Demonstration Project of Digital Governance of Marine Pollutions in Zhoushan
Baseline:
To implement General Secretary Xi Jinping's strategy of "A Strong Maritime Country ", the important concept of " Maritime Community with a Shared Future" and the requirements of the policy of "Carbon Peaking and Carbon Neutrality", whilst implementing the "14th Five-Year Plan of Marine Ecological and Environmental Protection in Zhejiang Province", "Beautiful Bay Action program in Zhejiang Province" and the " Zhejiang ?Marine Cloud Warehouse? program", and to create a new high point of the modern marine industry in Zhoushan, the government of Zhoushan implements the "Blue Cycle" marine pollutants digital governance demonstration project by attaching great importance to the protection of the marine ecological environment, through the prevention and treatment of pollution and waste in the bay, the creation of "Beautiful Bay" and "Climate-Friendly City" to drive the high-quality development of the region's marine economy.
Problems:
The current marine waste management in Zhoushan is dominated by traditional maritime sanitation, mainly through government-funded governance. This government-oriented governance model requires long-term investment that is not sustainable, which can no longer meet the vision of "Beautiful Bay" for Zhoushan. By focusing on issues such as the difficulty of collecting and disposing of marine pollutants, high-value utilization, multi-dimensional co-management, huge government investment and the lack of a long-term sustainable governance model, the Zhoushan government decided to conduct the digital reform-based sustainable governance model for marine pollutants, which consists three steps including "collection at sea", "regeneration on land" and "value-added trading of marine plastics". This model is an important tool of the Zhoushan government to achieve harmony between human beings and marine, as well as to create a social climate that regards marine as like our home.
Activities:
Activity 1. Resource consolidation and project leadership
1. Collect the demand and solution of the project by visiting and connecting the government of Zhoushan, fishery harbors, communities and the VisionBlue Technology Co., Ltd.;
1.1 Survey and collect the status quo of marine pollution and demand for mitigation with local government and stakeholders;
1.2 Talk through the feasibility of the project with local crews and fishermen;
1.3 Discuss the business plans and solutions with the VisionBlue Technology Co., Ltd.
Activity 2. Set-up of pilot
2. Examine the recycling ? collecting modes of marine waste by setting up "Blue Home" spots that recycles the marine wastes at good prices which will increase the income level of local population.
2.1 Set up collection spot to group and temporally store marine waste such as fishing net and fishing tray.
2.2 Achieve the full process visualization tracing by building up the "Blue Home" spots.
2.3 Provide local fishermen low-income groups with camera recorder and GPS bracelet.
Activity 3. Conduct activities and trainings to raise the awareness of marine eco-environmental
3. Conduct ecological civilization campaigns while increasing social participation;
3.1 Conduct Marine eco-environmental awareness campaign at community-level;
3.2 Lecture and seminar on "Blue Ocean" marine pollution management?
3.3 Development of standards related to marine pollution management.
Activity 4. Improvement of project operations management and digital platform
4.1 Construction of the "Ocean Cloud Warehouse" IOT intelligent pollutant storage - pre-treatment equipment?
4.2 Based on IoT, big data technology, and innovative blockchain technology applications, collecting and generating IoT data to build a digital twin database for marine plastic pollution management and to develop the "Blue Cycle" digital governance platform.
4.3 Establishment of the market-based operating services.
Outcomes:
1. Social Benefits
?1?A digital closed-loop management system for marine pollution is established in Zhoushan, by providing digital tools, methods and platforms for governments, enterprises, the public and public welfare organizations to participate in the marine waste management. The efficiency of waste collection will be significantly improved through a market-based operating business model. The objective of the project is to achieve the sustainable development with pluralistic governance involving all people, so that to build the foundation for the reductions in government expenditure on marine sanitation.
?2?The establishment of the project can realize the digital and visual management of the whole process of receiving, storing, transferring and disposing of marine pollutants. On the one hand, it encourages fishermen to pay for ship pollutants according to the regulation, so that to improve governance of marine ship pollution. This would allow 1,000 tons of oily waste water being recycled and disposed of in a regulated manner per annum. On the other hand, the market-based operation can incentives the effective collection and disposal of beach waste and floating waste such as fishing nets, discs, ropes, buoys, plastic bottles, etc. This would allow 1,000 tons of marine waste per annum being recycled and disposed, which leads to a reduction of carbon emission by 1,350 tons.
?3?This project can enhance awareness of local populations of marine conservation and promotes the public welfare.
2. Economic Benefits
In terms of the achievement of common prosperity, this project will increase the income level of the local population by encouraging the local low-income people, marine sanitation and spare shipping capability to perform as an organized team to work for waste collection and benefit from the business modes. On the supply side, this project will build a national marine waste collection network and waste recycling base with the China Recycling Development Corporation Ltd. On the demand-side, this project has established business cooperation in marine plastics sales with international leading companies such as the Veolia Huafei and ITOCHU Corporation. In terms of the supply chain, the main partner of this project, VisionBlue Technology Co. Ltd, has become the national general agent of marine lubricants of Sinopec Zhejiang Company. In terms of achieving of carbon emissions reduction, VisionBlue Technology Co. Ltd has established cooperation agreements with Vitol (China) Energy Co., Ltd. and Zhejiang Carbon Asset Management Co., Ltd. regarding the development and trading of international plastics credit. In terms of digital certification, VisionBlue Technology Co. Ltd will launch the business with TUV Rheinland Co., Ltd. regarding the development of marine plastics certification. With all the above approaches, this project can deliver significant economic benefits.
3. Scientific and Technological Achievements
One invention patent, two utility model patents, two copyrights of computer software and dataset, and one association released standard are expected to be delivered by this project.
