Strengthening and Adaptation of People to the Conservation of Forest Resources Huayla Village, La District, Oudomxay Province.
Huayla village located in the south of La district, 8 km away from the district municipality, Oudomxay province. There are 75 households, 102 families, with a total population of 367 people, 207 women. As a village about 97 percent was cover by Khum Mu ethnic group, the main occupation of people in village is farming, gardening, and animal husbandry. Huay La village also located adjacent to the boundary of Phu Hiphi National Park. In the past, people in village have been transformation forest in the national park area like illegal logging, collect the Non-Timber Forest Products (NTFPs) in extinct ways, illegal reservation of the forest area for agricultural production, extinct hunting wild animals which disobey the forest laws and regulations. Therefore, the area forest cover has decreased. Some areas have affected the ecological system of the forest and disasters often occur all the time, which affect the livelihood of people in that area. In the past, the Huay La village has experienced various disasters in terms of wild water flows and floods, which people have difficulty preparing to cope with or adapt to climate change, because they cannot predict the uncertainty weather in advance and do not receive notification from the relevant parties about the disaster. Therefore, it has a negative effect on the agricultural production of people, especially the yield of paddy rice and the yield of crops in the highlands were decrease day by day. Therefore, the project aims are to promoting the people through the participation of community organizations including women, youth, village authorities and the District Agriculture and Forestry Office in implementation of the allocation and management the use of forest resources within the village and preparing to deal with disasters that may occur in the future.
