Project of Zero Waste Community Construction in Changping District, Beijing
Description:
Huoying Street and Tiantongyuan North Street belong to the Huitian area in the northern suburbs of Beijing, which is the most densely populated residential community in the city. According to the seventh census data, of the 2.27 million permanent residents in Changping, the Huitian area (i.e., Huilongguan and Tiantongyuan) is home to approximately 850,000 people, of which nearly 500,000 are permanent residents of Tiantongyuan. The Huitian area has the largest mobile population group in Beijing. Analysis of big data by Changping Human Resources and Social Security Bureau and AutoNavi shows that the majority of the employed population in Huitian area has an employment radius of more than 10 kilometers, and their workplaces are all over the main city. The Huitian area is also known as the "Sleeping City", and the large mobile population has caused many problems in the development of the community, which is rooted in the lack of a sense of belonging to the community in which the mobile population lives. Therefore, during the initial introduction of nature education, Itzanishi's main goal was to strengthen the links and trust between young families and the community, thus laying a solid foundation for community environmental education. Having been rooted in the Huitian area for 3 years, Itzanishi has a deeper understanding of the characteristics of the community, the main body of community residents and their characteristics. At present, there are more than 60 social organizations in Huitian District, mainly focusing on interest groups such as dance teams and chorus teams, and less than one-tenth of them are concerned with social issues, which requires more new social resources to be injected.
Main problems:
1. Grass-roots governments have the concept of sustainable community governance and awareness of environmental protection, but lack technical support for landing and samples of community projects that mobilize residents to participate in their implementation;
2?The residents' participation pathway is not smooth and information is not available, which requires multi-dimensional and multi-channel coordinated supply;
3, the jurisdiction of the community waste management in the high value of recyclables due to high economic costs can be residents and community scavengers and other people to sell into the recycling station, low-value recyclables due to the relatively low economic value, and can not form a large-scale processing, the lack of transportation links, so low-value recyclables exist in the phenomenon of mixing in the other garbage cans, or after the separation of the input into the blue barrel can not be cleaned into the regeneration process, resulting in a large amount of waste of resources. It is necessary to form a large-scale systematic treatment system with front-end separation, intermediate storage and transportation.
4, Waste sorting management capacity is insufficient, the long-term mechanism in the lack of supervision, the need for physical management upgrading, including low-value recyclable garbage collection and transportation system is not sound, the lack of hazardous waste collection and transportation links.
5?Large amount of space in the community is underutilized, and the dissected space is unfriendly to community residents. The transformation of unused public space in the community can improve the space utilization rate and create an environmentally friendly and child-friendly community atmosphere.
6, community managers for low-carbon, sustainable development cognition stays in the big and empty idea, need to provide reference behavior landing mode, low-carbon environmental protection concepts into practical life, and guide the public to participate together.
7. There is a general lack of environmental volunteer teams in the community, so we can make use of the free time of the mothers in the community to better utilize the advantages of women in social governance and better integrate the social forces of all parties.

Anticipated outcomes:
1. The activity of eco-friendly flea market for residents covers at least 5 communities, transmits low-carbon concepts such as recycling of old things, and serves more than 3,000 people cumulatively. Form youth activity communities in the 5 communities, and keep the community active and form a smooth communication channel for information transfer. Eventually, we will form a handbook for communities, properties and volunteer teams to provide a model reference.
2. Summarize the model of zero-waste community practice, form a manual of replicable zero-waste tools, and form a community zero-waste volunteer team with at least 300 participants.
3. Communities, property owners, volunteers, recycling companies, and social organizations will work together to build an end-of-pipe recycling system for low-value recyclables, refine the model through continuous operation in the pilot communities, and form a replicable and easy-to-promote recycling system for low-value recyclables. It is expected that about 200 tons of low-value recyclables will be recovered from 20 communities in a year.
4. Jointly with a third-party company to supplement the broken chain of hazardous waste collection and transportation. 20 communities have a collection and transportation system for hazardous waste, which is temporarily stored in temporary storage sites designated by the district government. It is expected that 7.2 tons will be collected and transported in two years.
5. Multi-party exploration of composting pilot communities, digesting at least one-third of the food waste generated by the community for composting about 4.8 tons / two years, and then feedback for use in the community to build ecological gardens. Volunteer maintenance of the community Eco-garden after the completion of the co-built, adhering to the concept of Park Gate Sustainable, the principle of reuse of household waste.
6. humanistic care for waste sorting volunteer team, from time to time through the township or street public number and other channels of publicity and promotion, published no less than 5 tweets per year, regular supervision no less than 5 times. Enhance contact with grassroots waste sorting workers to promote the removal of low-value recyclables.
7. Form an environmental protection volunteer team centered on parent-child families, and complete at least two community volunteer activities per year.
