Zero Waste Innovation Practice Project of Minjiang Community, Xinjin District Chengdu City
The demonstration site of the zero-waste innovation practice project in Minjiang Community, Xinjin District, Chengdu is located in the southern suburbs of Chengdu City, Sichuan Province, on the shore of the Minjiang River. The town's economic development has formed an industrial pattern dominated by tourism and catering, supplemented by small and medium-sized enterprises.
Minjiang Community currently has a population of 10,012 people and more than 2,992 households, with a per capita annual income of more than 56,000 yuan. It is a gathering place for business and residence. The classification and management of domestic waste in the community is the Minjiang Community Property Management Committee.


Main Problems
1. The recognition of household garbage classification is not high. Classification consciousness is not strong, the knowledge of garbage classification is not comprehensive and in-depth, and there is still a long way to change the classification of domestic waste from advocacy behavior to individual responsibility behavior.
2. The classification accuracy of domestic waste is low. ?Two barrels and one bag? is inconsistent with the contents of wastes, and there are violations of ?mixed stacking?, ?mixed throwing?, and ?mixed loading and transportation? of kitchen waste, recyclable waste, other wastes and hazardous wastes.
3. The level of resource utilization and industrialization is low. The overall design of domestic waste recycling is not enough, the supporting infrastructure for garbage classification is insufficient, the intelligent new technology and new equipment are lacking, and the labor and transportation costs are too high, which makes the property management department under great economic pressure.



Solutions:
1. To improve the awareness rate of residents. Around the zero waste community demonstration project, multi-angle and multi-form publicity was carried out, and a large number of garbage classification publicity boards were produced at the entrance and exit of the community and the public areas of the community, with the theme of ?zero waste?, ?turning waste into treasure?, ?clean environment? and other contents related to the vital interests of residents, which caused passing residents to stop and watch; At the same time, we shall go deep into residents? homes with property management staff, distribute publicity materials to residents, popularize garbage classification knowledge, and strive to enhance residents? awareness rate.
2. To increase the participation rate of residents. With garbage sorting point as the core, one is to carry out garbage sorting parent-child fun activities, using sorted old clothes, old daily necessities, manual tie-dyeing, toy making and other activities, inviting parents to take their children to participate; the second is to carry out the training of community activists and building heads, and set up community garbage classification mutual aid group to organize residents to visit the garbage sorting process and abundant renewable resources in domestic garbage, so as to make residents better understand the significance of garbage classification. The campaign is closely linked to the guiding ideology of ?precious resources, priority to the environment, upward aspirations of the people, sunny life?, constantly improving the enthusiasm and participation rate of residents.
3. To improve the classification sorting accuracy. In order to better eliminate the problem of substandard garbage classification in the current community, a comprehensive method of resident classification + centralized automatic sorting + organic fertilizer conversion + unblocked recyclable channel shall be planned, and a community classification and sorting station shall be established. The sorting station makes full use of innovative waste treatment technology to realize the reduction, harmlessness and recycling of domestic waste at the source, giving full play to its technical advantages, and providing assistance for the ?integration of two networks? of domestic waste classification and renewable resource recovery.


Anticipated results/outcomes
1. From the perspective of reduction: The primary principle of reducing domestic waste treatment is to start from the source and stay away from the old road of ?pollution first and treatment later, without sorting and all in one pot?. Minjiang Community Zero Waste Innovation Practice Project, due to ?the government setting up the stage, the community singing opera, with scientific and technological performance?, clear thinking, scientific and effective methods, has grown into the benchmark of domestic waste classification and sorting in Xinjin District Chengdu City. The successful experience of the ?Beijing Model? has been used for reference in the implementation of the project. The project has been implemented in the domestic waste sorting center of Hongyuan Square in Shunyi District Beijing, and the example of being awarded the district model demonstration site can be used as evidence.
2. From the perspective of reuse: Minjiang Community Zero Waste Innovation Practice Project can classify and sort over 90% of raw garbage, recycle 85% of raw garbage, purify over 99% of various materials after classification, convert 65% of kitchen waste into green fertilizer on site, reach the standard of nitrogen, phosphorus and potassium, and make the best use of 20% recyclable materials, thus reducing 65% of garbage every day (more than 6 tons per day) to incineration plants and landfills, reducing the amount of outbound transport by 65% and reducing transportation costs. The reduction of domestic waste sorting center in Hongyuan Square, Shunyi District, Beijing has achieved good results from both quality and quantity. For example, kitchen waste is converted into organic fertilizer and directly used for landscaping on the spot, realizing the reuse of domestic waste.
3. From the perspective of recycling: In the comprehensive project in Beijing, there are two situations of recycling: one is primary recycling, that is, the waste products are recycled to produce new products of the same type, such as newspapers, cans, recycled cans, etc. In this respect, the domestic waste recycling industry has developed well and the channels are mature; the other is secondary recycling, that is, the waste resources are converted into raw materials for other products, such as incineration and power generation, which are mostly consumed by the sanitation department at present. This project can reduce the amount of waste resources as much as possible through technological breakthrough and assist the investment of social cost of domestic garbage disposal.
4. From the perspective of promotion significance: The innovative practice project of zero waste in Minjiang Community, with high-quality original garbage disposal mode, has released the huge energy of new technology, promoted the establishment of application mode, and can be seen, touched and learned for the construction of zero waste in urban communities, with broad market and promotion value.
