed a standard Corporate Social Responsibility Policy with Rural Districts in Mutoko, Zvishavane and Gwanda to curb the above-mentioned challenges. Adoption of the CSR Policy resulted in increased citizen voices, reduced corruption and displacement of citizens to pave way for giant mining corporates.
3. Beyond Cyclone Ida (BCI) Recovery Project in Bikita and Chipinge Districts of Zimbabwe, in Malawi and in Beira in Mozambique with funding from Xavier Network. The project has focused on adopting new building codes that are compliant with Cyclone affected areas in the building of affected classroom blocks, District Ministry of Health and Child Care Headquarters, Incinerators at hospitals, water piped schemes adopting the Building Back Better principles. In Malawi, the project is helping rural farmers adapt their farming methods and technologies to the worsening effects of climate change.

The focus of the project is the re-greening of urban green spaces in the city of Harare with small scale demonstration aquaponic systems being set up for educational purposes to the green space patrons. The project proposes the re-greening of Zimre Park, Kuwadzana Round About and Greenwood Park in Avenues green spaces. Silveira House through the grant support will work with youths, Residents Associations (selection will be done upon commencement of the project) and Local Authorities from Kuwadzana, Zimre Park and Avenues in the designing, financing, and civil works on the parks. An estimated 80% of the urban green spaces in Harare have become dilapidated and in states of disrepair owing to slow neglect by the local authorities over the past 20 years. In recent years, local councils have moved in to close these parks as they are an eyesore and that they do not have budgets to maintain these spaces. As these green spaces have had neglect, urbanites have been robbed of recreational facilities with a green footprint that foster ecotourism at a local level leading to improved appreciation of the need to conserve biodiversity and contribute to reduction in greenhouse gases in the atmosphere to curb the effects of climate change. The re-greening of the urban green spaces will afford urbanite communities the opportunity to access a clean green atmosphere in their local vicinities to improved health and wellbeing. Further, the green spaces will have aquaponic systems set up for educational purposes to foster adoption at household level as these do not require a lot of space and water to produce organic healthy vegetables and fish. Youths engaged in setting up and running these aquaponic systems at the green spaces will off take organic fish and vegetable that can be sold at premium prices for income.

Problem Analysis:

Problem/Issue or Challenge Rapid urbanization and a poor performing economy since year 2000 have resulted in the disappearance or nonfunctioning of urban green spaces in Harare Metropolitan and other parts of Zimbabwe. Councils responsible for the management and running of these urban green spaces are facing financial challenges leading to deprioritizing the funding of these urban green spaces. Surviving urban green spaces like Africa Unity Square and Harare Gardens have become dilapidated uglier, poorly managed and a breeding ground for thieves, hence a hazard to society. Other significant challenges confronting green spaces in Zimbabwe include, alienation of citizens, corruption, under-resourced council institutions, and limited involvement of citizens in urban governance. The three green spaces based in Harare: Kuwadzana Round About, Zimre Park and Green Wood Park exhibit high levels of neglect, vandalized and outdated structures and dilapidation of general amenities.

The RGUGS project directly contributes to the SGP Country Strategy through Strategic initiative 5 focusing on Catalyzing Sustainable Urban Solutions and Strategic initiative 3 which focuses on low-carbon energy access co-benefits. At an international level, the project will contribute to SDG 1 which focuses on no poverty though supporting vulnerable groups like the youths to diversify their livelihoods and engage in income generating activities. SDG 3 of good health well-being will be supported by the project through promoting organic farming using vermiculture and aquaponics by the youths at the green spaces. The aquaponics and solar powered water systems will demonstrate affordable clean energy systems that can be adopted by urbanites in their quest to contribute to Zimbabwe?s INDCs. Urban communities in Harare will be equipped with knowledge to cope with climate change as enshrined in ZUNDAF. Knowledge transfer will be through demonstrations at the three proposed sites exhibiting aquaponics, vermiculture and solar piped water systems by the youths. Zimbabwe?s Climate Policy streamlines the need to develop low carbon development pathways, hence the RGUGS project promotes these green technologies that have low Green House Gas emissions in urban areas. Zimbabwe has made commitments to the international community commitments to reduce greenhouse gas emissions through adopting the INDC?s approach hence contribute to reducing global temperatures by 1.5oC. The RGUGS project with the support of the SGP will contribute achieving Zimbabwe?s INDC?s goal. The proposed project has a strong component of youth participation and leading the project contributing immensely to enhancing social inclusion of the SGP. Zimbabwe?s Youth policy seeks to ensure that all young people are afforded meaning opportunities to attain their full potential. The project places youth at the center and driving seat of the project as they will lead the rehabilitations and setting up of the demonstration technologies at the 3 urban green space sites above all make an income from these green spaces to contribute to their income.
The Government of Zimbabwe has partnered with UNDP on the ZRBF programme running across 18 districts in Zimbabwe with a focus in building resilience of marginalized communities mostly in rural areas of Zimbabwe. The RGUGS project will mainly focus resilience building efforts in urban areas of Harare with the focus on youth empowerment through adopting of green technologies and jobs.
The RGUGs project almost follows in design with the previously GEF supported Practical Action Strategic Project though at a small scale as it adopts the setting up of a solar system to power the piped water scheme and the aquaponic system at once. The project has a potential to scaled up at community level especially in rural areas to grown fish to contribute nutrition security.
Furthermore, the RGUGS project well aligns with GEF?s Sustainable Cities programme as rapid urbanization has sprawled into previously preserved urban parks that provided city dwellers with ecosystem critical services such as clean recreational areas. The sustainable cities programme anchors on working mayors, private sector, UN agencies in designing innovative solutions to climate change for urbanites. The approach forms the backbone of the RGUGS project as it will work with local authorities is the rehabilitation of these green spaces and awareness campaigns to adopt vermiculture, aquaponics and solar technologies for city dwellers.

Surviving urban green spaces like Africa Unity Square and Harare Gardens have become dilapidated uglier, poorly managed and a breeding ground for thieves, hence a hazard to society. Other significant challenges confronting green spaces in Zimbabwe include, alienation of citizens, corruption, under-resourced council institutions, and limited involvement of citizens in urban governance. The three green spaces based in Harare: Kuwadzana Round About, Zimre Park and Green Wood Park exhibit high levels of neglect, vandalized and outdated structures and dilapidation of general amenities.

The RGUGS project directly contributes to the SGP Country Strategy through Strategic initiative 5 focusing on Catalyzing Sustainable Urban Solutions and Strategic initiative 3 which focuses on low-carbon energy access co-benefits. At an international level, the project will contribute to SDG 1 which focuses on no poverty though supporting vulnerable groups like the youths to diversify their livelihoods and engage in income generating activities. SDG 3 of good health well-being will be supported by the project through promoting organic farming using vermiculture and aquaponics by the youths at the green spaces. The aquaponics and solar powered water systems will demonstrate affordable clean energy systems that can be adopted by urbanites in their quest to contribute to Zimbabwe?s INDCs. Urban communities in Harare will be equipped with knowledge to cope with climate change as enshrined in ZUNDAF. Knowledge transfer will be through demonstrations at the three proposed sites exhibiting aquaponics, vermiculture and solar piped water systems by the youths. Zimbabwe?s Climate Policy streamlines the need to develop low carbon development pathways, hence the RGUGS project promotes these green technologies that have low Green House Gas emissions in urban areas. Zimbabwe has made commitments to the international community commitments to reduce greenhouse gas emissions through adopting the INDC?s approach hence contribute to reducing global temperatures by 1.5oC. The RGUGS project with the support of the SGP will contribute achieving Zimbabwe?s INDC?s goal. The proposed project has a strong component of youth participation and leading the project contributing immensely to enhancing social inclusion of the SGP. Zimbabwe?s Youth policy seeks to ensure that all young people are afforded meaning opportunities to attain their full potential. The project places youth at the center and driving seat of the project as they will lead the rehabilitations and setting up of the demonstration technologies at the 3 urban green space sites above all make an income from these green spaces to contribute to their income.
The Government of Zimbabwe has partnered with UNDP on the ZRBF programme running across 18 districts in Zimbabwe with a focus in building resilience of marginalized communities mostly in rural areas of Zimbabwe. The RGUGS project will mainly focus resilience building efforts in urban areas of Harare with the focus on youth empowerment through adopting of green technologies and jobs.
The RGUGs project almost follows in design with the previously GEF supported Practical Action Strategic Project though at a small scale as it adopts the setting up of a solar system to power the piped water scheme and the aquaponic system at once. The project has a potential to scaled up at community level especially in rural areas to grown fish to contribute nutrition security.
Furthermore, the RGUGS project well aligns with GEF?s Sustainable Cities programme as rapid urbanization has sprawled into previously preserved urban parks that provided city dwellers with ecosystem critical services such as clean recreational areas. The sustainable cities programme anchors on working mayors, private sector, UN agencies in designing innovative solutions to climate change for urbanites. The approach forms the backbone of the RGUGS project as it will work with local authorities is the rehabilitation of these green spaces and awareness campaigns to adopt vermiculture, aquaponics and solar technologies for city dwellers.
3. Project Goal, Objectives, Activities, Outputs and Outcomes

a) Specific objectives:
(i) To re-green three urban parks/green spaces in Harare using nature friendly and Climate Smart Technologies by 2023
(ii) To improve awareness and adoption of solar, vermiculture and aquaponics systems that contribute to healthy eating and well-being for urbanites through urban green spaces by 2023
(iii) To develop strategies to maintain clean and sustainable functioning urban green spaces/parks post 2023.

Project Characteristics and Results
Significant Participation of Indigenous Peoples
Gender mainstreaming (gender equality and equality) is a crosscutting theme at the heart of Silveira House?s programming, with a recognized need for gender sensitivity when formulating and implementing humanitarian interventions. During implementation, Silveira House will continue to ensure that the mainstreaming is a continuous process. Silveira House will ensure more than 60% of beneficiaries and participants are women across all interventions. Deliberate effort will also be made to ensure that women are equally represented in all capacity building efforts and structures to advance the implementation of this program. Women involvement is essential in building inclusive urban governance, climate governance and environmental sustainability
Emphasis on Sustainable Livelihoods
The Re-greening of urban green spaces project will improve the livelihoods of the host communities through the adoption of aquaponics as a Climate Smart Strategy namely at household level based on learnings and exhibitions at the urban green spaces.
The project, through youths, will set up small scale hydroponic systems to produce fish and vegetables that will be sold to the urban green spaces patrons. Awareness of setting up of aquaponics systems will be mainstreamed and for further practical trainings, communities will be referred to Silveira House where the full trainings are being offered. Through routine tracking and monitoring of those that visit the urban green spaces, assessments on adoption at-least one Climate Smart Technology at household level will be reported.
The youths that would have set up small scale Climate Smart Technology systems at the urban green zones will be encouraged to set bigger aquaponic systems outside the urban green zones and cultivate them to be a livelihood option. The youths will be linked with organic certifying bodies and linked to organic markets locally and internationally for them to earn an income.
