Demonstration Project of Low Carbon School in Liyang City, Jiangsu Province
Demonstration Project of Low Carbon School in Liyang City, Jiangsu Province
Baseline information:
Yangzhuang Elementary School in Liyang City has 20 classes with 790 students and 62 staff members. The school has been expanding its enrollment annually. In 2019, the school underwent relocation and transformation, adopting a development plan aimed at becoming a high-quality ecological school, a school with unique characteristics, and a balanced and sustainable school.

Tangqiao Elementary School in Liyang City is located to the north of Shangxing Town and belongs to the westernmost part of Changzhou region, serving as the gateway to Nanjing. The school campus covers an area of 18,528 square meters with a building area of 16,301 square meters and green space of 9,409 square meters. Founded in 1947, the school was recognized as a high-quality school in Changzhou in 2010. It currently has 11 classes with 543 students and 54 staff members. The school focuses on cultivating a campus culture, leading to comprehensive improvements in educational standards.

In 2023, with the support of the Liyang Ecological Environment Bureau, Tangqiao Elementary School is undergoing the creation of an "International Ecological School." Additionally, Yangzhuang Elementary School has been included in the 2024 plan for creating an "International Ecological School." The "Low Carbon School" demonstration project, backed by the local ecological environment bureau and other parties, will leverage the "International Ecological School" concept to enhance its impact.

The two schools conducted Carbon Asset Baseline survey, the result demonstrates achievements across various indicators, particularly in green building, transportation, energy systems, water resource usage, waste management, public space greening, operational governance, and low-carbon lifestyle promotion. Despite these successes, there is still room for improvement in these areas.

Main problems:

1. The translation and implementation of national low-carbon policies and strategies have yet to provide specific and operable cases and demonstration projects for grassroots communities, schools, and campuses.
2. Local governments lack specific strategies and plans to promote low-carbon actions in schools, and schools lack specific carbon reduction targets.
3. The project schools lack systematic experience in low-carbon education and carbon reduction management, leading to a lack of data on campus carbon reduction achievements.
4. Faculty, students, and families lack awareness of low-carbon behaviors and lifestyles, and methods and measures to encourage low-carbon actions are lacking.

Activities:

1. Establish a collaborative mechanism to create a "Low Carbon School," ensuring that all stakeholders work towards shared goals.
2. Assist schools in building low-carbon scenes, creating a low-carbon school management system, conducting low-carbon operational practices, and presenting carbon reduction data.
3. Facilitate school transformation through collaborative spatial planning, guiding staff and students in low-carbon school improvement.
4. Promote low-carbon actions within schools, involving faculty, students, and families in carbon reduction and low-carbon concept promotion.
5. Based on the collaborative mechanism and operational model, summarize the "Low Carbon School" model, expand its influence through multi-stakeholder engagement, and enhance project impact.

Anticipated outcomes:

1. Establish a localized "Low Carbon School" collaborative mechanism, and achieve project goals through the participation of all stakeholders.
2. Implement low-carbon operational mechanisms, form low-carbon scenes, and establish a "Low Carbon School" management system to showcase carbon reduction achievements.
3. Involve students and staff to complete the transformation of various low-carbon units on campus and ensure their ongoing maintenance and operation.
4. Activate low-carbon awareness among faculty, students, and families through various activities and campaigns.
5. Share project experiences, showcase outcomes, create a demonstration effect, and influence local policies and standards related to green and low-carbon development.
