Impact Assessment of the OP5 - OP6 Portfolio
The SODA team will conduct the impact assessment of the project and develop a work plan for a 12-month period outlining the field mission objectives, data collection and methodology, and training of field data collectors. The SODA team will undertake a range of activities, including developing an evaluation plan, developing field data collection tools, and training the survey team. Both project performance and impact assessment will help improve decision-making and management, keep the project on track to achieve outcomes and goals, and incorporate lessons learned into planning for the next phase. It is recommended that an integrative approach be taken in the methodology for obtaining qualitative and quantitative information. The evaluation team will use results collection methods and the OECD evaluation standard to collect primary data in each province of Lao PDR. The objective of the project is to assess how the grants have achieved the overall objectives of the projects, the contribution they have made to the development of national priorities, document best practices and lessons learned, and identify potential sustainability. It will also explore the potential for best practices in scaling up projects and policy influence.
