Preparation of draft by-laws arising from the regulation on additional waste streams in the extended producer's responsibility regime
The adoption of the bylaws arising from the Law on additional waste streams for dealing with waste from tiers, oils, textiles and end of life vehicles will enable the establishment of a single functional system for regulating the obligations for exercising the extended liability of the producer for the management of this special waste streams. The proposed acts will more precisely regulate the proposed legal solution which establishes the same rules and procedures for all collective and independent actors, in terms of their work, conditions, and manner of obtaining consent, keeping records and reporting, as well as conducting activities for informing the public and raising public awareness.
The Republic North Macedonia generally faces challenges in terms of waste management. In this regard, the draft project should contribute to the harmonization of national legislation with EU legislation as well as the formulation of new legal solutions that will improve the implementation of the legal framework for management of these special waste and extended producer responsibility.
According to this law, it is necessary to prepare 15 bylaws.
