Public Initiatives (Building the capacity of current and potential GEF/SGP grantees through a series of workshops and training seminars, and through the monitoring and evaluation of on-going GEF/SGP projects-Phase1)
A modern approach to the environmental issues solution presupposes the principle of public active involvement. The Declaration adopted during the conference of the United Nations Organization in Rio de Janeiro from June 3 till June 14, 1992 acknowledged public participation as the most important principle in the sphere of environment protection. Such approach has acquired great significance during recent years and showed high efficiency in environmental issues solution in many countries of the world. Development of such approach is highly important for Kazakhstan.
The non-governmental environmental movement on Kazakhstan began its development in the end of the 80s ? beginning of the 90s. That wave resulted in the establishment of a number of non-governmental environmental organizations. Many new environmental non-government organizations emerged including those operating within the sphere of the Global Environmental Fund priorities.
The target of this project is to render informational and consultant aid to non-governmental organizations implementing projects aimed at solution of global environmental issues in Kazakhstan.
The following has been set forth as the basic tasks for the project implementation:
-to prepare and issue a Guide to Action devoted to the matters of environmental actions and campaigns arrangement and carrying out;
-to carry out an activity monitoring seminar for environmental non-governmental organizations;
-to consult environmental NGOs in Kazakhstan in the matters of project management, when projects ate aimed at solution of global environmental issues.
Besides, within the project a number of actions will be implemented to facilitate summarizing of the existing working experience obtained by non-government environmental organizations, spread successful examples and approaches, as well as improve the possibilities of non-government organizations to manage projects in the area of biological variety, global climate changes and international waters.
Implementation of the project will allow the opportunities to:
-rise the level of NGO practical knowledge and skills required from them to successfully arrange and manage their activities;
-increase the opportunities of the non-government environmental sector to participate in global environmental issues solution in Kazakhstan;
-work out efficient criteria of GEF/SGP projects in Kazakhstan monitoring and estimation.

Project Characteristics and Results
Capacity - Building Component
Seminar 1, "GEF/SGP activity monitoring and evaluation", will be conducted to create a working dialogue among all the parties concerned about the activity of GEF/SGP and its partners. This will enhance the sustainability of GEF/SGP, will improve the participants' knowledge of GEF/SGP activities, raise awareness about project selection criteria, and encourage communication between GEF/SGP partners.
Seminar 2, "The impact of GEF/SGP. Further activities" will evaluate the influence of the GEF/SGP first operational phase, and will plan the strategic directions and tasks for the following operational phase.
Seminar 3, "NGOs and local communities: capacity building to implement the Convention to Combat Desertification", will address GEF/SGP grantees, potential partners (NGOs &CBOs), representatives of government departments (including representatives from the Ministry of Environment), representatives of donor agencies, and the independant experts who actively participated in the seminars.
The creation of a film about GEF/SGP activity in Kazakhstan will promote further understanding through presentation on TV, and at the training seminar for the GEF/SGP potential partners, etc.
Continual activity such as project monitoring, development and the improvement of projects monitoring procedure will also be undertaken.
Information about GEF/SGP operations and activities will be updated and placed on the GEF/SGP internet.
