Chengyang Street belongs to Chengyang District, Qingdao City, Shandong Province, and is located in the north central part of Qingdao City, which is the district resident of Chengyang District. It is close to Xifu Street in the east, Zhanghongtan Street in the west, Liuting Street and Xiazhuang Street in the south, and borders with Jimo District in the north. The maximum horizontal distance is 11.9 kilometers and the vertical distance is 9.5 kilometers, with a total area of 52.5 square kilometers. The resident population is about 400,000, with 35 rural communities, 38 urban community committees and 212 residential communities.

Main Problems
1.1 "Qingdao Municipal Management Measures on Household Waste Classification" proposes: "Implementing household waste classification, collection, transportation and disposal, promoting source reduction and resource recycling of household waste, and realizing quantification, resource re-utilization and manage household waste harmless." However, the assessment method of garbage classification lacks effective measures to evaluate and assess the waste Reduction, Recycling, Harmless management of domestic garbage.
1.2. The government lacks strategies and programs to reduce waste at source in the communities, and the source reduction targets for communities with high waste separation efficiency are vague.
1.3. Project sites lack accurate quantitative statistics on various types of domestic waste, and have not yet carried out community food waste composting.
1.4 Lack of awareness of "zero-waste" initiatives among project sites and committee members lack of strategies and measures to encourage participation in source reduction.

Rationale /Solutions
1. Establish a multi-stakeholder community waste management mechanism and form a consensus on?zero-waste community?
Based on the existing waste separation mechanism in the community, a kick-off meeting was held to establish a multi-stakeholder participation, determine their respective roles and separate tasks, and develop a plan suitable for the community (including the fine management of community waste, the establishment of small composting sites in the community, and the empowerment of women in the community, etc.). Gradually, forming a zero-waste community construction system with community and households reduction of waste.
2. Improve the level of refined management of community waste, and combine data recording and publicity to realize the visualization of reduction data.
2.1 Conduct community waste audits or baseline surveys to clarify the specific weighing statistics of community waste before the start of the project and to map out the baseline amount of community waste, so as to facilitate accurate statistics and presentation of data on community waste reduction of all types during the project implementation.
2.2 Weighing and registering the four types of household waste at the community waste sorting and collection stations on a regular basis.
2.3 Relying on the community sorting and collection stations, establish local food waste composting points, and dispose of no less than 50% of the total amount of food waste locally, so as to realize the resource utilization of community food waste and green waste and reduce the cost of community outbound transportation fees. To foster the technical empowerment of existing community waste sorting instructors and residents who are willing to participate in food waste composting, and to provide professional training in composting facility maintenance, composting management, and publicity and advocacy. Establish a dynamic feedback mechanism for the reduction of food waste composting, provide dynamic composting statistics through the "food waste composting information statistics" app provided by Nanjing University (Lishui) Eco-environmental Research Institute, and publicize waste reduction and carbon reduction data at community waste separation stations.
2.4 Invite waste sorting instructors to use community waste sorting stations as units, and use the small program tool provided by the partner (Qingdao Haichuang Zhibang Environmental Service Co., Ltd.) - "Waste-free RHOME New Life Recycling Platform" to carry out the daily recycling. The number of recyclables (paper shell, plastic, metal, fabric, composite, glass) will be recorded, and the applet can calculate the amount of carbon reduction through the data model.
2.5 By means of points reward and exchange for five products for zero-waste living, we advocate residents to recycle home appliances (including refrigerators, TVs, washing machines, air conditioners, computers, water heaters, hoods, stoves, etc.) through the "No Waste RHOME New Life Recycling Platform" to ensure that they enter environmentally sound treatment facilities and avoid mixing with other garbage and leaking into the environment.
3. Through education and training on zero-waste living, women and youth and other related groups in the community are empowered, helping to achieve long-term participation in community zero-waste practices.
3.1 Based on the network of residents' self-governing groups, we will conduct professional training on the practices of "zero-waste living", community food waste composting, and nature education to enhance the ability of community residents to reduce waste at source, so that waste reduction and separation can be transformed from external pressure to internal motivation, and promote community residents to regain their awareness of conservation and environmental protection. We also promote the awareness of "zero waste" and mobilize the enthusiasm of these groups.
3.2 We will record the amount of household waste reduction through the community card punching method through carrying out the "zero-waste living challenge" mainly for women's participation to enhance their awareness of environment and promote a lifestyle of reasonable consumption (green and low-carbon).
3.3 Through the attraction of waste reduction at source practices, female practitioners are selected to be empowered, form community self-organization, promote their participation in community public affairs and decision-making process, form a certain influence, and realize the sustainability of zero-waste community construction.
3.4 Promote family participation in activities such as World Environment Day, World Food Day and Zero Waste Day in the form of "small hands pulling big hands" to enhance the environmental awareness of youth in reducing and low-carbon, and increase the opportunities for youth to practice and grow in the community.
3.5 To initiate plastic reduction programs in conjunction with relevant organizations in the community to promote the use of environmental disposable bags or vegetable baskets in the community.
3.6 Promote community workers to carry out zero-waste practices in office spaces and public spaces.


4. Foster community self-organization and enhance residents? participation through co-building a zero-waste garden and community educational education
4.1 Recruit community residents to participate in the planning and construction of zero-waste gardens to unite community strength and recreate community ecological landscapes.
4.2 Cultivate a team of youth-oriented zero-waste garden co-construction, maintenance and guided tours to enhance residents' sense of participation and ownership.
4.3 Realize 100% reuse of food waste compost products in the community, improve soil quality and reduce carbon emissions by co-constructing a zero-waste garden of 200 square meters or more.

5. Experiences summarization and sharing, based on the practice of zero-waste communities, to promote the optimization of "waste management priorities" in the local policy.
5.1 Record the training and activities in a timely manner, keep written and visual data, collect the feedback from various groups in the community regularly through on-the-ground research and interviews, and publicize them monthly in the Wechat publicity channel and video channel in the form of activity reports and videos of the practice results.
5.2 Jointly record the practice process of the project with professional organizations, interview the stakeholders, and produce a 3-minute promotional video of "Zero Waste Community Practice" to disseminate and promote the project activities, so as to attract more attention from various actors.
5.3 Summarize the reflections and suggestions during the implementation of the project, write a report at different stage of work, and form policy recommendations and proposals, which will be submitted to the government authorities and legislative bodies through relevant channels as real life cases for policy improvement.

Anticipated results/outcomes
1.Multi-stakeholder participation in community waste management mechanism is established, and the demonstration effect is formed through practice, providing real-life cases for the government.
1.1 By holding the kick-off meeting of "building zero-waste community" with the participation of multiple stakeholders, we form the consensus of "zero-waste community", realizing the joint construction and collaboration among neighborhood committees, social organizations and external forces, and gradually formed a zero-waste community construction system.
1.2 Share the project experience through various publicity methods and channels, such as WeChat publicity Channel, video Channel.
1.3 Summarize the reflections and suggestions in the process of project implementation, form policy suggestions and proposals, and submit them to government authorities and legislative bodies through relevant channels as cases and bases for policy improvement.
2. The level of community waste refinement management was improved and a closed-loop system for community waste management was formed.
2.1 Complete community baseline statistics, establish a mechanism to record and summarize waste quantities on a daily basis, and complete monthly data analysis to help communities establish data ledgers and long-term management mechanisms that prioritize source reduction; connect with recycling enterprises to achieve closed-loop disposal of all types of community waste.
2.2 Establish local composting facilities in the community and achieve more than 50% of the total amount of food waste disposed at community level, with an estimated CO2 reduction (compared to incineration) expected to reach more than 200 tons; empower community composting management teams on composting facility maintenance, composting management, and publicity and advocacy.
