Stakeholders Workshop II
Even though the Thailand GEF / SGP Pilot Phase was assessed as a successful story,
There have been some certain areas of implementation which require to be addressed and improved. Among these are poor, non-responsive and too generic concept papers and proposals
from proponents who are community-based organizations. The others include limited community/local input and participation, inappropriate mechanism for self-evaluation and inadequate involvement / cooperation from other stakeholders, both public and private sector.
The stakeholder workshop is designed to address theses issues. It is a mechanism to be used at a country-level and provides guidelines to ensure the success of GEF / SGP project implementation since it includes all past experiences, lessons learnt and state-of-the-art approach.
In the first meeting on April 3, 1998, members of the National Steering Committee had selected 11 concept papers from the pipeline which are most likely responsive to GEF/ SGP and agreed to launch the workshop at the beginning of May 1998 in Khon Kaen Province since the majority of proponents are based in the northeastern region.
Project goals or objectives (including GEF problem-area addressed by projects):
1.To generate clarity about GEF / Small-Grants Programme: its implementation and mechanism
2.To reduce the number of non-responsive proposals
3. To improve the quality of the submitted proposals
4. To encourage the sharing of experiences and learning processes on integration of environment and development
5. To initiate collaboration / networking among participants and with a wider networking
Activities to be carried out under project:
1. To devise the workshop modules that best suit the Thai context by perusing the Workshop Guidelines/materials provided earlier by GEF/SGP HQ and the results of the previous workshops convened at country-level in 1997.The devised modules will be employed in the workshop processes.
2. To peruse the concept papers from proponents then categorized according to GEF / SGP focal areas and types of activities.
3. To conduct the workshop by arranging appropriate venue and times.
4. To identify and recruit resources persons as required by formulated workshop process
5. To facilitate the entire processes of the workshop
Project participants and/or beneficiaries:
1. NGOs and CBOs who submitted concept papers to GEF / SGP
2. Members of National Steering Committee
3. UNDP staff members
4. Other GEF staff member (UNEP and the World Bank)
5. Relevant government agencies
6. Academics and reporters
Anticipated results of project:
After the workshop, every proponent will be given time to prepare then submit the detailed proposals to GEF / SGP.The submitted proposals should be improved since the workshop intends to provide thorough training in simple language and consistent with capacity of each proponents. Besides, GEF / SGP will become widely known and more effective as a financial mechanism in addressing global environment.

After the completion of the workshop, the grantee is required to submit the Workshop Completion Report which incorporates the events , evaluation ,comments and suggestion of the workshop as well as the financial report.
