?Zero Waste Community? Demonstration Project of Road King World City in Beijing
This project is located at Road King World City compound, Nan Zhao County, Changping District, Beijing. There are 4828 residents in this community
Main Problems
1) Current, to ensure waste categorization outcomes, the community has arranged personnel to be on duty in front of the bins, from which such kind of management is less effective and consumes great manpower and fund, not favorable to encourage residents awareness, resulting in chaotic dumping of waste, to be solved by effective and feasible long-term measures.
2) After the Regulation came into effect, community?s extraction rate and extraction volume on kitchen waste have been improved, so the ?integrated cleanup + centralized treatment? mode on kitchen waste brings pressure on urban traffic, collection and transport management, pollution prevention, and final treatment facilities, further lead to high costs on collection, transport, and disposal, with massive process carbon release and poor utilization.
3) Residential recognition on hazardous waste and understanding of its risks are not enough. Intentional or unintentional placing of waste into wrong categories still exists during the garbage categorization activities, which may cause very negative impacts on disposal on other kinds of waste.
4) Management on bulky waste is a big concern during the community?s waste treatment activities, in which bulky waste contains both recyclable matter, and hazardous substances, without secured and effective treatment channels, it is unclear about the generated and collected volumes of bulky waste, and flow paths are unknown.
5) Flow paths of recyclable waste are complex, such as collected by scavengers, small processing workshops, or resources utilization companies. Therefore, it is not clear about the specific paths with insufficient data, and neither clear nor controllable no the legitimacy of the generated products from utilization.
6) From site investigation, it has been found that residents have much high expectation on waste reuse. However, there is lack of stable exchange platforms on second-hand products among the community, and waste reuse methods and measures are to be observed.
7) Household waste categorization and treatment tasks will refer to multiple stakeholders like residents, the community, property management companies, cleanup companies, and resources utilization companies, in which effective communication, interactions between different parties are not satisfactory and a sustainable mechanism to coordinate benefits and responsibilities of different parties needs to be established.
Solutions
1) For kitchen waste, the project team will install a set of thermal bio-composting facilities in the Road King World City compound, to convert kitchen waste into stable humis which can be used as manure for planting trees or as potting soil for planting flowers, to be given to residents for free, to achieve reduction, detoxification, utilization, in-situ treatment and reuse on kitchen waste. Meanwhile, comprehensive evaluation on daily generation, utilization volume, social absorptive volume, treatment cost on kitchen waste will also be carried out, to build sustainable operation mechanism on in-situ treatment and absorptive technological measures of kitchen waste.
2) For recyclable waste, hazardous waste, and bulky waste, the ?Ai Fen Lei? APP will be introduced to provide various services including on-line reservation, door-to-door collection, reward points, e-card integral malls, etc.., to cut down burden on waste categorization for residents, lower down work load for operators in duty. With door-to-door collection, to accurately guide residents on waste categorization, to improve people?s correct understanding on household waste categorization and to improve extraction rate and accuracy on recyclable waste and hazardous waste. The collected bulky waste will be dismantled into pieces and disposed according to features of different materials, from which recyclable substances are utilized and hazardous substances are sent to Beijing Eco-island Co., ltd.to be treated, while others are sent to A Su Wei Comprehensive Treatment Plant.
3) During project operation, important data on generation volume, treatment volume, utilization mode, utilization rate, economic costs and benefits at different stages of different kinds of waste, will be recorded accurately, to precisely grasp the generation and flow paths of kitchen waste, recyclable waste, hazardous waste, and bulky waste, so that they can become knowable, controllable and verifiable, with in-depth data analysis, to evaluate the sustainability of the mechanism on this project from the economic aspect.
4) Around the Road King World City compound, a range of activities like ?Big hands Handling Small Hands? scientific education, exhibition on household waste utilization technologies, environmental risks of hazardous wastes, etc.., will be organized to further improve the recognition, participation and accurate placement. The community with adjacent communities to regularly ?flow market? activities, to build trading exchange platform on ldle items, to promote optimal utilization and to reduce household waste generation. Developing training activities on ?Ai Fen Lei? APP promotion and kitchen waste utilization for plantation, to improve the demonstration project.
5) ?Zero waste community? is an idea, a mechanism, and an important pathway to achieve colorful life. By carrying out this project, the sustainable operation mechanism of ?zero waste community? can be built. By coordinating stakeholders including community management staff, residential representatives, property management companies, cleanup companies, to take in-depth discussion on operation mechanism of ?zero waste community?; by inviting metropolitan management departments, industrial experts, and technical specialists, to comprehensively evaluate and assess this demo project; by inviting news media to report and propagate the idea, operation mechanism and project outcome of ?zero waste community?.
? Anticipated results/outcomes
1) Kitchen waste utilization facilities installed in the community, to achieve aerobic composting treatment on kitchen waste with capacity of 300 kg/d, from which organic manure and nutrients soil are used for planting or greening flowers to realize community consumption.
2) Upgrading ?Ai Fen Lei? App to achieve 60% utilization rate, so that 65% recyclable waste (72 kg/d or 26 t/a) can be recycled and reused, 70% hazardous waste (about 140 kg/a) are recycled, 40% bulky waste (about 14.4 t/a) are recycled or reused. Besides, generation and flow paths of recyclable waste, bulky waste and hazardous waste are to become knowable, controllable, and verifiable.
3) Building a database on kitchen waste, recyclable waste and hazardous waste, to achieve fine management on community?s household waste. By analyzing economic costs and benefits within various treatment stages, to excavate the nature of market value of household waste. With in-depth discussion among stakeholders and experts? evaluation, to establish the sustainable operation mechanism of ?zero waste community?.
4) Through ?flow market? activity, creating a stable ldle items trading platform, to sufficiently improve the performance of these stuffs, and to effectively reduce household waste generation.
5) Creating 2 sets of video materials for propagation and training on the idea and sustainable long-term mechanism of ?zero waste community?, with news media reporting once.
6) Through propagation, education, exhibitions, door-to-door waste collection, and other activities, to further improve the recognition rate, participation rate and accurate disposal rate on waste categorization by residents, respectively to 100%, 95%, and 90%.

Project Characteristics and Results
Notable Community Participation
By resolving issues on household wastes categorization, disposal, utilization, recycling, especially on recycling, treatment and disposal of hazardous wastes, to reduce health risks on females and children and to improve their health status. During the implementation, the project will emphasize on solving the issues concerned by the vulnerable groups, including female participants, residents, youths, and handicapped individuals, to accelerate the construction on ?zero waste community? and to evaluate its initiative capacity. This project will ensure participation of trainings by females and youths on capacity building, with the priority on assisting handicapped individuals on waste recycling. In addition, two comprehensive interference measures will be adopted: to improve public awareness and to involvement of stakeholders, for the successful implementation on gender mainstreaming.
