A system of demarcation and mooring buoys were installed in Carlisle Bay in an area designated to be a Marine Reserve, with the approval of the Barbados Coastal Zone Management Unit (CZMU). The mooring system has signiificantly reduced anchor damage to the seagrass beds. Damage to historical artifacts such as 1800's period cannons and anchors has also been reduced.

The demarcation buoys have successsfully designated the Reserve Area and certain users and stakeholders (divers, day cruise boats) are receptive to the need to manage the area as a Reserve, although it is not yet officially so desginated. Other stakeholders, particularly fisherfolk and the yatching community, have not yet fully accepted the concept.

PADO's capabiltieis, its reputation as an environmentally proactive community member, and its operating budget for environmental protection activities have all been enhanced as a consequence of the project. PADO is thus well positioned to assume a strategic role in developing a stakeholder driven management plan for the Reserve Area that could be replicated both in Barbados and elsewhere.

A review of the project undertaken nine years after project completion revealed that the organisation is defunct due to frustrations experiece with the regulatory agency and the disillustionment of members.

The following lessons were learnt from the project:

(i) Inadequate research of the available actions to combat the problem at hand can result in considerable problems during the implementation of the project.

(ii)Stakeholder consultation and participation is essential to the success of projects of this nature.

(iii)A carefully worked out disbursement schedule tied to deliverables will reduce the possibility of delayed or non-submission of reports.

During an interview conducted with the former President of PADO, Mr. Bruce Taylor, he noted that

"People have the power to influence their governments and the decisions they make on their behalf. Our group was able to educate the government on protecting marine habitats from anchor damage, and although government took some time before implementing these strategies, originally developed by PADO, we feel that we made a worthwhile contribution to the cause."
