Conservation of medicinal plants of Cao Lan ethnic minorities

The primamry aims of the planning grant are to promote the participation of key stakeholders of the proposed project, including local authorities and relevant agencies and communties, and provide scientific assistance for the project development. Major activities of the project include conducting surveys on socio-economic conditions of the proposed project site, identifying proposed project objectives and activities and assessing their feasibility, and providing needed technical assistance in project design and writing project proposal which will be submitted to GEF/SGP for review and appraisal; and identifying possibilities for project synergies and resource mobilisation.
The primary purpose of the proposed project is to promote conservation and sustainable use of medicinal plants resources in the project area, preserving traditional knowledge and practices in using medicinal plants for disease treatment of the Cao Lan community. The proposed project promotes in-situ conservation of these medicinal plant resources by conducting a survey on the medicinal plant resources, establishing an inventory of medicinal plant resources in the project area, and identifying their location in their native for preservation. It also aims generating community interest and income in home cultivation of wild species, which is in need of the community and market, demand, hence increasing community income from medicinal plant cultivation.
The proposed project is intended to be carried out in Doi Can Commune, Yen Son District, Tuyen Quang Province.

Project Characteristics and Results

Emphasis on Sustainable Livelihoods

+ The main income of the commune Doi (Cao Lan ethnic occupy?%) Came from the traditional harvest, cultivation of medicinal plants as medicine, poultices, massage, alcohol, drugs, ... treatment for the local and surrounding areas. The commune has 30 healers, of which 10 have more specific experience, serving as home remedies.

Capacity - Building Component

- 05 trainings for 4 household gardens and orchard-clinics on technology transfer modeling conservation of medicinal plants garden. - Traditional-ethnic-style community workshop for 60 participants including Oriental medicine doctor & physician delegates from Tuyen Quang Province and their counterparts from Yen Son District and some neighboring communes, village to exchange experience on ethnic traditional remedies, the urgency to protect the medicinal plant resources are increasingly depleted, the sustainable use of medicinal plant resources of the ethnic Lan Cao. - Organize a contest to find out the resources of medicinal plants of Cao Lan for student audience in Yen Son Secondary School (250 students). - To organize 5 technical trainings on medicine crop income (200participants) tillage techniques, planting, fertilizing, harvesting and storage as well as consumption of medicinal plants, including Curcuma zeodaria, Rhizoma Kaempferiae galangae, Discorea, etc. - 1 sightseeing (60 people) about the growing, processing, consumption of medicinal plants in Nghia Trai.

Policy Impact

- Farmers and proposed CREDEP should coordinate with the government and local authority departments, Assembly Oriental medicine & the Province's Health Care Department to facilitate additional support to improve the conservation garden model in which the first priority is the garden of the clinic, next to the garden of Ms. Loc, Ms. Tay. Completing the new gardens means completing the most important objectives of the project- conservation of genetic resources of medicinal plants of Cao Lan community.

Project Results

Project Results
- Project built 05 nurseries (total area of 1,850m2) to multiply the medicinal generous plant resources for the Cao Lan people, including one garden in commune health centre and four household gardens.
- Planting 127 species of medicinal plants, with the number of plants in each garden was 3000-5000 plants / year with survival rate of 90%
- 75% of medicine named plants with a full Cao Lan name, common name, Latin name ...
- In 2002, the project havested 7250kg of Zedoary (Curcuma zedoaria) and 3860kg of sand ginger (Kaempferia galangal). N?m 2004 thu ???c 767kg c? c?c .
- Awareness of the authorities and the community was improved and there were many positive changes.
- To contribute to biodiversity conservation, conservation of natural resources of medicinal plants of the Cao Lan commune in Doi Can commune
Limitations:
- The majority of plants in the conservation gardens were common plants occurring in any place of the Yen Son. Many species of medicinal plants of the Cao Lan people had value and needed conserving but not yet (about 20 species). (Due to limited capacity and experience of the consultant, without the participation of local experts).
- Arrangement in all models was not scientific: vines was put in the middle, plant materials was put in the outside area, or plants were not put into groups (due to the design of the consulting group, there was no instructions on plant layout)
- Many species (about 15-17) has been multiplied several times but still no success, due to the consultants? limited understanding of ecology and growth.
- The advocacy on conservation and development of medicinal plants had not become a widespread movement.
- The template, captures of 200 species of medicinal plants had no items to be stored at the oriental traditional medicine associations and commune health centre.
- Staffs? capacity of conservation and development of medicinal plant was raised but the community?s is still limited
- Models of increasing income had no results
- The relationship between the Provincial oriental traditional medicine associations, relevant departments, community and CREDEP, GEF / SGP was established but limited in real contribution to the project
Reasons:
1. The management and administration of the project is not effective
2. Professional qualifications and experience of the experts directly involved in the project are limited
3. Limited awareness and background of the people involved in the project
4. Dry weather is not favorable for the cultivation of medicinal plants

Conclusion: The project achieved the target at a low level
