Promoting energy efficiency for the domestic and industrial sector in Salfiet in Nablus.

The project is a pilot testing for the larger GEF/UNDP energy efficiency project through focusing on the CFL leasing programme (replacing around 2200 commonly used bulbs with more energy efficient "compact florescent" lamps for 384 houses in Salfiet which represent around %30 of the total houses. The project also raises awareness on climate change and its repercussions on the local and global environment and promote energy efficient practices for local community by distributing guiding posters and advertising in the newspapers and local TV. To enhance the capabilities of the municipality and the factories engineers, the project
provides training on energy efficiency methods and techniques.

Project Characteristics and Results

Capacity - Building Component

Agroup of CBOs participate in the planning and implementation of the project among which is the Charitable Women Society, Salfiet Municipality and the Chambers of Commerce and Industry. Their involvement has different levels, i.e. assisting in organizing workshops, providing premises for conducting workshops and facilitating the direct contact with the local community.

Notable Community Participation

Promoting Public Awareness of Global Environment

Building and promoting energy-friendly behavior among local community by distributing guiding posters, advertising in newspapers and local TV to raise community awareness about climate change and its repercussions on the local and global environment. Four workshops are organized to address particular issues on energy conservation and efficiency techniques for housewives and technicians in the municipality and factories

Significant Participation of Indigenous Peoples

The Mayor of Salfiet is personally involved in the project. Additionally, the project helps Salfiet community to overcome the shortage of resources and facilities as they currently move from being small village to accommodate for the needs of becoming a city.

Emphasis on Sustainable Livelihoods

The project helps to decrease the economical burden on the families by reducing electricity consumption and cost, raising public awareness and encouraging other institutions in the society to find sustainable solutions.

Gender Focus

Women participate in different levels. On one hand, they constitute round %70 of the project beneficiaries. On the other hand, the Women Charitable Society has a vital role in the project planning and implementation.

Project Results

Environmental benefit: The University succeeded to introduce the idea of residential energy conservation to the residents of Nablus through distributing the total of 2145 CFL free of charge to 536 poor families in Salfiet.
Public Awareness: Special TV spots demonstrated the simple calculation on the effect of energy saving practices on decreasing electrical bill in terms of KWh and thus decreasing total individual expenditure per month. As a result, the CFL lamps shops in Nablus have reported an increase in the selling of these lamps due to the promotional ads on energy saving capacity of these lamps.
Linkages with large GEF projects: This project was linked with the full- sized ?energy efficiency national project? that was implement in cooperation with the Energy Authority.
