Project of Zero Waste Community Construction in Xinhua Road Sub-district, Shanghai
Description: The Dongzhen Neighborhood Committee, which is proposed to be practised in this project, is one of the 17 neighborhood committees on Xinhua Road, which contains 10 residential districts, with about 2,800 households and 4,548 people, with an average household population of 1.6, and whose residents are mainly constituted by middle-class families with a relatively high standard of living. In 2023, with the support of Xinhua Road Sub-District, Big Fish Community Design Center is launching the "Community Co-Creator" program, which supports and empowers local actors to co-create actions with micro-projects initiated by neighborhood committees. The program aims to achieve the goal of integrating public well-being and multi-stakeholder governance. One of the participants of the program is the Dongzhen Resident Committee, which has put forward the idea and demand for the "Returning Green Leaves to Roots" project, i.e. composting and recreating green pruned branches and leaves into community micro-landscapes, and has planned to explore a pilot project in 2023 for replication in other districts in the next few years.
Main problems:
1. Although the local government, Xinhua Road Sub-District, has a high degree of recognition and willingness to support the theme of zero-waste communities, when it comes to the community, there is still a lack of a clear and operable action plan for the promotion of this theme, and therefore there is not yet a clear plan to match the financial investment.
2. Although all neighborhoods on Xinhua Road have begun to take the Action to carry out innovative community governance actions with the will and awareness, and the number of projects related to the topic of "Zero Waste Communities" is increasing, the funding for the community's respective projects is relatively fragmented and often needs to be used for specific materials and activities, and there is a lack of systematic and specialised planning, design and systematic empowerment for the topic of "Zero Waste Communities". There is a lack of systematic and specialised planning, design and systematic empowerment for "zero-waste communities".
3. Although the soil and results of Xinhua Road Sub-District's participation in community development by local capable people are relatively good, there is still a distance between the emergence of the action itself, from incubation to polishing and iteration, and then to the formation of a replicable and scalable model. There are also many opportunities for further collaboration between different community Actions. The lack of action knowledge in this area makes it difficult to replicate and scale up actions to empower more communities to take action.
