problems to be solved
Relevant research shows that the industrial sector accounts for about 21% of the total global carbon dioxide emissions. The emissions from the production of plastics, cement, steel and aluminum account for about 60% of the total industrial emissions. In fact, the vast majority of materials other than metals are often treated as waste in the form of incineration and landfill without entering the recycling system, resulting in a large amount of internal carbon emissions. Circular economy is expected to reduce carbon dioxide emissions in the global production of plastics, cement, steel and aluminum by 40% in 2050, equivalent to about 3.7 billion tons, which is equivalent to achieving half of the net zero emission target.
Project Activities
Objective I: To analyze the baseline, and generate reports on the baseline and national action plans of China
Activity 1.1 To set up the drafting group for the Report on the Status of Plastic Production and Pollution Control in China and the Report on the Policies and Industry Cases of Plastic Production in China
Led by China National Resources Recycling Association China and China Petroleum and Chemical Industry Federation, the report drafting group of 8 people is composed of experts from the associations, research institutes and corporations. and industry experts. Through desktop survey, design questionnaire, telephone interview and other forms to find out the current situation of the industry, we have understood the current situation and problems of the industry, prepared the report directory, and wrote it according to the division of labor in the directory. It will take one month to complete the basic research and the first draft in the second month.
Led by the GRPG, experts from think tanks such as the Development Research Center the State Council, the Institute of Economic Reform System of the National Development and Reform Commission, among others, will be organized to form a report preparation group to sort out the relevant policies issued by the state and various parts and make a systematic analysis of the policies, review the implementation of relevant policies, find out the problems of policy implementation and give solutions. It will take two months to complete the first draft of the report.
Activity 1.2 To organize a symposiums on policies of plastic wastes pollution control and an expert seminar to discuss current situation of plastic production and pollution
A policy symposium will be organized with NDRC, MEE, MIIT, MOFCOM and other relevant government departments and bureaus, to solicit opinions on the first draft of the report on sorting out, analysis and solutions of China's plastic pollution prevention and control policies, report relevant research results to relevant authorities which will also introduce the future policy trend and policy-making plans and the status of policy implementation. A long-term communication mechanism will be formulated with policy makers from various departments.
The other symposium focus on the discussion of current situation of plastic production and waste pollution control in China, which will solicit opinions on the first draft of the reports and conduct in-depth discussion on the problems and countermeasures urgently needed by the plastic industry. Experts from Chinese Academy of Sciences, the Chinese Academy of engineering, the Academy of Social Sciences, the development research center of the State Council, Tsinghua University, Peking University, Tongji University, Sichuan University, the environmental development center of the Ministry of ecological environment, the political research center of the Ministry of ecological environment, the political research center of the Ministry of ecological environment, the Institute of structural reform of the macro Academy of the national development and Reform Commission, the China Institute of standardization, the China Packaging Federation China Materials Recycling Association, China Renewable Resources Recycling Association, China Petroleum and Chemical Industry Federation, China business chain association, China Textile Industry Federation, China Automotive Technology Research Center, China Green Manufacturing Alliance, China Green Supply Chain Alliance, China Circular Economy Association and other relevant scientific research, universities and industry organizations will participate in.
Activity 1.3 To organize a high-level forum on green and recycled plastic supply chain
The forum is led by the GRPG to build a professional communication platform for stakeholders in the high-end recycled plastic industry chain. Relying on the existing member resources of the working group, expand the scale of the platform and form an industrial chain exchange platform with no less than 300 people and no less than 200 participating units. This platform will be normalized and organized once a year.
Objective II: To develop demonstration sites for zero-waste management system and plastic
pollution reduction models at the community level
Activity 2.1 To build a project team for running the demonstration sites for zero-waste management system
The zero-waste management system demonstration sites in Baiyun Community and Xiahang Community, Chengnan Street, Tonglu County, Hangzhou City, Zhejiang Province have been determined, with 4,303 households and 10,156 people in Baiyun Community, and 4,700 households and 11,092 people in Xiahang Community, covering a total of 21,248 people. Together with Hangzhou Wuhuan Technology Co., Ltd. and the community administration, an executive team for demonstration site has been established with a total of 20 people, including project managers and community executives. A complete demonstration site executive plan has been formulated, including but not limited to the implementation plan, the publicity plan, the information platform construction plan, the residents training plan, and the activity plan.
Activity 2.2 To launch campaigns in pilot community on eliminating plastic pollution
Combined with the pilot requirements of this project, the promotion of publicity work in the pilot community can be roughly divided into three stages: basic awareness, in-depth cognition, and habit formation. The content of the basic awareness stage includes: the current situation of plastic waste pollution, story-based publicity plus plastic waste classification knowledge etc. The content of the in-depth cognition stage includes: home-visiting promotion, in-depth promotion with detailed classification knowledge etc., thus to cultivate the habits of the residents.
Activity 2.3 To establish a credit system to achieve the goal of reducing plastic pollution in the pilot sites
A consumption point and carbon credit mechanism will be built to stimulate residents' enthusiasm for participation: 1. Consumption points: Residents can obtain corresponding consumption points by referring to standard market prices for recyclables after recycling waste plastics. There are three available ways to use the point. Firstly, it can be exchanged at the online shopping mall. Redeemable commodities include daily use goods, local specialties, toys, cultural and tourism commodities etc., which can be delivered after the online order is placed. In addition, online shopping malls can organize group purchase discounts, holiday promotions and other activities based on the actual situation to fully mobilize the enthusiasm of residents to participate in classified recycling. Secondly, the point can be accepted by offline store. Residents can use points for consumption and enjoy discounts in the cooperative supermarkets, groceries, stores etc., around the pilot community. Thirdly, the point can be used in the expanded local life scene by direct deduction. For example, through connecting with the local citizen service card, resident can enjoy deduction for the fee of water, electrical power, gas, property service, parking and public transportation.
Residents can actively participate in sorting and recycling, so that waste plastic can be converted into other recycled materials and actively contribute to carbon emission reductions. Therefore, the residents will be given corresponding carbon credits through data modeling conversion. In the pilot community, the carbon credits of each plastic recycling order will be accurately counted to comprehensively improve the residents' sense of participation and sense of gain in environmental protection, so as to more intuitively demonstrate the emission reduction effect of plastic recycling. It can not only provide data reference for the relevant departments to assess the results of the pilot programme, but also help to promote the green transformation of residents' lifestyles. The establishment of these two-point incentive mechanisms will greatly facilitate the achievement of the goal of reducing or avoiding the disposal of about 200 tons of plastic waste.
Activity 2.4 To summarize the experience and model of pilot sites for zero-waste management system and plastic pollution reduction
Through the six-month community-based pilot programme, the experience and problems in the pilot process can be summarized in depth, and the successful experience can be fixed as a process. By analyzing and improving the found problems, there will establish a necessary guarantee mechanism for the normalized implementation in the future, and form a systematic and scientific operation model that can be replicated nationwide.
Objective III To organize policy communication and advocacy activities, and facilitate the
formulation and implementation of relevant policies
Activity 3.1 To organize a policy dialogue: review on the plastic pollution control in China and plastic related 14th Five-year Plan
The activity will facilitate the formulation and implementation of relevant policies and standards.
Activity 3.2 To organize a policy dialogue: the role of community in the development of zero-waste cities in China
The activity will be connected with the activities under Objective II to promote the overall goal of the development of 100 zero-waste cities in China during the 14th Five-year Plan period, and explore the road map scheme of plastic pollution control in cities.
Activity 3.3 To organize a policy dialogue: international green/sustainable consumption and production-product design and life-cycle assessment management
The activity will focus on the best practice and cases in and out of China, bring inspiration to policy makers and industry leaders, and guide relevant policies, standards and industry initiatives.
Activity 3.4 To generate policy recommendations
The activity will summarize the results of activities 3.1, 3.2 and 3.3, generate policy recommendation paper from the position of the project, and submit them to relevant ministries and policy-making departments in the policy window to form an effective policy impact.
Objective IV To carry out publicity and communication campaigns to increase the public
awareness on the issue of plastic pollution and spur the public actions on reducing
plastic pollution
Activity 4.1 Media communications on relevant research reports
Corresponding to the release of project output reports including Status Quo of Plastic Production and Waste Pollution Treatment in China and Analysis of Plastic Pollution Control Policies in China and Suggestions on Countermeasures, related media shall be organized for reports and features. Short videos introducing data and facts shall be released via popular social medias including WeChat, Tiktok, Kuaishou. 10 relevant reports and videos are proposed to be published. Such publicity shall efficiently convey the achievement of the project, enhance public perception towards waste plastic pollution and control mechanism, pave the way for the follow-up policies and public advocacy activities.
Activity 4.2 Press releases on outcomes of forums and meetings
Based on the expert opinions, consensus initiatives and other opinions from two closed door policy seminars and one Green Recycling Plastic Supply Chain Summit Forum, a series of communication documents shall be formed and shared through media and partners, which contribute to the secondary communication of the main policy advocacy opinions of the project and will influence the core groups of policy makers and industry stakeholders.
Activity 4.3 Featured reports on community pilot and relevant activities under Objective II
The media and relevant partners will be invited to visit and interview the plastic reduction pilots at communities and then exhibit the model, results, and public feedback from their respective perspectives, which will enrich the breadth and depth of project communication.
Activity 4.4 Maintenance of live-streaming account on plastic pollution control
A live-streaming account focused on plastic reduction topics will be set up, which is supposed to be pushed to the upstream and downstream enterprises in the plastic industry value chain and relevant policy makers. Broadcast the interpretation of highlighted policies and current development of plastic circular economy every month. Videos based on project research and conference output will also be uploaded to continuously affect the policy makers and industry.
Activity 4.5 Calling for nation-wide actions, solutions and best practice on plastic pollution reduction
During the period of this project, in combination with the annual hot topics including the 50th anniversary of the establishment of the United Nations Environment Programme and the United Nations Environment Assembly, a week-long national plastic reduction activity will be organized from June to August this year. Meanwhile domestic plastic reduction best practices will be collected. Special knowledge-tank and activity implementation manual will be designed while a unified plastic reduction action sign-in platform will be provided to non-governmental organizations under All-China Environment Federation, as well as the top 500 enterprises and plastic recycling enterprises from the joint applicant GRPG to participate. The activity will require participating units to involve their communities to carry out plastic reduction activities in accordance with the unified activity mechanism, count the number of activities of each unit and the reduction data of sign-in participants within one week, and finally select the top five excellent units and individuals, who will be awarded with souvenirs made of recycled plastic. The top five excellent individuals will have the opportunity to visit UN China headquarters.
The overall participating units, number of participants and plastic reduction data of the activity will be jointly released in combination with other outputs of the project and shared on the website of the 50th anniversary of UNEP. At the same time, it will also be displayed and released through the UNEA and other important international conferences and activities in which the All-China Environment Federation continues to participate. The international impact is supposed to be formed.
Expected outcomes
1) Systematic analysis of plastic industry in China which could support all stakeholders to take action
By integrating the capacity of influencers, experts and industry organizations in the plastic
industry, the most comprehensive analysis report on the current situation of the whole
industry chain of plastic will be generated to explore the fundamental causes of plastic
pollution problems and provide constructive solutions.
2) Long-term operation mechanism in pilot community established
Through the pilot work of community plastic reduction during the project, the model
experience is summarized. On the one hand, cases are formed for reference and learning
by other communities or cities; On the other hand, form a large-scale model and integrate
it into the overall solution of waste free city construction.
3) New national policy on plastic pollution prevention and control facilitated
Through the closed-door policy dialogues, the relevant government departments are
guided to pay more attention to the prevention and control of plastic waste pollution, so as

1) Systematic analysis of plastic industry in China which could support all stakeholders to take action
By integrating the capacity of influencers, experts and industry organizations in the plastic
industry, the most comprehensive analysis report on the current situation of the whole
industry chain of plastic will be generated to explore the fundamental causes of plastic
pollution problems and provide constructive solutions.
2) Long-term operation mechanism in pilot community established
Through the pilot work of community plastic reduction during the project, the model
experience is summarized. On the one hand, cases are formed for reference and learning
by other communities or cities; On the other hand, form a large-scale model and integrate
it into the overall solution of waste free city construction.
3) New national policy on plastic pollution prevention and control facilitated
Through the closed-door policy dialogues, the relevant government departments are
guided to pay more attention to the prevention and control of plastic waste pollution, so as
to keep the issue of plastic pollution to a certain political height. At the same time, efforts
should be made to gradually introduce feasible grasp and leverage into relevant policies,
such as ecological design, producer responsibility extension system, reward and
punishment mechanism and so on.
4) The public awareness on the plastic pollution issues enhanced and low plastic waste lifestyle widely spread
Through the continuous media communication and social mobilization activities of the project, on the one hand, people who do not pay attention to environmental protection issues at ordinary times can understand and understand the problem of plastic pollution; On the other hand, for the people who pay attention to environmental protection topics, enhance their knowledge reserve and interaction, and truly participate in the plastic reduction action. Promote more people to become experts and spokesmen for plastic pollution prevention and control, and form a good atmosphere for the whole society to carry out plastic reduction actions.

Capacity - Building Component
All-China Environment Federation (ACEF) is a nationwide non-profitable civil society organization (CSO) in the field of the environment, and is supported by the government. It is composed of CSOs and individuals who are enthusiastic about and support environmental protection and are willing to work for it. The objective of ACEF is to serve as a bridge between the government and the public in implementing the sustainable development strategy, achieving national objectives on environment and development, and protecting the environmental rights of the public.
ACEF takes the member congress as the highest authority and establishes a board and a secretariat to carry out daily decision-making and project implementation. At present, ACEF has more than 40 full-time employees in the secretariat, 7 local offices and 20 branches focusing on specific environmental issues.
The grantee and partner will provide plastic sorting and recycling training to residents at plastic reduction demonstration community.
Inovative Financial Mechanisms
Combined with the pilot requirements of this project, the promotion of publicity work in the pilot community can be roughly divided into three stages: basic awareness, in-depth cognition, and habit formation. The content of the basic awareness stage includes: the current situation of plastic waste pollution, story-based publicity plus plastic waste classification knowledge etc. The content of the in-depth cognition stage includes: home-visiting promotion, in-depth promotion with detailed classification knowledge etc., thus to cultivate the habits of the residents.
