Project of Community Natural Resource Conservation and Residents' Livelihood and Capacity Improvement in Zhushang Village around Dafengding National Nature Reserve in Mabian Yi Autonomous County, Sichuan Province
Baseline:
Yonghong Township, where Zhushang Village is located, has an average altitude of 2030 meters. It is cool and rainy in summer, and frigid and snowy in winter. The annual rainfall is about 1700 mm, and the annual average temperature is about 14°C. It is the largest ecological township in the county with the most extensive forest coverage . Zhushang Village has a registered population of 1,030, all of whom are of the Yi minority. Because most of the sloping land around the reserve has been converted to forests, the average household has only 1-2 mu of land, which is mainly used to grow potatoes, corn, and other rations. Residents around the nature reserve rely heavily on natural resources and meet their daily needs through activities such as grazing, logging, cutting bamboo shoots, and collecting herbs (such as Gastrodia elata, etc.), which has caused serious disturbance to the habitat of giant pandas. Due to the deterioration of the living environment of giant pandas, the local government has formulated a series of protection policies, including prohibiting grazing and cutting bamboo shoots. Surveys show that cutting bamboo shoots and collecting herbs are important sources of income for residents. After the government implemented relevant protection policies, residents? incomes dropped sharply. On the one hand, there are wild beasts in the core area of the reserve, and no one is patrolling, which may bring harm and danger to the villagers. On the other hand, residents who enter the core area in violation of regulations will also be punished. At the same time, it will cause a great disturbance to rare species, such as giant pandas in reserve. In addition, the residents do not know how to process, package, and publicize the harvested bamboo shoots, walnuts, and other agricultural and forestry products, which restricts the sales channels of agricultural products. After being purchased by foreign merchants at a low price, they are processed and packaged, and sold at a high price. The income of farmers is low.
Main problems
(1) Mabian Dafengding National Reserve is divided into four types of functional areas from the inside to the outside: the core area (268km2), the buffer zone (31km2), the experimental area (65km2), and the peripheral protection zone (251km2). Among them, human activities are strictly prohibited in the core area, and the buffer zone and scientific experiments such as plant introduction, cultivation, animal breeding, and domestication can be carried out in the experimental area and the peripheral protection zone, and eco-tourism can be carried out, and diversified operations can be developed. There are still villages in the outer protection zone, such as Zhushang Village, secretly cutting bamboo shoots and collecting herbs in the buffer zone and the core area, causing great disturbance to rare species, such as giant pandas in the reserve.
(2) Affected by the protection policy of the reserve, the use of natural resources by village residents has declined sharply, livelihood activities such as bamboo shoots, herbs, and grazing have been severely restricted, and the income of local residents has dropped sharply. Cut bamboo shoots and collect herbs. On the one hand, there are ferocious beasts in the core area of the reserve, and there is no inspection, which may bring harm and danger to the villagers. On the other hand, residents who enter the core area in violation of regulations will also be punished, which intensifies conflicts. There is an urgent need to find appropriate ways to increase residents' income while reducing human disturbance to protected areas, improve habitat quality, and promote biodiversity.
Activities
(1) Advocate the co-management model of the protected area and the local village committee, hire experts to provide professional training on the work of the protected area and cultivate the awareness of ecological protection for local residents, enhance residents' sense of "ownership", and provide jobs to compensate some residents for the impact of the protected area lost earnings.
(2) Assist villagers in establishing demonstration areas for transplanting bamboo and medicinal materials.
(3) Promote the simple sorting, processing, and packaging of agricultural products by local villagers, and increase the price of high-quality ecological agricultural products.
(4) Help establish publicity and sales channels, such as helping design and operate short videos of Mabian local specialties and assisting in contacting trade unions of enterprises and institutions for targeted procurement.
Anticipated results
(1) Through the establishment of the protected area-community co-management model, the awareness of community protection has been enhanced, and the contradiction between protection and development has been alleviated;
(2) Establish a demonstration area for transplanting bamboo and medicinal materials to reduce the interference of human activities on the reserve so that the wildlife habitats in the core area (area 268km2) and buffer zone (area 31km2) of the reserve are protected;
